Categorically Exempt per Section: 15301 - Existing facilities, Class 1(a), interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Previous Use: Retail store (The Body Shop) Proposed Use: Retail store (Gymboree) Allowable Use: Retail stores Summary: The applicant, The Gymboree Corporation, is proposing to remodel an existing single-story commercial retail building. This project is subject to commercial design review since more than 50% of the fa�ade facing the street is being changed. The project is not exempt from commercial design review because the farade of the store is more than 25 feet in width. The existing building is approximately 4,682 SF with lot line to lot line building coverage. The building contains two separate tenant spaces,1309, occupied by Peet's Coffee, and 1311. The Body Shop is the existing tenant at 1311. The new tenant proposed is Gymboree, a children's clothing store. Gymboree is currently located at 1202 Burlingame Avenue and is proposing to relocate to 1311 Burlingame Avenue because it is a larger site. The building containing 1309 and 1311 Burlingame Avenue has a 50 foot wide street frontage, 26 feet of which is frontage belonging to 1311 Burlingame Avenue. The project includes renovating the storefront. The door to the existing storefront is setback from the sidewalk and the windows angles in from the street. The proposed tenant improvement includes moving the door and entire storefront up towards the street to the front property line. The entrance doors will be slightly recessed by about 3'-6" from the face of the storefront. The materials on the storefront will be tempered glass with 12" aluminum reveals, veneer plaster columns, and a tile base and tile finish above. The change in tenants is not considered a change in use because it is going from a retail use to another retail use. There is no parking requirement for retail uses on Burlingame Avenue. This applicant is seeking: • Commercial design review to remodel an existing commercial retail building (CS 25.57.010 — b,3). All other zoning code requirements have been met. Staff Comments: See attached. The applicant has revised the plans to address the Public Works Department comment requiring a designated garbage bin space within the building. Because there is no structural change to this building facade other than relocating the windows forward toward and parallel to the street and reducing the Commercial Design Review l311 Burlingame Avenue recess at the front door, Staff determined that this item would go directly to action. If the Commission has any design issues the action meeting can be treated as a study meeting, and the item continued until suggested changes have been made. Proposed Existing Allowed/Req'd. Use: Retail - Gymboree Retail — The Body Shop Retail Parking• None None None required for retail uses on Burlingame Avenue Floor Area: No change 2,476 SF 3.0 FAR (1311 Burlingame Ave. only) 14,046 SF (entire building) August 25, 2003 Regular Action Meeting: On August 25, 2003, the Planning Commission reviewed this project for commercial design review (see attached 8/25/03 Planning Commission minutes). The Planning Commission requested that the applicant provide a color rending of the proposed fa�ade changes to see how it will fit in on the block and how it relates to the adjacent buildings. The Planning Commission placed the item on the consent calendar and let the applicant know that the item can be pulled off of the consent calendar for a public hearing if there are concerns. In response to the Planning Commission's request the applicant submitted a color rendering that is superimposed into a color photo of the subject site and adj acent buildings. The applicant has also detailed the scope of work for this commercial design review project as follows: • Remove entire existing Body Shop storefront: • Install new Gymboree storefront — pushed out to align with the face of the building; • Install new columns and arched entry element: • Install new recessed entry with glass doors; • Install new window system; • Install new tile base at windows and columns; • Install new signage in entry portal (not part of this application - under separate permit); • Install new tile band at top of storefront; and • Repaint Gymboree portion of existing building. Design Review Criteria: The criteria for design review as established in Ordinance No. 1652 adopted by the Council on April 16, 2001 are outlined as follows: Support of the pattern of diverse architectural styles that characterize the city's commercial areas; 2. Respect and promotion of pedestrian activity by placement of buildings to maximize commercial use of 2 Commercial Design Review 1311 Burlingame Arenue the street frontage, off-street public spaces, and by locating parking so that it does not dominate street frontages; 3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the surrounding development; 4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing development and compatibility with transitions where changes in land use occur nearby; 5. Architectural design consistency by using a single architectural style on the site that is consistent among primary elements of the structure, restores or retains existing or significant original architectural features, and is compatible in mass and bulk with other structure in the immediate area; and 6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the existing opportunities of the commercial neighborhood. Findings: Based on the findings stated in the attached minutes of the Planning Commission's August 25, 2003, regular action meeting, the project is nicely done, this is what we are looking for in commercial tenant spaces, this is a low building with a large opening, they are bringing the store to the street, using neutral colors; desi�n is intriguing, pedestrian friendly, and is found to be compatible with the requirements of the City's six commercial design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirtnative action should be by resolution and include findings made for the design review. The reasons for any action should be clearly stated for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Department date stamped August 1, 2003, site plan, floor plan and elevations; 2. that any changes to the size or envelope of building, which would include changing or adding extcrior walls or parapet walls, moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 3. that the conditions of the City Engineer's and Fire Marshal's August 4, 2003, memos shall be met and the conditions of the Recycling Specialist's August 6, 2003 memo shall be met; and 4. that the project shall meet all the requirements