It this Regular Meeting of the Planning Commission, at which a quorum was present,
there was heard the petition for a variance of zone affecting the residential building at
1449 Bellevue Avenue, known as Lot 13, Block 10, Burlingame Land Co. tract. City Attorney
Karmel was present and explai.nad the zoning ordinance which was adopted in 1929. The Chair-
man read the petition requesting that a variance be granted from its present status from
Apartment to a Permissive Variance to allow the use of the property as Chapter Headquarters
of the San Mateo County Chapter, American Red Cross. There were present at the hearing
approximately 75 residents and property owners. W. H. Taylor, Chairman of the Red Cross,
spoke at length in favor of the granting of the variance and others present spoke in favor.
Mrs. Brace, 1415 Bellevue Avenue, and others spoke against any change which would permit any
commercial activity in that locality. Commissioner Brown expressed the thought that these
neighbors were unnecessarily apprehensive as the petition did not seek a change of zone but
a variance for the specific use of the San Mateo County Chapter of the American Red Cross.
After considerable discussion, Commissioner Brown made a motion that a variance be granted
as set forth in the petition, which motion was seconded by Dr. Macomber. Upon roll call
the vote was as follows:
