aware of and concur with the intended use by Pacific Bell Mobile
Services (PBMS) of our property located at 1480 Burlinaa�e ��e•
As a Pacific Bell affiliated company, PBMS is not required to enter
into a separate lease or license agreement pertaining to its use of
our property. Accordingly, no such agreement exists. This letter,
therefore, should serve as adequate evidence of PBMS' effective
interest in the subject property.
However, please be advised that Pacific Bell, by the undersigned
must approve any conditions that restrict the use of the building.
Furthermore, please send the undersigned copies of any
correspondence involving the property.

This Antenna Permit Application is being submitted by Ruth and Going,
Inc., acting as the project representative for the applicant, Pacific Bell
Mobile Services (PBMS), and the property owner, Pacific Bell Telephone
and Telegraph.
T'he proposed project, located at 1480 Burlingame Avenue, involves
mounting six antenna panels on the facade of the building's penthouse,
as shown on the enclosed plans. This installation also includes the
placement of two small equipment cabinets on the roof, adjacent to the
penthouse. A thin "whip" antenna, currently located on the southwest
corner of the penthouse, is not associated with this project and will
remain on the building.
These facilities will be part of a system of telecommunicarion facilities
that will collectively comprise Pacific Bell Mobile Services Personal
Communications Services (PCS) network.
Personal Communications Services is the emerging industry standard in
digital wireless communication that will introduce a variety of versatile
new devices, including advanced portable phones, pagers, computers
and personal digital assistants. This new technology will offer improved
voice quality over existing equipment and offer cellular users a variety
of communications services such as call-screening, call-waiting and
referral, short messages and paging. PCS will enhance the living,
working, shopping and civic environment of the City of Burlingame and
will be an invaluable tool in emergency response situations by
providing a variety of new communication alternatives in the City.
The proposed location has been chosen by the PBMS team of radio
engineers, site acquisition specialists, architects, structural engineers
and Ruth and Going's planners. PBMS, with input from Ruth and Going,
has made every effort to design the facilities in a manner consistent
with Chapter 18.18 of the City's Zoning Ordinance. The proposed
equipment has been located to minimized visibility, and will be painted
to match the existing building. The antennas will not exceed the height
of the existing penthouse. We feel that this minor addition will not
negatively impact the surrounding area, and will comply with the
characteristics permitted under Chapter 18.18 regarding Radio and
Television Antennas. Each antenna and its mounting brackets weighs
less than 25 pounds, therefore an engineering report is not required.

City of Burlingame's Zoning Ordinance and applicable guidelines. Ruth
and Going, Inc.'s Planning Staff is committed to working with you to
address the City's zoning and planning issues, and to ensure that all
interests are offered equal representation in designing this portion of
the network. Our goal is to work closely with every jurisdiction and
with Pacific Bell Mobile Services to bring PCS on-line in a timely
fashion while addressing local needs and concerns to the best of our
