Environmental Review Status: The project is Categorically Exempt from review pursuant to the California
Environmental Quality Act (CEQA), per Section 15301 - Existing facilities, Class 1(a) of the CEQA Guidelines,
which states that interior or exterior alterations involving such things as interior partitions, plumbing, and
electrical conveyances are exempt from environmental review.
History: On June 18, 2012, the City Council adopted Ordinance 1878, which allows up to three additional full
service food establishments, two (2) within the 1400 block of Burlingame Avenue and one (1) on Primrose Road
north of Burlingame Avenue within the BAC zoning district, upon approval of a Conditional Use Permit. This
ordinance was adopted on June 18, 2012, and became effective on July 18, 2012. This is the second
application being reviewed since the ordinance was adopted; the Commission approved a Conditional Use
Permit for Asian Box at 307 Primrose Road on September 24, 2012. The third application is still available.
Summary: Pizzeria Delfina is proposing to operate a new full service food establishment at 1444 Burlingame
Avenue, zoned BAC. Pizzeria Delfina is a neighborhood piueria that will serve lunch and dinner and that
features Neapolitan inspired pizzas, seasonal antipasti, salads and desserts. Currently, Delfina operates three
restaurants in San Francisco, Pizzeria Delfina (in Pacific Heights and the Mission) and Locanda (in the Mission).
The vacant tenant space, previously occupied by Haven (a retail home goods store) measures approximately
3,147 gross square feet. There is an existing salon that the rear of the building on the second floor that gets its
access from the parking lot at the rear of the property. The full service food establishment will contain customer
seating, a bar, restrooms, a kitchen and food storage. Approximately 1,293 SF of customer seating will be
provided as part of the food establishment (951 SF within the tenant space and 342 SF on the patio at the rear of
the existing building) (see Floor Plan, sheet a2.00). The applicant is requesting the following applications:
■ Conditional Use Permit for a new full service food establishment (Pizzeria Delfina) in the BAC Zoning
District with 1,293 SF of on-site seating area (951 SF within the tenant space and 342 SF on the patio at
the rear of the existing building) (CS 25.32.070); and
■ Commercial Design Review for changes to the front fa�ade of an existing commercial storefront in the
BAC Zoning District (CS 25.32.045).
A full service food establishment is defined as a business which sells food prepared indoors on the premise with
a full menu and provides an indoor seating area of at least 250 SF. Operating criteria for a full service food
establishment include most or all of the following: served by waiters to seated customers and where payment is
made at the end of the meal; presence of a full commercial kitchen and commercial dishwasher; and food is
served on ceramic plates with metal flatware and cloth napkins. The proposed food establishment meets all of
these operating criteria.
Conditional Use Permit and Commercial Design Review 1444 Burlingame Avenue
The applicant anticipates there will be 33 full-time and 6 part-time employees on weekdays and weekends,
before 5 pm and 34 full-time and 7 part-time employees after 5 pm. At opening, the applicant projects a total of
135 customers per day before 5:00 pm and 180 customers after 5:00 pm. In five years, the applicant projects
that the number of customers is expected to increase to 144 people before 5:00 pm and 200 people after 5:00
pm. A maximum of 256 people are expected on site at any one time, including the owner, employees and
customers. The food establishment will be open Sunday through Thursday from 11:30 am to 10:00 pm and on
Fridays and Saturdays from 11:30 am to 11:00 pm.
With this application, the applicant is proposing alterations to the front fa�ade of the existing commercial
building. This project is subject to Commercial Design Review because it includes changes to the fa�ade of a
storefront located in the BAC zoning district. Please refer to sheet a4.00 for a side-by-side comparison of the
existing and proposed building elevations. The existing building fa�ade is made up of a variety of materials
including stucco, painted wood windows and entry door, a copper base trim and a clay tile roof. The applicant is
proposing new concrete tile along the base of the building, new stain-grade wood operable windows and entry
doors and a new retractable awning along the front elevation. The existing building fa�ade, which is primarily
stucco, will remain and be repainted and the existing second level windows, wood columns and clay tile roof will
also remain.
Personal and retail services on the first floor in the Burlingame Avenue Commercial Area are exempt from
vehicle parking requirements as set forth in code section 25.36.040 (d). In the Burlingame Avenue Commercial
Area, a food establishment is considered to be a retail use for parking purposes. Therefore, since there is no
intensification of use proposed with this application (retail to retail), no additional on-site parking is required (10
parking spaces proposed on-site).

