Allowable Use: Retail is a permitted use.
Environmental Review Status: The project is Categorically Exempt from review pursuant to the California
Environmental Quality Act (CEQA), per Section 15301 - Existing facilities, Class 1(a) of the CEQA
Guidelines, which states that interior or exterior alterations involving such things as interior partitions,
plumbing, and electrical conveyances are exempt from environmental review.
Summary: The applicant is proposing to replace an existing vacant retail space, previously The Wine Stop,
with a new retail clothing store, Athleta, at 1300 Burlingame Avenue, zoned BAC. This application includes
changes to the exterior facade of the commercial storefront along Burlingame Avenue, which measures 29'-
11" in width. At the front of the building, the existing stucco siding, aluminum clear anodized storefront
system, and fabric awning will be removed. At the rear of the building, the existing aluminum entry door,
side lite and wood bumpers will be removed.
The proposed front elevation consists of a new aluminum framed storefront system, painted brick siding,
gooseneck lighting fixtures, painted fiberglass cornice along the top edge of the building and above the
storefront system, and a stone base below the storefront glazing. The existing angled recessed entry will
be replaced with a rectangular recessed entry. The proposed rear elevation consists of repainting the
fa�ade and replacing the existing entry door and side lite to match the storefront system on the front
elevation. A materials board will be available at the public hearing.
Retail uses located on the first floor within the parking sector of the Burlingame Downtown Specific Plan
shall be exempt from providing off-street parking (CS 25.70.090 (a)). With this application, there is no
intensification of uses proposed on the ground, basement, or mezzanine levels. Therefore, no additional
off-street parking is required for the proposed retail business. The following application is required:
■ Commercial Design Review for changes to the front fa�ade of an existing commercial storefront in
the BAC Zoning District (CS 25.32.045).
Staff comments: See attached memos from the Building, Engineering, Fire and Stormwater Divisions.
Design Review Study Meeting: At the Planning Commission design review study meeting on April 24,
2017, the Commission discussed the proposed project and voted to place this item on the regular action
calendar when all of the required information has been submitted (see the attached April 24, 2017, Planning
Commission Minutes).
Commercial Design Review 1300 Burlingame Avenue
The Commission requested that the applicant provide a sample of the fiberglass cornice proposed along the
top edge of the building and above the storefront system. The Commission also commented that the plans
incorrectly note that the windows at the rear of the building are aluminum, when they appear to be white
vinyl.
At the design review study meeting, the applicant noted that he would try to provide a sample of the
fiberglass cornice, but is dependent on the lead time required by the manufacturer. The applicant provided
cornice details for the upper and lower cornices on sheet A4.-0.2. The applicant submitted revised plans,
date stamped April 27, 2017, showing that the existing windows at the rear of the building are white vinyl,
and that they will be replaced with new black aluminum windows (see sheets A1-2.0 and A4-0.1).
Design Review Criteria: The criteria for Commercial Design Review as established in Ordinance No. 1652
adopted by the Council on April 16, 2001 are outlined as follows:
1. Support of the pattern of diverse architectural styles that characterize the city's commercial areas;
2. Respect and promotion of pedestrian activity by placement of buildings to maximize commercial use
of the street frontage, off-street public spaces, and by locating parking so that it does not dominate
street frontages;
3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the
surrounding development;
4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing
development and compatibility with transitions where changes in land use occur nearby;
5. Architectural design consistency by using a single architectural style on the site that is consistent
among primary elements of the structure, restores or retains existing or significant original
architectural features, and is compatible in mass and bulk with other structure in the immediate area;
and
6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the
existing opportunities of the commercial neighborhood.
Suggested Findings for Design Review: That the new aluminum framed storefront window and door
system, rectangular recessed entry, painted brick siding, gooseneck lighting fixtures, painted fiberglass
cornice along the top edge of the building and above the storefront system, and stone base below the
storefront glazing is consistent with the pattern of diverse architectural styles that characterize the city's
commercial areas; that the proposed storefront promotes pedestrian activity by allowing views directly into
the retail business; that the proposed storefront improvements are consistent with the architectural style and
mass and bulk with other structures by using painted brick siding and an aluminum and glass storefront
system on the ground floor, the project may be found to be compatible with the requirements of the City's
five design review criteria.

