Gentlemen:
Please find enclosed herewith a check in the amount of
$40. 00 payable to the City of Burlingame as an application fee for
the attached Variance application. In addition to the mimeographed
application form I enclose a tract map denoting thereon the property
that is the subject of this particular Variance application, also a
preliminary drawing showing in plan and elevation the location of
the proposed pharmacy.
The latest assessment roll of the City of Burlingame
indicates the following owners of property within a radius of 500
feet:

The request contained within this Variance Application is
to permit the operation of a prescription pharmacy adjoining the
lobby of the proposed Peninsula Medical Building. The Applicants
respectfully request that the Planning Commission recommend the
approval of this request as an accomodation to the patients of the
doctors practicing within the buliding. It is the intention of the
Applicants that this pharmacy be for the use and benefit of the said
patients and the pharmacy does not intend to solicit business on a
general commercial basis. No exterior advertising or signs of any
kind will be displayed indicating that a pharmacy is located within
the building.

We are writing with regard to the application for two Variances for
1515 Trousdale Drive in connection with the proposed Sequoias life care
facility on the Peninsula Hospital property. This project involves the
relocation of the hospital's main entrance off of Trousdale which
affects your parking lot and entrance at 1515 Trousdale. The plans
submitted to us for a revised parking layout on your site show 66
parking spaces and access via the adjacent parcel occupied by the Blood
Bank. The two Variances are for:
1. 66 parking spaces rather than 74 as required in 1962 when an
addition was made to this building;
2. access via a private parcel rather than directly from a public
street.
You will be mailed a copy of the Planning Commission's packet which
will explain this application more fully. However, as an owner of the
improvements on this site, we want to give you advance notice of this
application which will be on the June 9, 1986 Planning Commission
agenda for study (not action). As an owner, if you object to this
application please respond to us in writing by 5:00 P.M. on June 9 so
that your concerns can be presented that evening.

SUBJECT: TWO VARIANCES FOR ACCESS AND PARKING FOR AN OFFICE BUILDING
IN ORDER TO DEVELOP A NEW ENTRANCE FOR PENINSULA HOSPITAL
FROM TROUSDALE AT 1515 TROUSDALE DRIVE, ZONED C-3
The applicant, Mills -Peninsula Corporation represented by Roger Drue,
is requesting two variances for access and parking in order to relocate
the entrance of Peninsula Hospital and the proposed Sequoias -Burlingame
life care facility for the elderly to Trousdale Drive opposite Magnolia
Avenue. The new hospital entrance at Trousdale will be on a San
Francisco County Water District easement. Currently required parking
for 1515 Trousdale is located on a portion of this easement. The new
entrance will cause the property at 1515 Trousdale to lose its direct
access to Trousdale, gaining access across hospital property which
requires a variance (Code Sec. 25.58.030). Vehicles using some parking
spaces will also have to back across the property line in order to gain
access to the space (Code Sec. 25.70.010). This backing movement
involves a related code violation. Loss of the easement area will also
require a new layout of the on -site parking for the office building
resulting in 66 on -site spaces (74 spaces required) (Code Sec. 25.70.
030).
Staff Review
City staff have reviewed the variance request. The Chief Building
Inspector (April 22, 1986 memo) and the Fire Marshal (June 3, 1986
memo) had no comment. The City Engineer (May 13, 1986 memo) notes that
if the variances are granted the applicant will have to prepare
documentation for granting easements which shall be reviewed by the
city and recorded.
Planning staff would note that the applicant has proposed to designate
eight parking spaces on the adjacent Peninsula Hospital property for
exclusive use of the office tenants at 1515 Trousdale. They suggest
that in this dedication of eight spaces a variance for parking is not
required since the two properties (Peninsula Hospital and 1515
Trousdale) are owned by the hospital and one of its subsidiaries.
Staff would point out that a recorded property line exists between
these two parking areas and that the building at 1515 Trousdale is, in
fact, owned by a private party (not a subsidiary of Peninsula
Hospital). The property line would allow the site at 1515 Trousdale to
be sold at any time without including the area housing the eight
additional parking spaces. For this reason the eight spaces can be
viewed as offsetting compensation for the parking variance but not used
to waive the requirement for the parking variance at 1515 Trousdale
since these eight spaces are indeed off site.