Design Review Study Meeting: At the November 26, 2012, Planning Commission Design Review Study
meeting, the Commission had a couple of questions regarding the design and voted to place this item on the
Consent Calendar with no changes requested (see attached November 26, 2012 Planning Commission
Minutes).
Required Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit for a full service
food establishment, the Planning Commission must find that the following conditions exist on the property (Code
Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be detrimental or injurious to property or
improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or
convenience;

(b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan
and the purposes of this title;
(c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary
to secure the purposes of this title and to assure operation of the use in a manner compatible with the
aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general
vicinity.
Findings for a Conditional Use Permit: Based on the findings stated in the attached minutes of the Planning
Commission's November 26, 2012, Design Review Study meeting, that the use will not be detrimental to the
city's objective of promoting pedestrian oriented retail activity in this commercial area and therefore will be in
compliance with the general plan for the area; and since the business shall be required to comply with all the city
regulations including providing trash receptacles and litter maintenance in the surrounding area, signage,
meeting building code requirements, and adhering to County health requirements, the operation will be
compatible with public's health and safety as well as with the character of the commercial area.
Design Review Criteria: The criteria for Commercial Design Review as established in Ordinance No. 1652
adopted by the Council on April 16, 2001 are outlined as follows:
1. Support of the pattern of diverse architectural styles that characterize the city's commercial areas;
2. Respect and promotion of pedestrian activity by placement of buildings to maximize commercial use of
the street frontage, off-street public spaces, and by locating parking so that it does not dominate street
frontages;
3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the
surrounding development;
4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing
development and compatibility with transitions where changes in land use occur nearby;
5. Architectural design consistency by using a single architectural style on the site that is consistent among
primary elements of the structure, restores or retains existing or significant original architectural features,
and is compatible in mass and bulk with other structure in the immediate area; and
6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the
existing opportunities of the commercial neighborhood.
Findings for Commercial Design Review: Based on the findings stated in the attached minutes of the
Planning Commission's November 26, 2012, Design Review Study meeting, that the proposed exterior materials
which consist of new concrete tile along the base of the building, new stain-grade wood operable windows and
entry doors and a new retractable awning along the front elevation, will enhance the appearance of the building
at the pedestrian level; for these reasons the project is found to be compatible with the requirements of the City's
six Commercial Design Review Guidelines.
Planning Commission Action: The Planning Commission should conduct a public hearing on the application,
and consider public testimony and the analysis contained within the staff report. Action should include specific
findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning
Commission. The reasons for any action should be stated clearly for the record. At the public hearing the
following conditions should be considered:
that the project shall be built as shown on the plans submitted to the Planning Division date stamped
November 20, 2012, sheets a0.00 through a4.00.;

2. that this business location shall only be occupied by a full service food establishment, with 1,293 SF of
seating area, and may not change its food establishment classification to a limited food service food
establishment, bar or specialty food shop food establishment;
3. that the 1,293 SF area of on-site seating of the full service food establishment shall be enlarged or
extended to any other areas within the tenant space only by an amendment to this conditional use
permit;
4. that this food establishment shall provide trash receptacle(s) as approved by the city consistent with the
streetscape improvements and maintain all trash receptacle(s) at the entrances to the building and at any
additional locations as approved by the City Engineer and Fire Department;
5. that the business shall provide litter control and sidewalk cleaning along all frontages of the business and
within fifty (50) feet of all frontages of the business;
6. that an amendment to this conditional use permit shall be required for delivery of prepared food from this
premise;
7. that there shall be no food sales allowed at this location from a window or from any opening within 10' of
the property line;
8. that any seating on the sidewalk outside shall conform to the requirements of any encroachment permit
issued by the city;
9. that the conditions of the Chief Building Official's November 20, November 5 and June 29, 2012 memos,
the City Arborist's June 26, 2012 memo, the City Engineer's July 10, 2012 memo, the Fire Marshall's
June 25, 2012, and the NPDES Coordinator's June 20, 2012 memo shall be met;
10. that the project shall meet all the requirements of the California Building Code and California Fire Code,
2010 edition, as amended by the City of Burlingame, and that failure to comply with these conditions or
any change to the business or use on the site which would affect any of these conditions shall require an
amendment to this use permit;
11. that any changes to the size or envelope of building, which would include changing or adding exterior
walls or parapet walls, shall require an amendment to this permit;
12. that any changes to building materials, exterior finishes, windows, architectural features, roof height or
pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning
Commission review (FYI or amendment to be determined by Planning staffl;
13. that demolition or removal of the existing structures and any grading or earth moving on the site shall not
occur until a building permit has been issued and such site work shall be required to comply with all the
regulations of the Bay Area Air Quality Management District;
14. that prior to issuance of a building permit for construction of the project, the project construction plans
shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning
Commission, or City Council on appeal; which shall remain a part of all sets of approved plans
throughout the construction process. Compliance with all conditions of approval is required; the
conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
15. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan
and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall
require a demolition permit;

16. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management
and Discharge Control Ordinance;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS
PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
17. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window locations
and bays are built as shown on the approved plans; if there is no licensed professional involved in the
project, the property owner or contractor shall provide the certification under penalty of perjury.
Certifications shall be submitted to the Building Department; and
18. that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural
details (trim materials, window type, etc.) to verify that the project has been built according to the
approved Planning and Building plans.