Commercial Design Review
Planning Commission Action:
1300 Burlingame Avenue
The Planning Commission should conduct a public hearing on the application, and consider public
testimony and the analysis contained within the staff report. Action should include specific findings
supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning
Commission. The reasons for any action should be stated clearly for the record. At the public hearing the
following conditions should be considered:
that the project shall be built as shown on the plans submitted to the Planning Division date stamped
April 27, 2017, sheets GO-0.1, A1-0.1 through A4-0.2 and date stamped April 4, 2017, sheets
GO-0.2, A1-0.0, A1-1.0, A1-1.1, A2-0, A3-0, A3.1;
2. that any changes to the size or envelope of building, which would include changing or adding
exterior walls or parapet walls, shall require an amendment to this permit;
3. that any changes to building materials, exterior finishes, windows, architectural features, roof height
or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning
Commission review (FYI or amendment to be determined by Planning staf�;
4. that demolition or removal of the existing structures and any grading or earth moving on the site shall
not occur until a building permit has been issued and such site work shall be required to comply with
all the regulations of the Bay Area Air Quality Management District;
5. that prior to issuance of a building permit for construction of the project, the project construction
plans shall be modified to include a cover sheet listing all conditions of approval adopted by the
Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved
plans throughout the construction process. Compliance with all conditions of approval is required;
the conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
6. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction
plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior,
shall require a demolition permit;
7. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water
Management and Discharge Control Ordinance;
8. that the project shall meet all the requirements of the California Building and Uniform Fire Codes,
2016 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS
PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
9. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window
locations and bays are built as shown on the approved plans; if there is no licensed professional
involved in the project, the property owner or contractor shall provide the certification under penalty
of perjury. Certifications shall be submitted to the Building Department; and

been successful in our history we have 150 Athleta stores and 80% have had cornices we have always
felt fibreglas fo be mosf successful material.)
> Has GFRG been used before? (Fung: trying to have a certain mold and consisfency.)
> Cowlick edge needs to be crisp in an effort to be historical? Can /ook cheap if not done correctly.
Would like to see a sample. (Fung: not trying to be historical, trying to acknowledge but not copy. Will

> Likes the look of the cornices, concern is how far out do they project from the wall? (Fung: 1'-1" for
the upper one and about 0'-8" for the one above the entry.)

Attached please find Athleta's Planning Commission submittal package for Commercial
Design review
The new Athleta retail project is located in the Burlingame Downtown Retail Area and
consists of the tenant improvement of an existing retail tenant space, formerly known as the
Wine Shop, including upgrades to the front and rear storefront elevations.
The project involves the interior demolition of, included but not limited to, interior partitions,
fixtures, plumbing fixtures, ceiling, lighting and staircases; in order to achieve the new
Athleta store layout. The leased space has an existing basement, that will remain unused due
to low ceiling clearance; as well as a mezzanine, that will be used for storage purposes only.
The proposed scope also consists of improving the facade. While the improvement is keeping
the primary volume as existing (the building height will remain unchanged), it will identify
secondary elements and recreate a new entry, create additional openings and refinish the
skin of the building to identify the new retail store, while working in harmony with its
adjacent tenants.
We are looking to hearing back from you on this proposed project for a new Athleta retail
clothing store.

2) Anyone who is doing business in the City must have a current City of Burlingame
business license.
3) When you submit your plans to the Building Division for plan review provide a completed
Supplemental Demolition Permit Application. NOTE: The Demolition Permit will not be
issued until a Building Permit is issued for the project.
4) Provide handrails at all stairs where there are four or more risers. 2016 CRC R311.7.8 or 2016