Applicant's Letter
In their letter of June 17, 1986 the applicant notes that relocation of
the main entrance of the hospital from E1 Camino Real to Trousdale
displaces 11 parking spaces at 1515 Trousdale. Realignment of the lot
resulted in 66 spaces on the 1515 Trousdale site. The applicant is
designating eight spaces on the Peninsula Hospital site about 150' away
on the other side of the new entrance to the hospital to offset the
loss of parking closer to the office building. (Note: For comparison a
city block is about 300 linear feet, so these spaces would be about
half a block away.) The applicant points out in their letter that the
property that these spaces are located on is in the same ownership as
1515 Trousdale, therefore a variance is not needed. (Note: A recorded
property line exists between these two parcels.)
The applicant's letter goes on to review the reasons for the access
variance request: the new entrance to Peninsula Hospital would allow
safer access for cars and pedestrians and more efficient parking for
the site because curb cuts on Trousdale could be removed, eliminating
conflicting movements on Trousdale and danger to pedestrians on
sidewalks and in future crosswalks; the new parking layout would allow
more landscaping on the 1515 Trousdale side along the property frontage
as well as more centralized entrance/access; clear signage will
eliminate any loss of identity with the Trousdale address of the office
building; the properties are all owned by the hospital or a
subsidiary.
The reasons for the variance to the on -site parking requirement
include: of the 74 parking spaces on site, now only 66 conform to the
Burlingame parking standards, therefore the proposed plan with the
off -site mitigation would provide all spaces to Burlingame code
dimension requirements; closing the curb cuts and reconfiguring the
parking will increase on -site landscaping; the eight parking spaces on
adjacent property will be designated for employees at 1515 Trousdale
leaving on -site parking for visitors and patients; and the property at
1515 Trousdale and on which the eight additional spaces are located are
both owned by the hospital or by a subsidiary of the hospital.
Findings
To grant a variance the Planning Commission must make findings relating
to the property (Code Sec. 25..54.020 a-d):
a. that there are exceptional or extraordinary circumstances
applicable to the property or class of uses in the district,
so that a denial of the application would result in undue
property loss;
b. that such variance would be necessary for the preservation
and enjoyment of a property right of the owner of the
property involved;

c. that the granting of such variance would not be materially
detrimental to the public health, safety or welfare, or
injurious to the property or improvements of other property
owners, or the quiet enjoyment of such property or
improvements; and
d. that the granting of such variance will not adversely affect
the comprehensive zoning plan of the city.
Questions at Study
The Planning Commission raised four questions regarding this request at
study (Planning Commission Minutes, June 9, 1986).
- Variance letter
A letter dated June 17, 1986 prepared by the applicant and addressing
the reasons, as they see them, for granting the variance is included in
the packet.
- Lot lines
Although not specifically discussed by the applicant, the reason for
not eliminating the lot line between 1515 Trousdale and the Peninsula
Blood Bank probably related to the fact that the office structure on
the 1515 Trousdale site belongs to a private individual. A land lease
establishing a site size probably exists as a part of this ownership.
- Access to 1515 Trousdale
With the proposed new entrance to Peninsula Hospital from Trousdale,
1515 Trousdale would lose its direct access to Trousdale at the west
end of the property. The site would gain a direct connection to the
Blood Bank parking lot and through that lot to the E1 Camino Real
secondary access to the hospital site. At the east end of the site,
the access directly to Trousdale would be retained. While the proposal
would result in 66 on -site spaces all meeting city code dimensions for
parking, the remaining required parking spaces (eight) would be located
about one-half block (about 1501) away.
Planning Commission Action
The Planning Commission should hold a public hearing. These variance
actions for access to 1515 Trousdale and for eight required parking
spaces can be considered in a single hearing with the other variance
(1609 Trousdale) and the special use permit (1781 E1 Camino Real) which
together compose the larger project (life care facility and new
entrance). The action on the variances should precede the action on
the special permit, since denial of one or all the variances will
affect the design of the life care facility project being considered in
the special use permit action. To grant a variance the Planning
Commission must make findings relating to the property. The