Questions of staff:
■ Thought that the ordinance was changed regarding the number of restaurants Downtown. (Meeker —
explained that this application was submitted prior to the "lifting" of the quota on full-service food
establishments that will become effective on December 5th. Hurin — noted that a conditional use permit
will still be required.)
■ Will there be an issue with the new awnings that extend over the public right-of-way? (Bell — doesn't
believe there will be any problems.)

Craig Stoll, San Francisco and Patrick Flynn, Oakland; represented the applicant.
Commission comments:
■ Appreciates that information that was added to the application; the information provides the character of
the improvements and the design. Will be a great addition.
■ Is there a sample of the concrete tile? (Flynn — Provided a sample, but doesn't appear to be at the
meeting. Will be a grey matte finish and will be 6" x 6". Meeker — will be certain that the tile sample is
provided at the action hearing.)
■ The changes to the storefront will enhance the pedestrian experience.
• The addition of more restaurant opportunities in the 1400 block of Burlingame Avenue will help enhance
that block of the street.
■ Where will the fountain be relocated? (Flynn/Meeker — in the plaza behind the Sam Malouf tenant
space.)
■ When will the business open? (Flynn - May/June. Bell — informed the applicant that Public Works will
need to be informed of all of the different contractors that will work at the location.)

information.
Public health
The presence of Pizzeria Delfina will not have a negative impact on the public health of Burlingame
residents, as outlined below.
• All of Pizzeria Delfina's employees are required to maintain very high levels of personal
hygiene and cleanliness in the restaurant. For example, all employees must take off their
aprons when they enter the restrooms, wash hands frequently, and pick up trash in and
around the restaurant. Additionally, all managers are required to have State of California
ServSafe certifications and all employees are required to have a Food Handler's Certificate.
• Garbage will be stored on the back patio in bins issued by an approved garbage disposal
company. Garbage will be stored out of public sight and picked up daily. The bins will be
washed out daily after garbage pick-up.
• Pizzeria Delfina will recycle all recyclable materials and compost all compostable materials
(in accordance with the laws of Burlingame). All recycling and compost will be picked up
daily.
• Grease will be stored in 50-gallon covered drums that are provided for the purpose of
storage. The grease will be picked up twice weekly by a company that converts the used
grease into biodiesel.
• Pizzeria Delfina does not dispose of any chemicals and strives to buy all eco-sensitive
cleaning products.
• An exterminator will be contracted and retained and will visit the restaurant on a monthly
basis or more frequently, if necessary.
• Pizzeria Delfina will not dispose of any materials into the sewer system. The kitchen will be
outfitted with grease traps designed for the restaurant's equipment.
• There should be no negative impact to Burlingame's air quality as a result of Pizzeria
Delfina's business.
Public safetv
The presence of Pizzeria Delfina will not have a negative impact on the public safety of Burlingame
residents, as outlined below.
• It is anticipated that Pizzeria Delfina will have a lively atmosphere similar to that of its other
locations; however, the restaurant will be fully outfitted with the proper sound proofing

materials. The restaurant plans on offering outdoor dining in the front and back of the
restaurant (20 seats in front, 12 seats in back), which will provide a pleasant venue for
alfresco dining. Additionally, the outdoor dining spaces will enhance the restaurant's ability
to serve the neighborhood more efficiently as the additional dining areas will provide
expanded seating capacity and thus reduce wait times for tables. Pizzeria Delfina will
operate the outdoor dining space in a manner that minimizes noise and does not
significantly disturb the privacy or affect the livability of the adjoining or surrounding
residences. Pizzeria Delfina is committed to operating responsibly and being a good
neighbor to residents and other tenants in the area.
• Pizzeria Delfina will be fully outfitted with smoke alarms, sprinklers, and an ANSUL system.
• The management does not anticipate any issues related to increased congestion in the town
in the form of driving traffic or loitering.

to information in the Public Health section above.
General welfare
Pizzeria Delfina's mission is to create a consistently craveable experience through delicious food,
honest connections and shared respect. The service will be warm and casual and the ambience will
be relaxed, creating a dining environment perfectly suitable for families with children. The

and toddler seating. With a variety of kid-friendly food at affordable prices (currently no menu item
is above $20 and the average check is approximately $21), Pizzeria Delfina will be a wonderful
addition to the neighborhood for people of a variety of ages and lifestyles.
In accordance with the City of Burlingame's policy and goals for conservation, Pizzeria Delfina is
committed to operating in a manner that is environmentally friendly. Examples include the
following:
• Purchasing responsibly farmed and raised produce, meat, fish, and dairy