1) On the plans specify that this project will comply with the 2016 California Building Code, 2016
California Residential Code (where applicable), 2016 California Mechanical Code, 2016
California Electrical Code, and 2016 California Plumbing Code, including all amendments as
adopted in Ordinance 1889. Note: If the Planning Commission has not approved the project prior
to 5:00 p.m. on December 31, 2016 then this project must comply with the 2016 California
Building Codes.
2) As of January 1, 2014, SB 407 (2009) requires non-compliant plumbing fixtures to be replaced
by water-conserving plumbing fixtures when a property is undergoing alterations or
improvements. This law applies to all residential and commercial property built prior to
January 1, 1994. Details can be found at http://www.le�info.ca.gov/�ub/09-
10/bill/sen/sb 0401-0450/sb 407 bill 20091011 chaptered.html. Revise the plans to
show compliance with this requirement.
3) Place the following information on the first page of the plans:
"Construction Hours"
Weekdays: 8:00 a.m. — 7:00 p.m.
Saturdays: 9:00 a.m. — 6:00 p.m.
Sundays and Holidays: No Work Allowed
(See City of Burlingame Municipal Code, Section 13.04.100 for details.)
Construction hours in the City Public right-of-way are limited to weekdays and non-City
Holidays between 8:00 a.m. and 5:00 p.m.
Note: Construction hours for work in the public right of way must now be included on the
plans.
4) On the first page of the plans specify the following: "Any hidden conditions that require work to
be performed beyond the scope of the building permit issued for these plans may require further
City approvals including review by the Planning Commission." The building owner, project
designer, and/or contractor must submit a Revision to the City for any work not graphically
illustrated on the Job Copy of the plans prior to performing the work.
5) Indicate on the plans that a Grading Permit, if required, will be obtained from the Department of
Public Works.
6) Acknowledge that, when plans are submitted for building code plan check, they will include a complete
underground plumbing plan including complete details for the location of the city-required backwater
prevention devices.
7) Specify on the plans the location of all required accessible signage. Include references to
separate sheets on the plans which provide details and graphically illustrates the accessible
signage requirements.
8) Specify a level landing, slope, and cross slope on each side of the door at all required entrances and exits.

Summary: The applicant is proposing to replace an existing vacant retail space, previously The Wine Stop,
with a new retail clothing store, Athleta, at 1300 Burlingame Avenue, zoned BAC. This application includes
changes to the exterior facade of the commercial storefront along Burlingame Avenue, which measures 29'-
11" in width. At the front of the building, the existing stucco siding, aluminum clear anodized storefront
system, and fabric awning will be removed. At the rear of the building, the existing aluminum entry door,
side lite and wood bumpers will be removed.
The proposed front elevation consists of a new aluminum framed storefront system, painted brick siding,
gooseneck lighting fixtures, painted fiberglass cornice along the top edge of the building and above the
storefront system, and a stone base below the storefront glazing. The existing angled recessed entry will
be replaced with a rectangular recessed entry. The proposed rear elevation consists of repainting the
fa�ade and replacing the existing entry door and side lite to match the storefront system on the front
elevation. A materials board will be available at the public hearing.
Retail uses located on the first floor within the parking sector of the Burlingame Downtown Specific Plan
shall be exempt from providing off-street parking (CS 25.70.090 (a)). With this application, there is no
intensification of uses proposed on the ground, basement, or mezzanine levels. Therefore, no additional
off-street parking is required for the proposed retail business. The following application is required:

The new Athleta retail project is located in the Burlingame Downtown Retail Area and
consists of the tenant improvement of an existing retail tenant space, formerly known as the
Wine Shop, including upgrades to the front and rear storefront elevations.
The project involves the interior demolition of, included but not limited to, interior partitions,
fixtures, plumbing fixtures, ceiling, lighting and staircases; in order to achieve the new
Athleta store layout. The leased space has an existing basement, that will remain unused due
to low ceiling clearance; as well as a mezzanine, that will be used for storage purposes only.
The proposed scope also consists of improving the facade. While the improvement is keeping
the primary volume as existing (the building height will remain unchanged), it will identify
secondary elements and recreate a new entry, create additional openings and refinish the
skin of the building to identify the new retail store, while working in harmony with its
adjacent tenants.

2) Anyone who is doing business in the City must have a current City of Burlingame

3) When you submit your plans to the Building Division for plan review provide a completed
