Previous Use: Retail (Jewelry) Proposed Use: Retail (Clothing- White House/Black Market) Allowable Use: Personal Service or Retail Summary: The applicant is proposing to remodel one storefront of an existing single-story commercial building. This project is subject to commercial design review since more than 50% of the starefront fa�ade facing the street is being changed. The subject commercial space at 1445 Burlingame Avenue is one of several units in a larger building. The existing commercial space was previously occupied by a retail jewelry store and has been vacant since approximately November 2002. Wells Fargo Bank occupies the unit to the left of the subject space, at 1435 Burlingame Avenue. Sapore Italiano Restaurant occupies the unit to the right of the subject space, at 1447 Burlingame Avenue. The existing space contains 3,080 SF on the first floor and a 206 SF storage mezzanine. There is no on- site parking and the building is built to the property line boundaries. The applicant is proposing to remodel the interior and exterior of the building for a retail-clothing store. The existing mezzanine will be demolished and replaced with a 126 SF retail display mezzanine that will be open to the floor below. The display mezzanine will be for storage or display only and no customers will be allowed access to the mezzanine. No on-site parking is required because the new mezzanine is smaller than the existing (so no retail or storage space is being added), because there is no change in use proposed for the space, and because retail uses on the first floor are exempt from parking requirements in Subarea A of the Burlingame Avenue Commercial Area. The applicant proposes to demolish the existing black tile on the lower portion of the storefront fa�ade on Burlingame Avenue. The new finish will be a white painted "thin brick". A new entry with an arched fascia is proposed and will be supported by two (2) decorative Tuscan columns. The applicant is proposing two (2) white aluminum framed storefront windows on either side of the entry. A portion of the existing stucco above the entry will be replaced with five (5) clerestory windows. Also proposed for the fa�ade are two new, white fabric awnings, one on either side of the entry. The existing portion of the fa�ade that is stucco, at the upper half of the storefront, and the existing rear fa�ade, which fronts on Fox Plaza Lane, will not be altered or painted. The applicant is reyuesting the following: • Commercial design review to remodel an existing commercial service building (CS 25.57.O10,b); Commercial Design Review 1445 Burlingame Avenue Staff Comments: See attached. Staff would note that all signage shown on the plans is for reference only and not a part of the commercial design review application. All signs require a separate permit. Proposed Existing Allowed/Req'd. Use: retail retail retail (clothing) (jewelry) Parking: 0* 0 0 spaces Floor Area: 3,206 SF (includes 15` floor 3,286 SF (includes 1 S` floor --- and new 126 SF mezzanine) and existing 206 SF mezzanine) Since there is no additional floor area proposed, the use on site is not changing, and retail uses on the first floor in the Burlingame Avenue Commercial District are exempt from parking requirements, no on-site parking is required or proposed. Commercial Design Review Study Meeting: At the Planning Commission commercial design review study meeting on September 8, 2003, the Commission noted that the proposed storefront design would be an asset to Burlingame Avenue, requested a materials board from the applicant, and moved to place this item on the consent calendar (September 8, 2003, Planning Commission Minutes). The applicant has submitted a materials board that will be available to view at the September 22, 2003 action hearing for this project. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on Apri120, 1998 are outlined as follows: Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structurc; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated in the attached minutes of the Planning Commission's September 8, 2003, commercial design review study meeting, that the proposed storefront design is a classic style that will fit into the scale of the surrounding buildings on Burlingame Avenue, the project is found to be 2 Cummercial Desigrr Review 1445 Burlingame Avenue compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings made for commercial design review and the reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped August 20, 2003, sheets AS1, A1 and A2, with a 126 SF mezzanine that is to be used for display or storage only, with no customer access, that any changes to building materials, exterior finishes, awnings, footprint or floor area of the building shall require an amendment to this permit; and that any signs shall require a separate permit from the Planning and Building Departments; 2. that any changes to the size or envelope of the basement, first or mezzanine floors, or garage, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to Planning Commission review; 3. that prior to scheduling the framing inspection, the project architect, engineer or other licensed professional shall provide architectural certification that the architectural details such as window locations and bays are built as shown on the approved plans; if there is no licensed professional involved in the project, the property owner or contractor shall provide the certification under penalty of perjury; 4. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans; 5. that the conditions of the City Engineer's, the Fire Marshal's, and the Recycling Specialist's August 11, 2003 memos shall be met; 6. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management and Discharge Control Ordinance; and 7. that any improvements for the use shall meet all California Building and Fire Codes, 2001 Edition as amended by the City of Burlingame. Applicant: The White House Inc. Property Owners: Ventana Property Services Architect: John Roberts General Plan: Shopping and Service Previous Use: Retail (Jewelry) Proposed Use: Retail (Clothing- White HouseBlack Market) Allowable Use: Personal Service or Retail APN: 029-201-060 Store Area: 3,080 SF Zoning: C-1, Subarea A, BACA Summary: The applicant is proposing to remodel one storefront of an existing single-story commercial building. This project is subject to commercial design review since more than 50% of the storefront fa�ade facing the street is being changed. The subject commercial space at 1445 Burlingame Avenue is one of several units in a larger building. The existing commercial space was previously occupied by a retail jewelry store and has been vacant since approximately November 2002. Wells Fargo Bank occupies the unit to the left of the subject space, at 1435 Burlingame Avenue. Sapore Italiano Restaurant occupies the unit to the right of the subject space, at 1447 Burlingame Avenue. The existing space contains 3,080 SF on the first floor and a 206 SF storage mezzanine. There is no on-site parking and the building is built to the property line boundaries. The applicant is proposing to remodel the interior and exterior of the building for a retail-clothing store. The existing mezzanine will be demolished and replaced with a 126 SF retail display mezzanine that will be open to the floor below. The display mezzanine will be for storage or display only and no customers will be allowed access to the mezzanine. No on-site parking is required because the new mezzanine is smaller than the existing (so no retail or storage space is being added), because there is no change in use proposed for the space, and because retail uses on the first floor are exempt from parking requirements in Subarea A of the Burlingame Avenue Commercial Area. The applicant proposes to demolish the existing black tile on the lower portion of the storefront fa�ade on Burlingame Avenue. The new finish will be a white painted "thin brick". A new entry with an arched fascia is proposed and will be supported by two (2) decorative Tuscan columns. The applicant is proposing two (2) white aluminum framed storefront windows on either side of the entry. A portion of the existing stucco above the entry will be replaced with five (5) clerestory windows. Also proposed for the fa�ade are two new, white fabric awnings, one on either side of the entry. The existing portion of the fa�ade that is stucco, at the upper half of the storefront, and the existing rear fa�ade, which fronts on Fox Plaza Lane, will not be altered or painted.