Pizzeria Delfina will offer a shared lot behind the restaurant and street parking in the front. We do
not expect the restaurant to generate any issues related to the current flow of traffic in downtown
Burlingame.
2. How will the proposed use be located and conducted in accordance with the Burlingame General
Plan and Zoning Ordinance
As stated in the general plan designation, "It is the purpose of this chapter to encourage and
maintain the current mixture of retail, personal service, and restaurant uses which keep the heart of
the downtown lively." Pizzeria Delfina is a bustling neighborhood pizzeria with a focus on the
neighborhood within which it resides. We believe that Pizzeria Delfina will fit in nicely with the
current tenant mix of Burlingame Avenue and will contribute to the liveliness of the area with its
family-oriented ambience, attentive yet relaxed service, and approachable food. The outdoor
seating in the front will attract passersby and shoppers for a delicious and casual meal of pizzas,
salads, and wine. With an established brand and reputation, the opening of Pizzeria Delfina in
Burlingame will generate buzz in the culinary community. Given its popularity in San Francisco and
proximity to the Burlingame CalTrain, it is expected that the new location will attract patrons from
within the township of Burlingame and its surrounding areas as well as from residents of San
Francisco and other parts of the Bay Area. The strong demand will help to ensure Pizzeria Delfina's
success as a new addition to the community as well as attract more shoppers and diners to
downtown Burlingame, increasing retail sales and food/beverage consumption. Additionally, the
opening of Pizzeria Delfina will provide between 30 and 40 new, secure jobs for local residents.
We have no reason to believe that the features as proposed will adversely affect the property or
neighborhood and believe that they will comply with the applicable provisions of Burlingame
General Plan and Zoning Ordinance, as well as further enhance the surrounding area.
3. How will the proposed project be compatible with the aesthetics, mass, bulk and character of the
existing and potential uses on adjoining properties in the general vicinity?
The proposed project complements the variety of existing uses of the neighboring properties. Most
of the building's structure will remain unchanged with the exception of exterior facade changes at
the sidewalk level and at the rear of the property. Looking towards the improvements associated
with the now-approved Burlingame Avenue Streetscape Project, the proposed facade changes aim
to open the restaurant to the life of the sidewalk. The proposal employs a similar tactic that
neighboring dining establishments use by providing large openings at the pedestrian level and
sidewalk dining. At the rear of the property, we are proposing a patio area renovation that will
provide exterior, shaded seating. The rear yard/patio is currently landscaped in a manner that does
not make efficient use of the space, and we also seek to create a better connection to the parking
lot that is located behind the restaurant.

restaurant outside of San Francisco. We plan to open our third Pizzeria Delfina location
at 1444 Burlingame Avenue in downtown Burlingame. Below, please find information
regarding our business, mission and core values, biographies, and a sample menu.
Business Overview
A critically acclaimed and proven concept, Pizzeria Delfina is a bustling, neighborhood
pizzeria that has helped to define the San Francisco pizzeria experience. The food at
Pizzeria Delfina is inspired by my (Craig Stoll) memories of New York-style pies from
my youth combined with the best pizzerias o1�Naples. The restaurant in Burlingame will
be housed in a beautiful but functional storefront with sidewalk tables surrounded by
eager crowds waiting for seats. "I'he menu will feature Neapolitan inspired, thin crust
pizzas, as well as a temptin� array of� seasonal antipasti, salads, piatti del giorno (daily
specials), and a small selection of desserts including organic housemade gelato, all
produced on site in our brand new commercial kitchen. The food is Italian in spirit,
using local, seasonal, and sustainable ingredients offered by Bay Area farmers, ranchers,
fisherman, and producers we have known for years. Food sales represent approximately
70% of the restaurants total sales.
To complement the food offerings, a beverage program will include thirty carefully
selected and well-rounded Southern Italian wines all under $50, half of which will be
available by thc glass or on tap. We champion small producers who make wines that
reflect their particular terroir and express a winemaker's passion. A diverse selection of
small batch beers will follow suit with a focus on California artisan producers. Diners
will be served by an energetic team with disarming warmth and a thorough understanding
of the food and wine, hired for their natural hospitality and true love of the business.
Beverage sales represent approximately 30% of the restaurants total sales.
The space will offer approximately 80 seats in the indoor and outdoor dining spaces. The
majority of these seats, at least 50, occupying more than 250 square feet, will be indoors.
Pizzeria Delfina's design will represent our interpretation of the best of Neapolitan
pizzerias, which are at once simple, urban, and functional with a warm, inviting Italian
feel. Diners will encounter staff-selected music, enthusiasm, and passion. Beauty in
functionality follows from the design through the service to the food, which will be
served on ceramic, green-banded plates and eaten with stainless steel flatware (washed in
a commercial dishwasher). Staff, including the host and wait staff with whom our guests
interact during their meal, will know the name of the farm where our oregano is grown,
the significance of the double zero tlour used iii our pizza crust and how to make the
perfect cappuccino. From the time that the guest is greeted at the door by our host to the
time they pay their bill at the end of their meal, Pizzeria Delfina will, in every aspect,
speak the language of authenticity - real food made by real people.

