Regular Meeting June 24, 1948 - 8:05 p.m. Others Present Coles Mayor Simonds Mitchell Councilman Love City Clerk White City Engineer Fitch City Building Inspector Watson Vice Chairman Brown read a letter from Commissioner Mitchell written from Salt Lake City, Utah as follows: "This may not reach you to be of any service, but I have just realized my neglec in not informing you that I will miss the meeting on Thursday. I am attending the Convention of the American Institute of Architects being held here this wee: It will be of more than passing interest to you and the Commission to know that on yesterday I was elected a National Director for the term of three years." The members of the Planning Commission expressed the thought that a communication should be sent to Mr. Mitchell congratulating him on this outstanding recognition in his profes- sion. The Chairman brought up the subject of the offer from White and Pollard to sell 100 acres of tideland to the city. After discussion it was the consensus of the Commis- sioners that the Planning Commission does not at this time see a reason to recommend this acquisition, although if the subject is brought up at some future date, it may be recon- sidered. Mayor Simonds was present and stated to the Planning Commission that he wished to draw particular attention to the alterations which are being made to a house on Howard Avenue, which type of development certainly is not in the best interest of Burlingame. This refers to an old non -conforming frame building which is being elevated to the top of a new concrete block building being constructed underneath. He stated that it had been thought that the new building code and ordinances would not create such situations, but the Building Inspector has stated that the work complies with the building code and city ordinances and a permit was issued. Mayor Simonds requested the Planning Commission to study this problem and submit its recommendation to the City Council. Mayor Simonds also requested that the Planning Commission meet with the City Attorney, after he returns from vacation, to review the building code and the city ordi- nances with respect to non -conforming uses,, and Section 1915 of the city ordinance code and determine what percentage of value applies to this type of work and how such value is determined. Commissioner Shattuck reported that in Burlingame Manor a difficulty has arisen which has broken the sewers and the street in the vicinity of Margarita Avenue and Mesa Drive which apparently has been caused by the unsuspected presence of a spring. This, he stated, is being studied and remedial measures are being considered. The subject of the appearance of the old mortuary property on Park Road was brought up, and City Engineer Fitch reported that the grass and rubbish in front of the premises are being removed.
