12. SPECIAL PERMZT FOR FIELD ENGINEERING TRAINING FACILITY IN M-1

Chairman Mink announced this item for considera�ion, stating that
Negative Declaration for the project had been posted.
Secretary Jacobs read letter of June 21, 1974 from Mr. Tevis Martin,
of Dooley, Martin, Anderson & Pardini, on behalf of his clients,
Lorraine and Mildred Martin, who had recently purchased the property.
He explained that his clients did not receive notification of the
proposed project which is adjacent to their property, but learned of
it from surrounding landowners. He went on to say his clients and
their subtenant, Rapid Mounting and Finishing Company are cc�ncerned
about the impact on off-street parking which this use will engender.
%Ie stated his clients are also concerned sinee ingress and egress for
off-street parking for the applicant is over property owned by them
and adjacent property owners, and he requested continuance of this
hearing in order for all concerned to review the provisions of the
easement.
City Planner Swan explained that notification of property awners is
accomplished by reference to assessors maps. In this case, a parcel
number had been changed by the County Assessor's Office, the City
Clerk's office had no� been notified af the change, and therefore
the correct owner was not notified.
Chairman Mink requested commen� from Mr. H. R. Fielden, representative
of the applicant. Mr. Fielden stated that his company wauld be glad
to confer with surrounding praperty holders regarding the easemen�:,
even though the documen�.s which create the easement go b�ck to 1960.
He was agreeable to a short continuance of this hearing, and further
stated he would communicate with Mr. Martin to set up a meeting for
discussion of this easement, for which he felt he had qualified
documentation. He agreed to include in this meeting Mr. t�'alter Roosli,
Rapid Mounting and Finishing Company; and Mr. Joseph Todd, Lee's
Carpeting.
Chairman Mink announced this application would be heard at an adjourned
meeting of the Planning Commission at 7:30 P.M., July 8, 197�.

BUILDING IN M-1 DISTRICT AT 1047 BROADWI�Y B�C DOUGLAS BRASS,
OWNER DON TATEOSIAN (ND-41P POSTED 6/13/74)
Chairman Mink announced this application for hearir�g. Secretary Jacobs
read letter of June 10, 1974 from Mr. Tateosian, consenting as owner
to this application for this use of his property. Mr. Tate was present
to represent Mr. Brass.
City Planner S�aan showed slides of this establishment on bath sides.
He commented on the intrusion of the building drive and parking area
on the sidewalk facing Carolan and noted �he discomfort to pedestrians.
Mr. Tate had no comment.
Secretary Jacobs read memorandum dated June 21, 1974 from Fire Inspector
How�rd Pearson. This s�tat�d that the proposed use of auto repair

would constitute a change of use from a storage garage where no repair
was done, and inflammable materials were not used. The proposed use
would require a four-hour fire wall because it is more hazardous.
Secretary Jacobs also read letter dated June 14, 1974 from Dr. A. H.
Gaffin, Burlingame Animal Hospital, adjoining this property. Dr.
Gaffin protested the already congested traffic on Broadway and the
fact that the Tateosian property does not have adequate parking for
its customers. He stated previous customers had parked on his own
property, interfering with his facility. .
Chairman Mink requested audience comment. There was no response and
the public hearing was decl�red closed.
In response to several questions, Commissioner Taylor was informed
that probably the overhang does extend over City property, and the area
in front of the building has curb and gutter and a flat valley gutter
for access.
Commissioner Sine questioned the fact that the signage was still up.
The City Planner stated the signs are to be declared obsolete, then
their removal is the responsibility of the Building Tnspector.
Commissioner Sine questioned if the applicant had investigated the cost
of a four-hour fire wall. Mr. Tate replied that the cost wauld appear
prohibitive for this 100' wall, and stated when application was
originally made it was not thought the use would be significantly
different. Now he felt th� firewall would be too costly, and requested
this item be dropped from the agenda. The Chair formally noted this
i�em as dropped from the meeting agenda.
14. SIGN VARIANCE FOR NEW COPY ON 37 FOOT HIGH, 275 SF POI.E SIGN
AT 895 STANTON ROAD FOR GENERAL BUSI,NESS SYSTEMS.
Commissioner Mink announced that members of the Commission had received
copies of this application and copies of minutes from the December 28,
1961 Planning Commission meeting when the original sign was approved
for Facit. He noted the minutes show this sign as being 42'6" tall.
Plans for the sign were distributed.
Mr. Morris Finch, president of General Business Systems, was accorded
the privilege of �he floor. He stated his company is a distributor
for Norelco. They have entered into an agreement to purchase the
land and buildings which they are currently occupying. They propose
to repaint the existing sign, changing copy for identification, color,
and reducing the illuminated area. He displayed a colored rendering
of this blue and white sign, and pointed out where the illumination
would be lessened.
Z'here was no response to request for audience comment. The public
hearing was declared closed.
Commissioner Sine questioned why the sign had not been removed.
City Planner Swan explained that written notification to remove an
obsolete sign within 30 days must be given to the owner before the
building inspector is 3uthorized to cause removal of such sign. He
went on to comment that earlier in the meeting prohibition of all

automotive services to the area would only increase this congestion.
The pronerty at 1049 Broadcaay never has had adequate parking facilities.

parking on our facilitites, at times our own clients couldn�t get into our
hospital.
If the City continues to grant snecial permits in this area, then they must
assume the responsibility of providing adequate parkin�.

condition.