James Beard Award Winner and critically acclaimed chef, Craig Stoll, might be a New
York native and a San Franciscan at heart, but it's his love and respect for soulful Italian
cooking that has come to define him. After graduating from the Culinary Institute of
America and working through some of San Francisco's finest restaurants, Craig was
awarded a scholarship to attend the ICIF cooking school in Torino, Italy. There it was an
externship at Tuscany's one-Michelin-star restaurant Da Delfina that paved his vision. He
returned to San Francisco and in 1998, along with his wife Annie Stoll, opened Delfina, a
relatively casual 50-seat restaurant located in the still up-and-coming Mission District,
serving rustic Italian food infused with San Francisco's local and sustainable values.
Delfina quickly became a major dining destination, bringing people from all over to try
Craig's cooking including signature dishes like the Fresh Grilled Calamari, Insalata di
Campo and Spaghetti and demanding the restaurant's expansion to 85-seats. "This
ultimately garnered him a place as one of Food & Wine's `Best New Chefs" in 2001. In
2005, the Stolls opened the Pizzeria Delfina next door, following up with a second
location in Pacific Heights in 2009. In 2010, Craig won the award for Best Che£ Pacific
from the James Beard Foundation. And now with the 2011 debut of their fourth
restaurant, Locanda, an upscale Roman Osteria & Bar complete with artisanal cocktails,
Craig has solidified his reputation as one of the country's most dynamic and influential
chefs. A die-hard Mission District resident, Craig continues to live in the heart of it all
with his wife Annie and their daughter Lucy.

A San Francisco restaurateur and hospitality icon, Annie Stoll's passion for good service
has long been the perfect complement to her husband Craig's passion in the kitchen.
After honing her front of the house skills at some of the city's top restaurants, Annie met

In 2004, seven years into the success
of their first (James Beard Award-
winning) restaurant, Delfina, Annie and
Craig Stoll annexed the space next door
fulfilling a dream of bringing
Neapolitan-inspired pizzas to San

Dear Erica,
As you are aware, Delfina Pizzeria is interested in leasing the property located at 1444
Burlingame Avenue and using the rear portion for outside dining. This will require us to relocate
the fountain in the courtyard.
We have performed an analysis of where to relocate the fountain and have determined it befitting
to put it in the courtyard of the other buildings we own at 1460 Burlingame Avenue. As you may
know there is a brick patio area outside the Sam Malouf and hair salon area that would serve as
an excellent respite for customers and patrons of the other businesses in the area.
Once deemed appropriate will take the necessary steps to erect a proper surround and place the
dancing ladies on the base.

remove the use of the second floor salon occupancy prior to submittal of the plans to
the Building Division for Building Code compliance plan check of Delfina restaurant. In
addition, prior to the issuance of the Certificate of Occupancy for any part of Delfina

There is no permit for a separate tenant in this building, at fhe rear portion of the second floor. At
the pre-application meeting on June 11, 2012 fhis issue was raised and the City was informed that
the entire second floor would be renovated with this tenant improvement. Incorporating
occupancy of the second floor with the tenant improvements for this application would have made
unpermitted occupancy of the rear of the second floor a moot point. Because work, and
occupancy, without the required building permits raises health and safety concerns for occupants
of the entire building this issue must be addressed at this time.

History: On June 18, 2012, the City Council adopted Ordinance 1878, which allows up to three additional full
service food establishments, finro (2) within the 1400 block of Burlingame Avenue and one (1) on Primrose Road
north of Burlingame Avenue within the BAC zoning district, upon approval of a Conditional Use Permit. This
ordinance was adopted on June 18, 2012, and became effective on July 18, 2012. This is the second
application being reviewed since the ordinance was adopted; the Commission approved a Conditional Use
Permit for Asian Box at 307 Primrose Road on September 24, 2012. The third application is still available.
Summary: Pizzeria Delfina is proposing to operate a new full service food establishment at 1444 Burlingame
Avenue, zoned BAC. Pizzeria Delfina is a neighborhood pizzeria that will serve lunch and dinner and that
features Neapolitan inspired pizzas, seasonal antipasti, salads and desserts. Currently, Delfina operates three
restaurants in San Francisco, Pizzeria Delfina (in Pacific Heights and the Mission) and Locanda (in the Mission).
The vacant tenant space, previously occupied by Haven (a retail home goods store) measures approximately
3,147 gross square feet. There is an existing salon that the rear of the building on the second floor that gets its
access from the parking lot at the rear of the property. The full service food establishment will contain customer
seating, a bar, restrooms, a kitchen and food storage. Approximately 1,293 SF of customer seating will be
provided as part of the food establishment (951 SF within the tenant space and 342 SF on the patio at the rear of
the existing building) (see Floor Plan, sheet a2.00). The applicant is requesting the following applications:
■ Conditional Use Permit for a new full service food establishment (Pizzeria Delfina) in the BAC Zoning
District with 1,293 SF of on-site seating area (951 SF within the tenant space and 342 SF on the patio at
the rear of the existing building) (CS 25.32.070); and
■ Commercial Design Review for changes to the front fa�ade of an existing commercial storefront in the
BAC Zoning District (CS 25.32.045).
A full service food establishment is defined as a business which sells food prepared indoors on the premise with
a full menu and provides an indoor seating area of at least 250 SF. Operating criteria for a full service food
establishment include most or all of the following: served by waiters to seated customers and where payment is
made at the end of the meal; presence of a full commercial kitchen and commercial dishwasher; and food is
served on ceramic plates with metal flatware and cloth napkins. The proposed food establishment meets all of
these operating criteria.
The applicant anticipates there will be 33 full-time and 6 part-time employees on weekdays and weekends,
before 5 pm and 34 full-time and 7 part-time employees after 5 pm. At opening, the applicant projects a total of
135 customers per day before 5:00 pm and 180 customers after 5:00 pm. In five years, the applicant projects
that the number of customers is expected to increase to 144 people before 5:00 pm and 200 people after 5:00
pm. A maximum of 256 people are expected on site at any one time, including the owner, employees and
customers. The food establishment will be open Sunday through Thursday from 11:30 am to 10:00 pm and on