Commission should clearly state its reasons for any action. At the
public hearing the following conditions should be considered for the
variances to parking access and on -site parking at 1515 Trousdale:
1. that the parking lot shall be re-laid out and restriped and the new
entrance to Peninsula Hospital laid out and built as shown in the
plans submitted to the Planning Department and date stamped May 17,
1986;
2. that the eight parking spaces shown on the site plan date stamped
May 17, 1986 on the Peninsula Hospital site about 150' from 1515
Trousdale across the new entrance to the hospital from Trousdale
shall be visibly designated for employee parking for 1515 Trousdale
and that an easement shall be prepared, approved by the city and
recorded showing that so long as the property at 1515 Trousdale is
in office use the owner of the structure shall have exclusive,
non -revocable right to the use of these spaces and to the required
access to these spaces and that these easements shall be recorded
prior to any construction on the new entrance;
3. that the parking on the Peninsula Hospital site to serve the
hospital shall be increased by eight spaces to replace the eight
designated for 1515 Trousdale and that this additional parking
shall occur prior to any construction on the new entrance from
Trousdale and the location of these spaces shall be approved by the
City Engineer and filed with the Planning Department; and
4. that the easement shown on the plans date stamped May 17, 1986
shall be mapped, approved by the city and recorded prior to any
construction on the new entrance or parking garage for Peninsula
Hospital or any relocation of access to 1515 Trousdale and that the
conditions of the City Engineer's memo of May 13, 1986 shall be
met.

CITY OF BURLINGAME
SUMMARY FANNING DEPT.
Relocation of the main entrance from E1 Camino Real to Trousdale displaces
eleven parking spaces for 1515 Trousdale. Reconfiguration of the parking
lot is necessary to provide required parking for the site. Variance to
access the reconfigured parking lot for 1515 Trousdale is requested. Plans
of existing parking (SK-1) and new parking layouts (SK-2) are attached.
Eight of the required 74 parking stalls are on adjacent property owned by
the same owner. Parking requirements such as compact ratio, aisle
dimensions, etc. comply with Burlingame Code Title 24. Peninsula Hospital
parking requirements are maintained. Area designation refers to areas
noted on SK-2.

FINDINGS FOR VARIANCE TO ACCESS 1515 TROUSDALE
(a) Variance to access 1515 Trousdale from the new entrance to Peninsula
Hospital allows for an efficient parking lot and safer vehicular and
pedestrian circulation.
As shown by arrows on SK-2, current ingress/egress into parking lots
for 1515 Trousdale along with the existing Hillhaven condition hinders
the efficient flow of vehicular traffic along Trousdale. In the
current situation, there are many cross/conflicting traffic patterns
that are quite dangerous at both Magnolia and E1 Camino Real inter-
sections. Relocating parking lot access to 1515 Trousdale and
Hillhaven from within the new Peninsula Hospital entrance system
eliminates these conditions.
Also, current ingress/egress to the parking lots conflicts with the
existing pedestrian crossing because of the locations and arrangement.
New access to 1515 Trousdale along with Hillhaven's new access elimi-
nates that conflict and makes the crosswalks safer by connecting the
crosswalks from street corner to street corner.
(b) The new parking layout made possible by the new accesses allows
increased landscaping on both sites.
The accesses from the new Peninsula Hospital entrance to the two sites
reduce the current number of ingress/egress on Trousdale from five

