CEQA Status: Article 19. Categorically Exempt per Section: 15303- Class 3- construction and location
of limited numbers of new, small facilities or structures including (a) single-family residences not in
conjunction with the building of two or more such units. In urbanized areas, up to three single-family
residences may be constructed or converted under this exemption.
Summary: The applicailt is requesting design review for a first and second story addition to an existing
single-story house. The proposed additions include 8 SF to the first floor and 1,070 SF for a second
floor. The floor area of the proposed residence totals 3,409 SF (.57 FAR) where 3,420 SF (.57 FAR)
is the maximum allowed. The number of bedrooms will increase from three to four, which requires a
single-car garage. The existing garage has interior dimensions of 11'-4" x 17'-8" with a 2'-0" overhang
where 10'-0" x 20'-0" is required. If a two-car garage is needed in the future, it would require the
addition of 136 SF and a FAR variance. All other zoning code requirements have been met.

Preliminary Design Review Study Meeting: On November 27, 2000, the Planning Commission
reviewed this project for preliminary design review (see attached November 27, 2000, P.C. Minutes).
The Planning Commission noted there are no physical conditions to justify the parking variance and
asked if the six inch rise could be eliminated to make parking meet code requirements. The Commission
also suggested the wood siding on the front of the house should be repeated elsewhere in the design or
removed entirely and replaced with stucco. The Commission recommended that this item be placed on
the consent calendar provided the issues noted were addressed.
The applicant has submitted revised sheets 1 and 6, date stamped November 29, 2000, with the
following changes:
the 0'-6" rise in the garage will be removed in order to eliminate the parking variance
the existing wood siding at the front of the house will be removed and replaced with stucco to match

Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted
by the Council on Apri120, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass and bulk of structure;
4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.

Design Review for First and Second Story Addition

Findings: Based on the findings stated in the attached minutes of the Planning Commission's November
27, 2000, preliminary study session for the project, the project is found to be compatible with the
requirements of the City's five design review guidelines.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative
action should be by resolution and include findings for design review, and the reasons for any action
should be clearly stated. At the public hearing the following conditions should be considered:
1. that the project shall be built as shown on the plans submitted to the Planning Department date
stamped November 3, 2000, sheets 2-5 and 7, and date stamped November 29, 2000, sheets 1 and
6, showing removal of the 0'-6" rise in the garage floor, and that any changes to the footprint or floor
area of the building shall require and amendment to this permit;
2. that any changes to the size or envelope of the first or second floors, which would include adding
or enlarging a dormer(s), moving or changing windows and architectural features or changing the
roof height or pitch, shall be subject to design review;
3. that if at any time in the future the residential structure is further enlarged or remodeled to require
two covered parking spaces, a floor area ratio variance may be required;
4. that the City Engineer's October 10, 2000, memo shall be met; and
5. that the project shall meet all the requirements of the California Building Code and California Fire
Code, 1998 edition, as amended by the City of Burlingame.

C. Deal noted that he had a business relationship with the applicant and would abstain from this project. He stepped
down from the dais. ZT Lewit summarized the project . Commission asked staff about the 6 inch rise within the
garage which resulted in the shortened depth for parking, could it be removed. Staff suggested that the applicant
address this.
Chairman Lurzuriaga opened the public comment. Catherine Shiu, property owner, represented the project. She
was available to answer questions.
Commissioners commented on the design: should explore solutions to the 6 inch rise within the parking area of the
garage and eliminate exception; the wood siding on the front should be repeated on the other sides of the building
or removed and replaced with all stucco. There were no further comments from the floor and the public comment
was closed. ` '
Commission discussion: design is OK but want to removed parking variance, level garage floor, if can do that it
could go on the consent calendar; applicant could address problem and suggest resolution, could advertise for
variance so if change is not possible could still be acted on.
C. Keighran moved to place this project on the consent calendar at the December 11, 2000, meeting with corrections
to eliminate the parking variance. The motion was seconded by C. Vistica. Chairman Luzuriaga called for a voice
vote on the motion to refer to the consent calendar without a parking variance. The motion passed 5-0-1-1 ( C. Deal
abstaining, C. Dreiling absent). This action is not appealable. This item concluded at 10:20 p.m.

RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for desi�n
review for a first and second story addition at 1109 Bernal Avenue. zoned R-1. APN• 026-183-120• Catherine

WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
December 11, 2000, at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and Categorical Exemption, per
Article 19. 15303 - Class 3- construction and location of limited numbers of new, small facilities or
structures including (a) single-family residences not in conjunction with the building of two or more such
units. In urbanized areas, up to three single-family residences may be constructed or converted under this
exemption, is hereby approved.
2. Said design review is approved, subject to the conditions set forth in Exhibit "A" attached
hereto. Findings for such design review are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.
