Environmental Review Status: The project is Categorically Exempt from review pursuant to the California
Environmental Quality Act (CEQA), per Section 15301 - Existing facilities, Class 1(a) of the CEQA Guidelines,
which states that interior or exterior alterations involving such things as interior partitions, plumbing, and
electrical conveyances are exempt from environmental review.
History: On September 28, 2009 the Planning Commission reviewed an FYI application for changes to the
existing recessed front entry at 1462 Burlingame Avenue (see attached September 28, 2009 Planning
Commission Minutes). At the meeting, the Commission did not accept the changes and had several initial
comments regarding the proposed changes. As a result, the Commission requested that the application be
scheduled as a regular action item. Listed below are the Commissions' comments; responses are provided in
the attached letter from the architect, dated October 5, 2009).

Project Description: Beverages and More!, a retail wine store, will soon be replacing Talbots, a retail clothing
store, at 1462 Burlingame Avenue, Zoned C-1, Burlingame Avenue Commercial Area, Subarea A. In addition to
remodeling the interior of the tenant space, the applicant would like to alter the existing recessed front entry
along the front fa�ade of the existing 9,963 SF retail building. Two canvas awnings, which previously existed but
and removed when Talbot's closed, would be replaced with one new canvas awning above the entry. This
project is subject to commercial design review because it includes changes to the front fa�ade of a building
located in Sub Area A of the Burlingame Avenue Commercial Area. The applicant is requesting the following
application:
■ Commercial Design Review for changes to the front fa�ade of an existing commercial building in Sub
Area A of the Burlingame Avenue Commercial Area (CS 25.57.010, c).
In his letter dated September 16, 2009, the architect notes that "the goal of the BevMo! remodel is to improve
visibility of the store from the street and sidewalk" and "maximize the effect of their interior design scheme to
attract customers and to utilize the existing space to its utmost efficiency." The existing storefront contains
stucco siding, wood trim, large glass windows and two canvas awnings. The existing front entry is recessed
from the main fa�ade and contains two painted wood and glass doors with sidelights adjacent to the doors (see
existing floor plans and building elevations, date stamped October 5, 2009). The applicant would like to
eliminate the recessed entry and replace the existing doors and sidelights with a new automatic sliding glass
door system in line with the existing building facade (see proposed floor plans and building elevations, date
stamped October 5, 2009). The sliding storefront doors will be aluminum, Magic Door, Dura-glide 3000 Series
manufactured by Stanley. The color of the metal frame will match the existing window framework and trim. In
his letter dated October 5, 2009, the architect notes that "the sliding storefront door system is equipped with a

break-away panel system to allow quick and easy existing in the event of an emergency." In addition, he points
out that "BevMo has found that automatic entry/exit doors are necessary due to the bulkiness yet delicate nature
of the products they sell" and that "customers have a very difficult time with manual entry doors if they are
carrying bags full of glass bottles." With respect to using an automatic sliding door system versus a swinging
door system, the architect notes that "BevMo uses the automatic sliding doors because they have found them to
be safer than automatic swinging doors."
Other than the proposed changes described above, there are no other changes proposed to the design of the
storefront. If the Commission feels there is a need for more study, this item may be continued to a subsequent
action calendar or referred to a design review consultant with direction to the applicant.
Staff Comments: The attached memo from the City Engineer, dated October 6, 2009, notes that "shopping
carts are not allowed in the public sidewalk" and that "any detection system shall be installed at the property line
to prevent carts from entering Burlingame Avenue."
As noted on the plans date stamped October 5, 2009, sheet A1.2, shopping carts will be stored inside the
building at the front corner of the building and outside adjacent to the rear entrance of the building. In his letter
dated October 5, 2009, the architect notes that the shopping carts will be equipped with a Gatekeeper
CartControl System, which locks the shopping cart wheel by way of a digitally-encoded radio frequency locking
signal and ground-embedded antenna. A similar system is currently being used by the existing Walgreen's on
Howard Avenue. As required by the City Engineer, this locking wheel system will need to be installed at the front
entrance doors along the front property line to prevent shopping carts onto Burlingame Avenue. The architect
notes that the system will also be installed along the edge of the private parking lot behind the building on
Chapin Avenue (buildings 1462 and 1460 Burlingame Avenue and private parking lot at 1429/1431 Chapin
Avenue are owned by the same property owner; private parking lot provides parking for these two buildings).
Design Review Criteria: The criteria for Commercial Design Review as established in Ordinance No. 1652
adopted by the Council on April 16, 2001 are outlined as follows:
1. Support of the pattern of diverse architectural styles that characterize the city's commercial areas;
2. Respect and promotion of pedestrian activity by placement of buildings to maximize commercial use of
the street frontage, off-street public spaces, and by locating parking so that it does not dominate street
frontages;
3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the
surrounding development;
4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing
development and compatibility with transitions where changes in land use occur nearby;
5. Architectural design consistency by using a single architectural style on the site that is consistent among
primary elements of the structure, restores or retains existing or significant original architectural features,
and is compatible in mass and bulk with other structure in the immediate area; and
6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the
existing opportunities of the commercial neighborhood.

