CITY OF BURLINGAME Communify Deve/opment Department MEMORANDUM DATE: May 24, 2021 � FROM Planning Commission Erika Lewit, Senior Planner Director's Report Meeting Date: May 24, 2021 SUBJECT: FYI — REVIEW OF UPDATE TO LANDSCAPING REQUESTED BY THE PLANNING COMMISSION FOR A PREVIOUSLY APPROVED DESIGN REVIEW PROJECT AT 1110 BERNAL AVENUE, ZONED R-1. Summary: An application for Design Review, Conditional Use Permit for re-emerging lots, and Lot Combination to create two new lots, and two new, two-story single family dwellings with detached garages at 1110 and 1112 Bernal Avenue, zoned R-1, was approved as a Regular Action Item by the Planning Commission on May 10, 2021 (see attached May 10, 2021 Planning Commission Meeting Minutes). The appeal period for the approval ended on May 20, 2021. During the May 10, 2021 hearing it was noted that the submitted site plan did not match the landscape plan for the lot at 1110 Bernal Avenue (hedge along the right side property line was not shown on the landscape plan). In addition, the neighbor at 1980 Carmelita Avenue to the right (north side) of 1110 Bernal Avenue expressed concerns at the hearing that given the proximity of the existing house at 1980 Carmelita Avenue, there was not enough landscaping along the shared property line. As a result, the Planning Commission requested that the applicant work with the neighbor to agree upon landscaping along the shared property line and resubmit revised and consistent site and landscape plans. The following condition of approval was added at the May 10, 2021 hearing: "that prior to issuance of a building permit, the applicant shall submit an FYI to include an updated landscape �lan and matching sife plan for the project which shows landscaping along the right side property line for 1110 Bernal Avenue that is agreed upon by the owner/applicant and by the owner of 1980 Carmelita Avenue" The applicant submitted a revised site plan (sheet A1.0) and landscape plan (sheet L1.0), date stamped May 17, 2021, as well as an email dated May 17, 2021, which details the agreement reached by the applicant and the neighbor for 12, 24-inch box size Grecian Laurels to be planted along the right side property line of the lot at 1110 Bernal Avenue. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. Erika - Michael Callan, Myself & Gavin met onsite this past Friday to review the area & discuss alternative planting options. We all agreed that going with a minimum of a 24" Box Grecian Laurels in a tree form (as opposed to the smaller species originally detailed) would accomplish what we both desire. Privacy. Gavin & Vanessa ironically already have a few identical trees on their property that are mature. Attached is the updated Landscape plan from Michael Callan showing 12x - 24" Box Grecian Laurels in tree form. My contact at the nursery is stating that there may be some 36" box options as well to select from. Will coordinate with Gavin & Vanessa as to what size they desire. Please advise if additional documentation or outreach is needed. Thank you, Patrick
