SUBJECT: SPECIAL PERMIT FOR A GARAGE-STORAGE STRUCTURE AT 1529 BURLINGAME AVENUE

The applicant, Jessie Ortiz, is requesting a special permit to build a�� SF garage
and storage structure in the rear yard of his home at 1529 Burlingame Avenue. A
special permit is required because the accessory building exceeds 500 SF and the
st�rage portion c�f t�he building exceeds 10 percent of the gross square footage of
the dwelling unit (-34�-SF, �i`:2'/ of the gross square footage). Currently the house
has no covered parking. The previous garage fell down. Current code requires two
off-street parking spaces for this three bedroom unit. The proposed garage will
provide two off-street spaces.
Staff reviewed the proposal. The Chief Building Inspector (memo September 15, 1982)
commented that a survey will be required; one hour fire walls will be required; the
structure, including eaves and gutters, shall be located on the applicant's property;
and drainage must be carried forward to the street. The Fire Marshal (memo September 7,
1982) requires one hour fire wall, change from redwood to stucco exterior, and interior
sheetrocking. The City Engineer (memo September 13, 1982) had no comments.
In his letter of August 31, 1982 the applicant outlines the reason for building this
particular structure: (1) when he bought the home there was no garage; (2) he needs
a place, off-street, to park his car; (3) the house has about 40 square feet of
storage space (which is often wet in the winter) plus three closets inside; (4) he
needs more storage space just for the accumulation of garden tools, clothing, wine
and other items; (5) electricity will be the only utility in the new garage-storage
structure; and (6) he has no intention of converting the garage structure into a
living unit. Mr. Ortiz also submitted a petition in support of his request signed
by 12 residents in the area.
Planning staff recommends approval of this special permit. The Commission should hold
a public hearing prior to action on this request.

special permit is required because the accessory building exceeds 500 SF and the
storage portion of the building exceeds 10 percent of the gross square footage of
the dwelling unit (347 SF, 11.2% of the gross square footage). Currently the house
has no covered parking. The previous garage fell down. Current code requires two
off-street parking spaces for this three bedroom unit. The proposed garage will
provide two off-street spaces.
Staff reviewed the proposal. The Chief Building Inspector (memo September 15, 1982)
commented that a survey will be required; one hour fire walls will be required; the