Planning Commission Action: The Planning Commission should conduct a public hearing on the application,
and consider public testimony and the analysis contained within the staff report. Action should include specific
findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning
Commission. The reasons for any action should be stated clearly for the record. At the public hearing the
following conditions should be considered:
1. that the project shall be built as shown on the plans submitted to the Planning Division date stamped
October 5, 2009, sheets D 1, A1.2 and A4.1;
2. that any changes to the size or envelope of building, which would include changing or adding exterior
walls or parapet walls, shall require an amendment to this permit;
3. that any changes to building materials, exterior finishes, windows, architectural features, roof height or
pitch, shall be subject to Planning Division or Planning Commission review (FYI or amendment to be
determined by Planning staff);
4. that the conditions of the City Engineer's October 6, 2009, memo shall be met;
5. that demolition or removal of the existing structures and any grading or earth moving on the site shall not
occur until a building permit has been issued and such site work shall be required to comply with all the
regulations of the Bay Area Air Quality Management District;
6. that prior to issuance of a building permit for construction of the project, the project construction plans
shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning
Commission, or City Council on appeal; which shall remain a part of all sets of approved plans
throughout the construction process. Compliance with all conditions of approval is required; the
conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
7. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan
and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall
require a demolition permit;
8. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management
and Discharge Control Ordinance;
9. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2007
Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR
TO THE INSPECTIONS NOTED IN EACH CONDITION:
10. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window locations
and bays are built as shown on the approved plans; if there is no licensed professional involved in the
project, the property owner or contractor shall provide the certification under penalty of perjury.
Certifications shall be submitted to the Building Department; and
11. that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural
details (trim materials, window type, etc.) to verify that the project has been built according to the
approved Planning and Building plans.

The following is in response to your findings and questions to our FYI submittal and heard by
the Planning Commission on September 28, 2009.
• The item has been scheduled as an action item
• The sliding storefront doors are Stanley, Magic Door, Dura-glide 3000 Series aluminum
storefront system. The color for the metal frames will match the existing window
framework and trim. This note has been added to the drawing.
• The sliding storefront door system is equipped with a break-away panel system to allow
quick and easy exiting in the event of an emergency. During our pre-application meeting
with the City of Burlingame, the Fire Department was especially pleased with the
proposed storefront door system. BevMo has found that automatic entry/exit doorrs are
necessary due to the bulkiness yet delicate nature of the products they sell. Much of the
product sold by BevMo comes in glass bottles. The BevMo customers have a very
d:fficult timc ���ith t;�anual �n�ry c;c�crs i; they are carrying hags full o� glass botti�s.
BevMo has found the majority of their customers leave with multiple items including
bottles.
BevMo uses the automatic sliding doors because they have found them to be safer than
automatic swinging doors. Swinging doors will ultimately result in an accident when
patrons leave the store and the door collides with individuals entering the store or
walking along the sidewalk.
Shopping carts are necessary for the same reason the automatic swinging doors are
necessary. The products sold at BevMo �re bulky and heavy, yet fragile if dropped.
Because most of BevMo's customers purchase multiple items (of bottles and glass), the
shopping cart provide customers an easy way of transporting their items to their car.
Cart storage will be at the rear entrance to the building leading to the parking lot and
inside the store by tlie front dooi-. To prevent carts from being abandoned undesirably,
carts will be equipped with a Gatekeeper C'artControl Sysetem. This system combines a

digitally-encoded radio ti-equency locking signal, embedded perimeter antenna at the
edges of the parking lot and in the sidewalk, and a patented self=breaking wheel in each
cart. The locations of the two cart storage areas have been added to the drawings.
The existing openings in the alcove are not wide enough to allow for the sliding
storefront system and the break-away panel system. Moving the entry to the fa�ade of
the building will accommodate the storefront system and satisfy the Fire Department's
concern for exiting. In addition, BevMo would like to maximize the viability of their
interior design scheme to attract customers, increase visibility to their store that would
enhance the vitality along Burlingame Avenue and utilize the existing space to its utmost
efficiency. Moving the entry to the front of the building and eliminating the existing
alcove will accomnlish these goals.

We are submitting this letter to briefly describe the scope of remocieling work to the exterior of
the building located at ] 462 Burlingame Blvd., as part of the Tenant Improvement work
proposed by BevMo! The existing building fa�ade along Burlingame Blvd. is presently beige
colored stucco with grey wood posts and trim that create 3 bays of openings. The middle bay
has a recessed entry double glass doors, with glass side lites adjacent tu each door. The other 2
bays on either side of the storefront bay, has tixec� �torefront wiridows. There are presently
fabric awnings over the side sto:efront �Nindows.
The goal of thz BevMo remodel is to improve the visibility of the store trom the street and
sidewalk. They would like to maximize the effect of their interior design scheme to attract
customers, and to utilize the existing space t� its utmost efficiency. To accomplish this, the
existing center bay entry doors and side lites are to be removed, with a new automatic opening
storefront entry system installed in the middle bay in line with the adjacent storefront windows.
A new canvas awning will be installed above the new storefront entry doors to accentuate and
protect the entry.
The existing storetront windows on either side of the entry are to remain. The fabric awnings
above the storefront windows are to be removed to uncover the existing decorative framework
above the windows, which would be cleaned and painted to match the existing color scheme.
The wood frames around the storefront windows and the stucco finish of the building will be
cleaned and painted to match the existing conditions.

RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for

WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
October 13, 2009, at which time it reviewed and considered the staff report and all other written
materials and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
On the basis of the Initial Study and the documents submitted and reviewed, and
comments received and addressed by this commission, it is hereby found that there is
no substantial evidence that the project set forth above will have a significant effect on
the environment, and categorical exemption, per CEQA Article 19, Section 15301 -

INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH
CONDITION:
11. that prior to scheduling the framing inspection, the project architect, engineer or other
licensed professional shall provide architectural certification that the architectural details
such as window locations and bays are built as shown on the approved plans; if there is
no licensed professional involved in the project, the property owner or contractor shall
provide the certification under penalty of perjury. Certifications shall be submitted to the
Building Department; and
12. that prior to final inspection, Planning Division staff will inspect and note compliance of
the architectural details (trim materials, window type, etc.) to verify that the project has
been built according to the approved Planning and Building plans.
