The applicant, at some point in the future, wishes to expand the house. The applicant has a few options that can decrease the inadequacies of this variance request. The first option is to move the garage two feet (2') to the side property line and install an 18' garage door (16' is standard) to increase accessibility. This option, while not exactly meeting City standards, would allow a larger compact car access to the second space. Placing the garage at the side property line requires removal of all eave overhangs and rain gutters. This necessitates either a gabled roof paralleling the rear property line and a hip roof extending towards the front (looks more like the gabled roof of the house), or a flat roof, to insure that drainage does not go onto the neighboring property. This is shown on Sketch A attached. The second option is to both move the garage to the side property line and expand the garage to meet parking requirements. This requires a 670+ S.F. garage (462 S.F, proposed) unless an angled side building is built (590+ S.F.) A special permit is required since the garage would be over 500 S.F. This added square footage may also affect the applicant's lot coverage for any house expansion. Since the applicant is able to meet the parking concerns, I cannot support this request. I would be supportive of the request if the applicant would choose the development shown in Sketch A if condi- tioned as follows: 1. Relocate garage to side property line. 2. Install 18' wide garage door. 3. The applicant plans to remove the existing detached one-car garage (12� x 22�) and replace it with a new 20'x 21� (interior dimensions) garage in the rear of the lot. This proposed garage meets the minimum dimensions for a two car garage, however, a parking variance is required because there will only be a 13'-6" separation between the garage and the back of the existing house and there is not enough room for a second vehicle to maneuver into the garage. There is an 81� long driveway on this property, so there is room to park a vehicle on the driveway behind the front setback. Currently the 1,196 SF house consists of 2 bedrooms and 1 bath. The property owners would like to add a second story 580 SF master bedroom/bath in the future, which would require that a second parking space be provided on the property. Staff Review City staff have reviewed this request. The Fire Marshal (March 13, 1989 memo) notes that all walls closer than 3' to property line will have to be of one-hour fire resistive construction. The Chief Building Inspector (March 8, 1989 memo) also discusses the required fire walls and also states that no roof eaves are permitted on the east or south sides of the building. The City Engineer (March 22, 1989 memo) comments that the applicant has a few options for reducing the variance being requested. One option would be to move the garage all the way to the side property line and install an 18' wide garage door in order to increase the accessibility of the structure. This option would allow a larger size compact vehicle to use the structure. In order to achieve this design, all eave overhangs and rain gutters would have to be removed. The structure would have to be constructed with either a gabled roof paralleling the rear property line with a hip roof extending towards the front of the structure or a flat roof in order to insure that drainage will not run off onto the neighboring property. A second option would be to move the garage to the side property line and enlarge the structure to approximately 670 SF, unless the building is angled, in which case it could be built within 590 SF. A special permit would be required for this alternative since the garage will exceed the 500 SF area allowed by code (lot coverage will increase to approximately 40$). The City Engineer notes that since the parking requirements can be better met by either of the alternatives noted, he cannot support the proposed variance request. He outlines three suggested conditions for the project if the first alternative of moving the garage up against the side property line is chosen. -continued- -2- Applicants' Letter In their letter date stamped March 20, 1989, the property owners, Kelly and Rena Randall explain that they have a small two bedroom home which sits on a 46'x 103' lot. The majority of the homes in the area have three bedrooms with their garages attached to the front of the house. Due to the existing detached garage on this property, there is very little room in the back yard. A two car garage which meets code requirements would take up a large portion of the back yard. The proposed garage will accommodate one standard size and one compact vehicle and there is room on the driveway to park additional vehicles. The requested parking variance will not create any negative effects on neighboring properties since it is only the location of the garage and not the size of the structure that is the issue. In addition, granting the variance will result in less paving of the property and more landscaping. The use of the property will be compatable with the other uses in the area. A partial site plan has been submitted by the applicants (date stamped March 1, 1989) which illustrates that a code standard garage could be constructed in the rear yard along the right side property line. This alternative, however, would require paving the entire back yard and using it as a driveway. Findings for a Variance In order to grant a variance the Planning Commission must find that the following conditions exist on the property (Code Section 25.54.020 a-d): (a) there are exceptional or extraordinary circumstances or conditions applicable to the property involved that do not apply generally to property in the same district; (b) the granting of the application is necessary for the preservation and enjoyment of a substantial property right of the applicant, and to prevent unreasonable property loss or unnecessary hardship; (c) the granting of the application will not be detrimental or injurious to property or improvements in the vicinity and will not be detrimental to the public health, safety, general welfare or convenience; (d) that the use of the property will be compatible with the aesthetics, mass, bulk and character of existing and potential uses of properties in the general vicinity. PlanninQ Commission Action The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution and findings should be made. The reasons for any action should be clearly stated. The applicant, at some point in the future, wishes to expand the house. The applicant has a few options that can decrease the inadequacies of this variance request. The first option is to move the garage two feet (2') to the side property line and install an 18' garage door (16' is standard) to increase accessibility. This option, while not exactly meeting City standards, would allow a larger compact car access to the second space. Placing the garage at the side property line requires removal of all eave overhangs and rain gutters. This necessitates either a gabled roof paralleling the rear property line and a hip roof extending towards the front (looks more like the gabled roof of the house), or a flat roof, to insure that drainage does not go onto the neighboring property. This is shown on Sketch A attached. The second option is to both move the garage to the side property line and expand the garage to meet parking requirements. This requires a 670+ S.F. garage (462 S.F. proposed) unless an angled side building is built (590+ S.F.) A special permit is required since the garage would be over 500 S.F. This added square footage may also affect the applicant's lot coverage for any house expansion. Since the applicant is able to meet the parking concerns, I cannot support this request. I would be supportive of the request if the applicant would choose the development shown in Sketch A if condi- tioned as follows: 1. Relocate garage to side property line. 2.
