Since there was no appeal to or suspension by the City Council, the May 8, 2017, Planning Commission
approval of your application for Commercial Design Review became effective May 18, 2017. This application
was for fa�ade changes to an existing commercial building at 1300 Burlingame Avenue, zoned BAC.
The May 8, 2017, minutes of the Planning Commission state your application was approved with the following
conditions:
that the project shall be built as shown on the plans submitted to the Planning Division date
stamped April 27, 2017, sheets GO-0.1, A1-0.1 through A4-0.2 and date stamped April 4, 2017,
sheets GO-0.2, A1-0.0, A1-1.0, A1-1.1, A2-0, A3-0, A3.1;
2. that any changes to the size or envelope of building, which would include changing or adding
exterior walls or parapet walls, shall require an amendment to this permit;
3. that any changes to building materials, exterior finishes, windows, architectural features, roof
height or pitch, and amount or type of hardscape materials shall be subject to Planning Division or
Planning Commission review (FYI or amendment to be determined by Planning staffl;
4. that demolition or removal of the existing structures and any grading or earth moving on the site
shall not occur until a building permit has been issued and such site work shall be required to
comply with all the regulations of the Bay Area Air Quality Management District;
that prior to issuance of a building permit for construction of the project, the project construction
plans shall be modified to include a cover sheet listing all conditions of approval adopted by the
Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved
plans throughout the construction process. Compliance with all conditions of approval is required;
the conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
6. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance
which requires affected demolition, new construction and alteration projects to submit a Waste
Reduction plan and meet recycling requirements; any partial or full demolition of a structure,
intenor or extenor, shall require a demolition permit;

that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water
Management and Discharge Controi Ordinance;

that the project shall meet all the requirements of the California Building and Uniform Fire Codes,
2016 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS
PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
9. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window
locations and bays are built as shown on the approved plans; if there is no licensed professional
involved in the project, the property owner or contractor shall provide the certification under
penalty of perjury. Certifications shall be submitted to the Building Department; and
10. that prior to final inspection, Planning Division staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built
according to the approved Planning and Building plans.
All site improvements and construction work will require separate application to the Building Department. This
approval is valid for one year during which time a building permit must be issued. An extension of up to one
year may be considered by the Planning Commission if application is made before the end of the first year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within 90
days of the date of the decision unless a shorter time is required pursuant to state or federal law.

plans for Building Code compliance plan check. In addition, replicate this completed document
on the plans. Note: On the Checklist you must provide a reference that indicates the page of the
plans on which each Measure can be found.
2) Anyone who is doing business in the City must have a current City of Burlingame
business license.
3) When you submit your plans to the Building Division for plan review provide a completed
Supplemental Demolition Permit Application. NOTE: The Demolition Permit will not be
issued until a Building Permit is issued for the project.
4) Provide handrails at all stairs where there are four or more risers. 2016 CRC R311.7.8 or 2016
CBC §1011.11
5) Provide lighting at all exterior landings.
6) In the tenant space indicate the location of the "Office" or area where bookkeeping and financial
reconciliation will take place. If the office is to be located on the mezzanine level then also

7) On the plans, show the 60" required maneuvering clearance on the pull side and 48" required
maneuvering clearance on the push side perpendicular to the main entry door per 2016 CBC § Table 11B-

1) On the plans specify that this project will comply with the 2016 California Building Code, 2016
California Residential Code (where applicable), 2016 California Mechanical Code, 2016
California Electrical Code, and 2016 California Plumbing Code, including all amendments as
adopted in Ordinance 1889. Note: If the Planning Commission has not approved the project prior
to 5:00 p.m. on December 31, 2016 then this project must comply with the 2016 California
Building Codes.
2) As of January 1, 2014, SB 407 (2009) requires non-compliant plumbing fixtures to be replaced
by water-conserving plumbing fixtures when a property is undergoing alterations or
improvements. This law applies to all residential and commercial property built prior to
January 1, 1994. Details can be found at http://www.leginfo.ca.govJ�ub/09-
10�bill�sen f sb 0401-0450�sb 407 bill 20091011 cha�tered html. Revise the plans to
show compliance with this requirement.
3) Place the following information on the first page of the plans:

City approvals including review by the Planning Commission." The building owner, project
designer, and/or contractor must submit a Revision to the City for any work not graphically
illustrated on the Job Copy of the plans prior to performing the work.
5) Indicate on the plans that a Grading Permit, if required, will be obtained from the Department of
Public Works.
6) Acknowledge that, when plans are submitted for building code plan check, they will include a complete
underground plumbing plan including complete details for the Location of the city-required backwater
prevention devices.
7) Specify on the plans the location of all required accessible signage. Include references to
separate sheets on the plans which provide details and graphically illustrates the accessible
signage requirements.
8) Specify a level landing, slope, and cross slope on each side of the door at all required entrances and exits.

12) In the tenant space indicate the location of the "Office" or area where bookkeeping and financial
reconciliation will take place. If the office is to be located on the mezzanine level then also

RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a Categorical Exemption has been prepared and application has been made for
Commercial Desiqn Review for facade changes to an existinq commercial buildin�at 1300 Burlingame
Avenue, Zoned BAC, Santini Santini Roccucci Gen. Ptp., propertv owner, APN: 029-152-270;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on Mav 8,
2017, at which time it reviewed and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this Commission, it is hereby found that there is no substantial
evidence that the project set forth above will have a significant effect on the environment, and
categorical exemption, per CEQA Section 15301 - Existing facilities, Class 1(a) of the CEQA
Guidelines, which states that interior or exterior alterations involving such things as interior
partitions, plumbing, and electrical conveyances are exempt from environmental review, is

Nothing needed at this time as project does not create and/or replace >2,500 ft2 of impervious surface,
and there is no architectural copper planned.

Any construction project in the City, regardless of size, shall comply with the city's stormwater
NPDES permit to prevent construction activity stormwater pollution. Project proponents shall
ensure that all contractors implement appropriate and effective Best Management Practices
(BMPs) during all phases of construction, including demolition. When submitting plans for a
building permit, please include a list of construction BMPs as project notes, preferably on a
