At the regular meeting of the Council, �onday, June 4, 1956, the members voted concurrence with a reco�mendation submitted by the Planning Commission that the application be denied. PLANid[NG COMNLISSION MINOTES Study Meeting - May 11�, 1956 VARTANCE - Russell Realty Company, 1465 Burlingame Avenue, to establish private paxking lot at S,W. corner of Burlingame Avenue and E1 Camino Real - Zone R-3. The Planning Consultant reported that the parking facilities would be primarily for the ReaZy Company and its clients, with some rert al spaces availabi e't0 Il�1g�lbor�I11E?�jCr13i1�S-. In response to the Chair, Mr. Russell stated that he would plant an 8 foot shrubbery along the frontage on E1 Camino Real and also requested permission to install an identification sigj�In. The Commission agreed to set a public hearing for the next regvlar meetinp and to inspect the site. Regular meeti.ng - May 28, 1956 Mr. Hamilton, speaking in behalf of the Russell Realty Company, advised that present plans call for establishing a parking area to accommodate 22 to 24 caxs. Of these spaces, the Realty Company would require ap- proximately 15 and the reaming would be available for rental to neigh- boring merchants. He stated further that the lot would be policed and maintained and lanscaping along the El Caminofront,age would be com- pleted to comply with City requirements. The following citizens offered objections to the application: J.P. Tahe�►, 1538 Btu�lingame Averiue; James H. Wilson, 1509 Burlingame Avenue; Isabel C. Larsen, 1508 Howaxd Avenue; Edith G. Kimall, 1525 Burlingame Averiue; James Himmel, in behalf of the Burlingame Civic Improvement Club. Approval of the lot was ex�essed by Mr. B.J. Bullock, 1508 Burlingame Avenue. fn response to the Chair� the City Engineer confirmed that there is con- siderable traffic at the intersection of Burlingame Avenue and the E1 Camino and the paxking lot might create some traffic congestion. Considerable discussion was given to the problems of policing and maintenance, creation of a rmi.sance to neighboring properties and traffic congestion. Objections were presented to the establishment of a commercial enterprise on the west s ide of E1 Camino Real, and it was thereafter moved by Commissioner Henderson that the application be denied, seconded by Commissioner Kindig: AYES: COMMISSIONERS: Finger-Henderson-Kindig-Stivers NOES � Martin ABSTAIN � Norberg ABSENT " Diederichsen t 6 { � Motion carried. June 18, 1956: A letter dated June 12, 1956, from the Russell Realty Company, resubmitting a request for a variance to establish a parking lot on El Camino Real and Burlingame Avenue, was denied on motion of Councilman Morgan, seconded by Councilman Thayer and unan- imously carried.