Fridays and Saturdays from 11:30 am to 11:00 pm.
1444 Burlingame Avenue
With this application, the applicant is proposing alterations to the front fa�ade of the existing commercial
building. This project is subject to Commercial Design Review because it includes changes to the fa�ade of a
storefront located in the BAC zoning district. Please refer to sheet a4.00 for a side-by-side comparison of the
existing and proposed building elevations. The existing building fa�ade is made up of a variety of materials
including stucco, painted wood windows and entry door, a copper base trim and a clay tile roof. The applicant is
proposing new concrete tile along the base of the building, new stain-grade wood operable windows and entry
doors and a new retractable awning along the front elevation. The existing building fa�ade, which is primarily
stucco, will remain and be repainted and the existing second level windows, wood columns and clay tile roof will
also remain.
Personal and retail services on the first floor in the Burlingame Avenue Commercial Area are exempt from
vehicle parking requirements as set forth in code section 25.36.040 (d). In the Burlingame Avenue Commercial
Area, a food establishment is considered to be a retail use for parking purposes. Therefore, since there is no
intensification of use proposed with this application (retail to retail), no additional on-site parking is required (10
parking spaces proposed on-site).

Public health
The presence of Pizzeria Delfina will not have a negative impact on the public health of Burlingame
residents, as outlined below.
• All of Pizzeria Delfina's employees are required to maintain very high levels of personal
hygiene and cleanliness in the restaurant. For example, all employees must take off their
aprons when they enter the restrooms, wash hands frequently, and pick up trash in and
around the restaurant. Additionally, all managers are required to have State of California
ServSafe certifications and all employees are required to have a Food Handler's Certificate.
• Garbage will be stored on the back patio in bins issued by an approved garbage disposal
company. Garbage will be stored out of public sight and picked up daily. The bins will be
washed out daily after garbage pick-up.
• Pizzeria Delfina will recycle all recyclable materials and compost all compostable materials
(in accordance with the laws of Burlingame). All recycling and compost will be picked up
daily.
• Grease will be stored in 50-gallon covered drums that are provided for the purpose of
storage. The grease will be picked up twice weekly by a company that converts the used
grease into biodiesel.
• Pizzeria Delfina does not dispose of any chemicals and strives to buy all eco-sensitive
cleaning products.
• An exterminator will be contracted and retained and will visit the restaurant on a monthly
basis or more frequently, if necessary.
• Pizzeria Delfina will not dispose of any materials into the sewer system. The kitchen will be
outfitted with grease traps designed for the restaurant's equipment.
• There should be no negative impact to Burlingame's air quality as a result of Pizzeria
Delfina's business.
Public safetv
The presence of Pizzeria Delfina will not have a negative impact on the public safety of Burlingame
residents, as outlined below.

locations; however, the restaurant will be fully outfitted with the proper sound proofing

materials. The restaurant plans on offering outdoor dining in the front and back of the
restaurant (20 seats in front, 12 seats in back), which will provide a pleasant venue for
alfresco dining. Additionally, the outdoor dining spaces will enhance the restaurant's ability
to serve the neighborhood more efficiently as the additional dining areas will provide
expanded seating capacity and thus reduce wait times for tables. Pizzeria Delfina will
operate the outdoor dining space in a manner that minimizes noise and does not
significantly disturb the privacy or affect the livability of the adjoining or surrounding
residences. Pizzeria Delfina is committed to operating responsibly and being a good
neighbor to residents and other tenants in the area.
• Pizzeria Delfina will be fully outfitted with smoke alarms, sprinklers, and an ANSUL system.
• The management does not anticipate any issues related to increased congestion in the town
in the form of driving traffic or loitering.