ofthe California Building Code and California Fire Code, 2001 edition, as amended by the City of Burlingame. CP Monroe presented the report, reviewed criteria and staff comments. Four conditions were suggested for consideration. Commissioners asked if they were to consider signage tonight? Staff noted no; signage will be applied for at a later date. Commissioner asked why this item did not come before them as a study item. CP Monroe explained that the space is only 1 foot over the width requirement for commercial design review, and less than 50% of the facade is proposed to be changed. This meeting could serve as a study meeting if the Commission wishes. There were no other questions from the Commission. Chair Bojues opened the public hearing. Tim Wert, Gymboree Corporation, project applicant, passed forward sample materials board for the Planning Commission review. Commission asked what material was proposed where the dotted area around the storefront is shown on sheet 5.1. The applicant stated that the area shown will be plaster columns, and directed the Commission to the sample on the board provided. Commission asked what the dark circular area is on the elevations, the applicant noted that it is frosted glass and that the dark area was just a depiction of the frosted glass used by the architect. Commission asked where the proposed sign would be located, applicant stated that the sign will be above the door in the recessed portion of the building. Is the column squared or rounded, elevation drawings show an arch towards the top, but overhead view looks like it is a square. Commission stated that is would be helpful to have a color rendering of the proposed fa�ade changes to see how it will fit in on the block and how it relates to the adjacent buildings. Will this cause scheduling problems for the applicant if the project is not approved. The applicant responded that it could be a problem since Jannie and Jack, another Gymboree store, is moving into the existing location on Burlingame Avenue, and they were hoping to be open by Thanksgiving and the delay may cause the construction schedule to slip. There were no further comments and the public hearing was closed. C. Brownrigg moved to continue this item and place it on the next available consent calendar when the applicant provides a color rending of the proposed fa�ade changes and show how the new "look" fits the existing facades on the streetscape. The motion was seconded by C. Vistica. Commission discussion: worked on the committee for commercial design review, this is what we are looking for in commercial tenant spaces, this is a low building with a large opening, they are bringing the store to the street, using neutral colors; design is intriguing, pedestrian friendly, but want to make sure Commission understands how the fa�ade will look and how it will relate to adjacent buildings, show door sizes and people sizes, rendering will help; applicant should understand that an item can be pulled off of the consent calendar for a public hearing if there are concerns. Previous Use: Retail store (The Body Shop) Proposed Use: Retail store (Gymboree) Allowable Use: Retail stores Summary: The applicant, The Gymboree Corporation, is proposing to remodel an existing single-story commercial retail building. This project is subject to commercial design review since more than 50% of the fa�ade facing the street is being changed. The project is not exempt from commercial design review because the fa�ade of the store is more than 25 feet in width. The existing building is approximately 4,682 SF with lot line to lot line building coverage. The building contains two separate tenant spaces,1309, occupied by Peet's Coffee, and 1311. The Body Shop is the existing tenant at 1311. The new tenant proposed is Gymboree, a children's clothing store. Gymboree is currently located at 1202 Burlingame Avenue and is proposing to relocate to 1311 Burlingame Avenue because it is a larger site. The building containing 1309 and 1311 Burlingame Avenue has a 50 foot wide street frontage, 26 feet of which is frontage belonging to 1311 Burlingame Avenue. The project includes renovating the storefront. The door to the existing storefront is setback from the sidewalk and the windows angles in from the street. The proposed tenant improvement includes moving the door and entire storefront up towards the street to the front property line. The entrance doors will be slightly recessed by about 3'-6" from the face of the storefront. The materials on the storefront will be tempered glass with 12" aluminum reveals, veneer plaster columns, and a tile base and tile finish above. The change in tenants is not considered a change in use because it is going from a retail use to another retail use. There is no parking requirement for retail uses on Burlingame Avenue. This applicant is seeking: • Commercial design review to remodel an existing commercial retail building (CS 25.57.010 — b,3). All other zoning code requirements have been met. Staff Comments: See attached. The applicant has revised the plans to address the Public Works Department comment requiring a designated garbage bin space within the building. Because there is no structural change to this building facade other than relocating the windows forward toward and parallel to the street and reducing the Commercial Design Review 1311 Burlingame Avenue recess at the front door, Staff determined that this item would go directly to action. If the Commission has any design issues the action meeting can be treated as a study meeting, and the item continued until suggested changes have been made. Proposed Existing Allowed/Req'd. Respect and promotion of pedestrian activity by placement of buildings to maximize commercial use of the street frontage, off-street public spaces, and by locating parking so that it does not dominate street frontages; 3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the surrounding development; 4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing development and compatibility with transitions where changes in land use occur nearby; Architectural design consistency by using a single architectural style on the site that is consistent among primary elements of the structure, restores or retains existing or significant original architectural features, and is compatible in mass and bulk with other structure in the immediate area; and 6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the existing opportunities of the commercial neighborhood. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings made for the desi�n review. The reasons for any action should be clearly stated for the record.
