Request for this project:
The applicant, Rich Hildebrand of CellularOne, is requesting a special permit for building height
to construct a cellular telephone facility. The applicant is requesting the following:
1) Special Pernut for building height to construct a cellular telephone facility on the roof of an
e�cisting four story building. A special permit is required for any structure that is more than
35' in height in the C-1 zone. The code allows up to 5% of the roof surface area to exceed
the 35' height limit (must be mechanical equipment enclosure or other structures) (C.S.
25.08.340). The proposed cellular telephone facility would increase the roof area already
covered by mechanical equipment to 23.7% (4,786 SF). Since more than 5% of the roof
surface area is occupied by mechanical equipment, a special permit is required for the height
of the proposed cellular telephone facility (84'-3" proposed where 35'-0" is allowed without
a special permit).
2) The application includes the request to place twelve antennas (2'-0"W x 4'-0"H each) on the
roof area. The antennas and their proposed placement comply with the city's antenna
regulation (C.S. 18.18.030, 2).

Summary: The applicant, Rich Hildebrand of CellularOne, is requesting a special permit for
building height (mechanical equipment on roof exceeding 5% of roof area) to add a cellular
telephone facility to the roof of an existing building at 1480 Burlingame Avenue, zoned C-1,
Subarea A, Burlingame Avenue Commercial Area. The applicant is proposing to build a non-
occupied prefabricated telephone equipment shelter which is used for monitoring cellular antennas.
An exterior stair structure (located on the roof of the building) would provide access to the rooftop
facility. Access to the facility would only be for maintenance of the structure and equipment.
The structure measures 12'-6" x 17'-6", 219 SF in azea. It is located 60' from the front of the
building and 17' from the north wall of the building. The new height to ridge would be 84'-3"
above grade. The height of the telephone shelter itself is 11'-10" above the adjacent surface of
the roof (9'-6" above top of parapet).
The existing building is non-conforming in height (four stories, 87'-0" measured to top of an
existing mechanical penthouse where 35'-0" is allowed). The existing roof area has a mechanical
penthouse and several small mechanical enclosures totaling 4,567 SF (22.6% of roof surface area).
The proposed cellular telephone shelter (219 SF) would increase roof coverage to 4,786 SF
(23.7%).
Twelve antennas will be mounted on the roof area of this building. Staff has reviewed their
locations and found that all comply with the antenna regulations (C.S. 18.18.030,2). Four of the
twelve antennas will be mounted on the proposed telephone shelter. The remaining eight antennas
will be mounted on the existing mechanical penthouse. Each antenna measures 2'-0"H x 4'-0"W
and will be mounted by a steel support onto the mechanical structures. The height of the proposed
antennas will be 4'-6" above the roof of the mechanical structures on which they are mounted
(where 10'-0" is the maximum allowed). The antennas will be located a minimum of 11'-0" from
the roof edge at the front of the building (mounted on the existing mechanical penthouse) and a
minimum of 14'-0" from the roof edge along the north side of the building (mounted on the
proposed telephone shelter) (3'-0" from roof edge is the minimum required). All antennas will
be painted to match the structures on which they are mounted.
Staff Comments: The Chief Building Official, City Engineer and Fire Marshal reviewed the
project and had no comment.
Required Findings for a Special Permit:
In order to grant a Special Permit the Planning Commission must iind that the following
conditions exist on the property (Code Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be detrimental or injurious to property
or improvements in the vicinity, and will not be detrimental to the public health, safety,
general welfare, or convenience;
(b) the proposed use will be located and conducted in a manner in accord with the Burlingame
general plan and the purposes of this title;

handicapped?

Ask the Planning Department for the general plan designation and zoning district fo� the proposed project site. Also
ask for an explanation of each. Once you have this information, you can compare your proposal with the stated

RESOLUTION APPROVING CATEGORICAL EXEMPTION AND SPECIAL PERMIT
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for a special
�ermit for building height to add a cellular telenhone facility and antennas on the roof area of an existine
'1 in at 1480 Burlingame Avenue � zoned C-1, Subarea A, Burlingame Avenue Commercial Area� APN:
S.B.E. 279-41-6; Pacific Bell�ro�erty owners;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on T. u vl
27. 199g, at which time it reviewed and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERNIlNED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and Categorical Exemption, per
Article 19. Section: 15301 Class 1-(e) additions to existing structures provided the addition will not result
in an increase of more than 50% of the floor area of the structures before the addition is hereby approved.
2. Said special permit is approved, subject to the conditions set forth in E�ibit "A" attached
hereto. Findings for such special permit is as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

effective AUGUST 3, 1998
1. that the project shall be built as shown on the plans submitted to the Planning Department
date stamped 7uly 6, 1998 Sheets CVR, A1, A2, and A3;
2. that the 219 SF cellular telephone facility with a maximum height of 11'-10" as measured
from the adjacent surface of the roof shall not be occupied and shall be painted to match the
existing building; and
3. that the project shall meet all the requirements of the California Building and Fire Codes,
1995 edition, as amended by the City of Burlingame.