General welfare
Pizzeria Delfina's mission is to create a consistently craveable experience through delicious food,
honest connections and shared respect. The service will be warm and casual and the ambience will
be relaxed, creating a dining environment perfectly suitable for families with children. The
restaurant will be fully outfitted with adequate space for stroller parking and clean and safe infant
and toddler seating. With a variety of kid-friendly food at affordable prices (currently no menu item
is above $20 and the average check is approximately $21), Pizzeria Delfina will be a wonderful
addition to the neighborhood for people of a variety of ages and lifestyles.
In accordance with the City of Burlingame's policy and goals for conservation, Pizzeria Delfina is
committed to operating in a manner that is environmentally friendly. Examples include the
following:
� Purchasing responsibly farmed and raised produce, meat, fish, and dairy
• Developing relationships with and purchasing from farmers and suppliers with sustainable
practices
• Cooking with farm-to-table ingredients
• Recycling and composting, when possible
• Using compostable to-go containers
� Purchasing eco-sensitive cleaning supplies

Additionally, the Pizzeria Delfina management team and their architect and design team will
consider energy and water conservation as they make decisions regarding the build-out and design

Convenience
Pizzeria Delfina will offer a shared lot behind the restaurant and street parking in the front. We do
not expect the restaurant to generate any issues related to the current flow of traffic in downtown
Burlingame.
2. How will the proposed use be located and conducted in accordance with the Burlingame General
Plan and Zoning Ordinance
As stated in the general plan designation, "It is the purpose of this chapter to encourage and
maintain the current mixture of retail, personal service, and restaurant uses which keep the heart of
the downtown lively." Pizzeria Delfina is a bustling neighborhood pizzeria with a focus on the
neighborhood within which it resides. We believe that Pizzeria Delfina will fit in nicely with the
current tenant mix of Burlingame Avenue and will contribute to the liveliness of the area with its
family-oriented ambience, attentive yet relaxed service, and approachable food. The outdoor
seating in the front will attract passersby and shoppers for a delicious and casual meal of pizzas,
salads, and wine. With an established brand and reputation, the opening of Pizzeria Delfina in
Burlingame will generate buzz in the culinary community. Given its popularity in San Francisco and
proximity to the Burlingame CalTrain, it is expected that the new location will attract patrons from
within the township of Burlingame and its surrounding areas as well as from residents of San
Francisco and other parts of the Bay Area. The strong demand will help to ensure Pizzeria Delfina's
success as a new addition to the community as well as attract more shoppers and diners to
downtown Burlingame, increasing retail sales and food/beverage consumption. Additionally, the
opening of Pizzeria Delfina will provide between 30 and 40 new, secure jobs for local residents.
We have no reason to believe that the features as proposed will adversely affect the property or
neighborhood and believe that they will comply with the applicable provisions of Burlingame
General Plan and Zoning Ordinance, as well as further enhance the surrounding area.
3. How will the proposed project be compatible with the aesthetics, mass, bulk and character of the
existing and potential uses on adjoining properties in the general vicinity?
The proposed project complements the variety of existing uses of the neighboring properties. Most
of the building's structure will remain unchanged with the exception of exterior facade changes at
the sidewalk level and at the rear of the property. Looking towards the improvements associated
with the now-approved Burlingame Avenue Streetscape Project, the proposed facade changes aim
to open the restaurant to the life of the sidewalk. The proposal employs a similar tactic that
neighboring dining establishments use by providing large openings at the pedestrian level and
sidewalk dining. At the rear of the property, we are proposing a patio area renovation that will
provide exterior, shaded seating. The rear yard/patio is currently landscaped in a manner that does
not make efficient use of the space, and we also seek to create a better connection to the parking
lot that is located behind the restaurant.

We, Craig and Anne Stoll, the founders and owners of Delfina, Pizzeria Delfina (in
Pacific Heights and the Mission), and Locanda, are excited to be opening our first
restaurant outside of San Francisco. We plan to open our third Pizzeria Delfina location
at 1444 Burlingame Avenue in downtown Burlingame. Below, please find information
regarding our business, mission and core values, biographies, and a sample menu.
Business Overview
A critically acclaimed and proven concept, Pizzeria Delfina is a bustling, neighborhood
pizzeria that has helped to define the San Francisco pizzeria experience. The food at
Pizzeria Delfina is inspired by my (Craig Stoll) meinories of New York-style pies from
my youth coinbined with the best pizzerias of Naples. The restaurant in Burlingame will
be housed in a beautiful but functional storefront with sidewalk tables surrounded by
eager crowds waiting for seats. The menu will feature Neapolitan inspired, thin crust
pizzas, as well as a tempting array of seasonal antipasti, salads, piatti del giorno (daily
specials), and a small selection of desserts including organic housemade gelato, all
produced on site in our brand new commercial kitchen. The food is Italian in spirit,
using local, seasonal, and sustainable ingredients offered by Bay Area farmers, ranchers,
fisherman, and producers we have known for years. Food sales represent approximately
70% of the restaurants total sales.
7'o complement the foad offerings, a beverage program will include thirty carefully
selected and well-rounded Southern Italian wines all under $50, half of which will be
available by the glass or on tap. We champion small producers who make wines that
reflect their particular terroir and express a winemaker's passion. A diverse selection of
small batch beers will follow suit with a focus on California artisan producers. Diners
will be served by an energetic team with disarming warmth and a thorough tmderstanding
of the food and wine, hired for their natural hospitality and true love of the business.
Beverage sales represent approximately 30% of the restaurants total sales.
The space will offer approximately 80 seats in the indoor and outdoor dining spaces. The
majority of these seats, at least 50, occupying more than 2�0 square feet, will be indoors.
Pizzeria Delfina's design will represent our interpretation of the best of Neapolitan
pizzerias, which are at once simple, urban, and functional with a warin, inviting Italian
feel. Diners will encounter staff-selected music, enthusiasm, and passion. Beauty in
functionality follows from the design through the service to the food, which will be
served on ceramic, green-banded plates and eaten with stainless steel flatware (��ashed in
a commercial dishwasher). Staff, including the host and wait staff with whom our guests
interact during their ineal, will know the name of the farm where our oregano is grown,
the significance of the double zero flour used in our pizza crust and how to inake the
perfect cappuccino. From the time that the guest is greeted at the door by our host to the
time they pay their bill at the end of their meal, Pizzeria Delfina will, in every aspect,
speak the language of authenticity - real food made by real people.