FINDINGS FOR VARIANCE TO PROVIDE OFFSITE PARKING FOR 1515 TROUSDALE
(a) 1515 Trousdale currently is required to have 74 parking, although six
of the 74 are not marked. Eight of the 74 parking stalls do not
conform to current parking standards per Burlingame Zoning Code,
leaving 66 code -conforming parking on the existing site. Recon-
figuration of the parking lot resulting from the relocation of the
main Peninsula Hospital entrance to Trousdale provides 66 onsite, code
conforming parking stalls.
(b) Having eight of the required 74 parking on adjacent property allows
for an efficient code -conforming parking layout for all 74 parking
spaces.
It also provides increased landscaping opportunities on the existing
lot.
(c) The eight parking stalls on adjacent property will be designated for
employees at 1515 Trousdale, leaving the 66 onsite parking for
patients and visitors.
(d) The property on which 1515 Trousdale and Peninsula Hospital are built
are all owned by the Peninsula Hospital District or its subsidiary,
Comprehensive Human Services, Inc. All 74 parking spaces are on

I am an executor of the last will and testament of my late
father, Oscar F. Person.
Among the assets of the estate is the building (but not the
land) at 1515 Trousdale Avenue, Burlingame. The building is
subject to an option to Peninsula Hospital District, which
option is in the process of being exercised. The land is
owned by Comprehensive Human Services, Inc.
The Estate of Oscar F. Person conceptually approves the plan
for the moving of the entrance to Peninsula Hospital to
Trousdale Avenue by creating a private road which is an ex-
tension of Magnolia Avenue. Accordingly, the estate has no
objection to the granting of the variance.

the road at all mes. A video resentation illustrated traffic flow
in the area at 7 00 A.M., 12:00 N n and 5:00 P.M. He advised the
other approved ar rental agency on site is not in operation, some of
their cars are arked there; there a e two other car rental businesses
directly acros the street; direction signs could be placed on site
so people wou d access through the rea • he has looked at other
locations, t.is building is relatively u occupied and the parking lot
is not used o its maximum. This franchi rents late model used cars;
cars to be turned on Sunday are dropped another location.
There were no audience comments and the public,,hearing was closed.
Commissi,6n discussion: although the building is n t fully occupied now,
on -site parking would be needed should it become fu ly leased; a site
inspection confirmed it is difficult to access; there are several car
rental agencies in the immediate area but it is not Commission's
function to call a moratorium on such businesses; some members of the
Commission were concerned about available parking; with the granting

determination; details of the proposed program, i.e., eligibility
requirements, scope of care; relationship of the hospital to the
project; discuss parking, why is project not meeting full off-street
parking requirements; limitations of the water main easement; tax

conflict with the cogeneration plant at the hospital.
These items were set for public hearing on June 23, 1986 on the
condition the Final EIR is certified by City Council prior to that
date.

parking for these buildings I went back to the Building Department
files and found the following:

The site plan showed stalls along the south property line which were to
be marked but are not now marked on site although the area is being
used for parking. My last on -site parking count showed 74 spaces on
site, including this unmarked but 'in use' area.

In 1981 a building permit for an addition was initially denied by the
Planning Department due to insufficient parking (56 stalls shown on
plans; 65 required). One month later the revised plans were reviewed
and following notation made on the 'blue sheet': "Revised parking plan
shows 59 parking spaces on site. 65 are required. However, other
hospital parking is within 150' of the site which can be considered to
relieve any parking congestion. Plans, as revised, are acceptable to
staff and have been OK'd by Commission. Therefore, building permit may
be issued."
The Sequoias submittal does show 59 parking spaces on site according to
their latest plan although it notes 54 as required; therefore a
Variance is not required here. However, a second Variance will be
called out on the application for 1515 Trousdale for the reduction in
parking.

NOTICE IS HEREBY GIVEN that Monday, the 23rd day of June , at
the hour of 7:30 P.M., in the City Hall Council Chambers , 501 Primrose Road,
Burlingame, California the Planning Commission of the City of Burlingame will conduct