Subject: Application for special permit to use office area at
1047 Broadway for a retail commercial store.
I requested Sergeant R. J. Quinn, Director of Traffic, to make a
survey concerning the above mentioned application. The salient
factors are as follows:
1. Lack of parking in the immediate area.
(This block is surrounded by freeway interchange,
industrial area, railroad crossing, apartment
complex, and shopping area.)
2. Approximately 19,301 vehicles use Broadway during a 24-
hour period; 6,300 vehicles during the hours of 9:00 a.m.
to 2:00 p.m.
3. Approximately 6,049 vehicles use Carolan between the hours
of 9:00 a.m. to 2:00 p.m. As the apartment complex reaches
full occupancy, another approximate 6,000 vehicle movements
will be generated, reaching a total of 31,000 movements in
this area for a 24-hour period.
4. Another 300 to 600 additional vehicle movements are antici-
pated upon completion of the carwash on Carolan.
We therefore object to the granting of a permit for this type of
establishment at this location as it would indeed generate additional
traffic in an already congested area; and we do not at this time see
a possibility for providing any additional parking facilities at the
location in question.

Commissioner Sine expressed concern as to additive parking. �Ie also
referred to lack of a permit for t}ie present si.gn, illegally installed.
Nir. Finkelstein, attorney for �ir. Dimicelli, stated t}iat he liad recor,i-
mended the sign be covered for the tirie being. Commissioner Sine re-
" minded him t}iat an application by tlie antique store for a sign permit
was still necessary. �
Cor.unissioner Taylor moved that the special permit for establishment
of a retail store in an �1-1 district at 1130 Carolan Avenue by Donald
D. Tateosian be granted conditionally: 1) The ciocuments submitted
be approve.l by tIie City Attorney and City Engineer, and 2) that
the application be limited to and extensive wit}i tlie life of t}ie
lease, nat to exceed five years. �•Iotion was carried 5- 0 on the

Neither �Irs. Small nor a representative responded when Chairman
Cistulli annouiiced Ite�n 2 open for hearino. City Planner Stiaan ad-
vised the commission that only verbal notification of application
withdrawal hacl been received frvm �1rs. Rhoda Snall. At that time,
she h�as informed that a letter.stating her intention was required.
Hoiaever, because the application fee was not refundable, �Irs. Small
indicated there [probablyJ h�eulcl be no further conunuiiication. The
City Planner stated a letter from the Police Department giving the
traffic circulation in that area had been receiyed but review would
seem academic.
Chairman Cistulli observed that there was no proof to file of the
fact that �irs. Small k�as withdra��ing the application. If the r�otion
were tabled, it ��ould continue to be carried, serving no purpose.
It was notecl t}iat application rejection would apply only to �•irs.

structure but considered the cottage in the rear a substandard
structure with questionable utilities. Commissioner Norherg did

lessee, Peninsula General Tire, for retail ready-to-wear, sample
rooms, storage, and office. Because of part-time and evenina hours
and her specific type of busir_ess, there �vould be need for no more
than two parking spaces. Secretary Jacobs also read letter from
Louis Segal of Peninsul� General Tir.e, approvinc; Mrs. S�nall as
their tenant. He read a letter from Burlir_c�ame Anirmal Hospital
objecting to this use unless a:;tple parkin, is provided.

replied that the C?ty Fire Inspector had only three rec�uirements -

Commissioner M�_nk questioned if it were possib�.e to combir_e this
property with that of the antigue store for purposes of parkir_g, and
he was informed by th� Ci�y Attorney that the applications must be

It is becomin� more evident evPry day that without adequate
narking, a husi�ness �r profession can not long exist, This
condition is particularly true of the eastern end oF Rroadway
Ave�ue, between t�� railroad trac?cs anc3 the freeway overpass,

businesses in this area do not provide any narki��� �or their
customers. Or, if they ���o, it is hi�hly inadequate. Therefore,

The proposed store is a major change in use that causes the building
to come c�ithin parking reQuirements. The code requires two
off-street parking spaces:
There are no designated off-street parking spaces.
� This corner location ias no on-street par�ing spaces.
The Broadway-Carolan intersection is already faced with traffic
con{licts and con�;estion. Broadway functions like a freeway
entrance road. Left turn movements to and from Carolan Avenue
are unregulated and dangerous. Redesign of Broadway is needed
to increase capacity and improve safety. The existing side-
walk on the south side is substandard. An automatic.carwas}i
has been approved for 600 feet alono the south side of Carolan
Avenue.
One purpose of the '�I-1 district regulations is..."to prohibit uses,
buildings and structures which are incompatible Urith the in-
tended character of the district."
Signs, hours of operation, length of lease.
Retail sales is an F-2 occupancy proposed in the same building with
a repair darage that is an E-4 occupancy. The structure is
Type VN (ztiTood frame sprinklered) located in Fire Zone II.
Reclassification from A4-1 to C-2 has been recommended to the pro-
perty owner.
Conditions:
The proposed establishr�ent must have one-hour separation from
repair garage and a fire extinguisher must be installed.
O�f-street parking will be required for any use of the second
area except storage.