Craig Stoll, Chef/Otivner, Delfina Restaurunt Uroup
Jaines Beard Award Winner and critically acclaiined chef, Craig Stoll, might be a New
York native and a San Franciscan at heart, but it's his love and respect for soulful Italian
cooking that has come to define him. After graduating from the Culinary Institute of
America and working through some of San Francisco's finest restaurants, Craig was
awarded a scholarship to attend the ICIF cooking school in Torino, Italy. There it was an
externship at Tuscany's one-Michelin-star restaurant Da Delfina that paved his vision. He
returned to San Francisco and in 1998, along with his wife Annie Stoll, opened Delfina, a
relatively casual 50-seat restaurant located in the still up-and-coming Mission District,
serving rustic Italian food infused with San Francisco's local and sustainable values.
Delfina quickly became a major dining destination, bringing people from all over to try
Craig's cooking including signature dishes like the Fresh Grilled Calamari, Insalata di
Campo and Spaghetti and deinanding the restaurant's expansion to 85-seats. This
ultimately garnered hiin a place as one of Food & Wine's "Best New Chefs" in 2001. In
2005, the Stolls opened the Pizzeria Delfina next door, following up with a second
location in Pacific Heights in 2009. In 2010, Craig won the award for Best Chef: Pacific
froin the James Beard Foundation. And now with the 2011 debut of their fourth
restaurant, Locanda, an upscale Roman Osteria & Bar complete with artisanal cocktails,
Craig has solidified his reputation as one of the country's most dynamic and influential
chefs. A die-hard Mission District resident, Craig continues to live in the heart of it all

A San Francisco restaurateur and hospitality icon, Annie Stoll's passion for good service
has long been the perfect complement to her husband Craig's passion in the kitchen.
After honing her front of the house skills at some of the city's top restaurants, Annie met
Craig while working at restaurants across the street from each other in Mill Valley. They
soon left to open Delfina, eloping weeks after opening its doors in 1998. Since then, she
has secured the reputation for the Delfina style service that perfeclly reflects its food:
casual and urban, with a friendly but professional sophistication leading it to a 2003
`Best Waitstaffl' Award by San Francisco Magazine. Annie has overseen the hiring,
training and management of all front-of house staff at the subsequent openings of
Pizzeria Delfina on 18`" in 2005, Pizzeria Delfina on California Street in 2008 and their
most recent Osteria Locanda in 2011.

In 2004, seven years into the success
of their first (James Beard Award-
winning) restaurant, Delfina, Annie and
Craig Stoll annexed the space next door
fulfilling a dream of bringing
Neapolitan-inspired pizzas to San
Francisco. Pizzeria Delfina has since
become an energetic favorite of the
city, often seen spilling out crowds of
locals onto the sidewalk as they wait
for a seat at the 600 sq ft hotspot.
A few years later, with Chef Anthony
Strong at the helm, the Delfina
Restaurant Group opened their second
Pizzeria in Pacific Heights. This second
location was embraced by its
neighborhood with as much passion as
the Mission location. Just a year later
the Panna Pizza was awarded "Best
Pizza in America" by GQ Magazine.

Dear Erica,
As you are aware, Delfina Pizzeria is interested in leasing the property located at 1444
Burlingame Avenue and using the rear portion for outside dining. This will require us to relocate
the fountain in the courtyard.
We have performed an analysis of where to relocate the fountain and have determined it befitting
to put it in the courtyard of the other buildings we own at 1460 Burlingame Avenue. As you may
know there is a brick patio area outside the Sam Malouf and hair salon area that would serve as
an excellent respite for customers and patrons of the other businesses in the area.
Once deemed appropriate will take the necessary steps to erect a proper surround and place the
dancing ladies on the base.

There is no permit for a separate tenant in this building, at the rear portion of the second f/oor. At
the pre-application meeting on June 11, 2012 this issue was raised and the City was informed that
the entire second floor would be renovated with this tenant improvement. Incorporating
occupancy of the second floor with the tenant improvements for this application would have made
unpermitfed occupancy of the rear of the second floor a moot point. Because work, and
occupancy, without the required building permits raises health and safety concerns for occupants
of the entire building this issue must be addressed at this time.
