Since there was no appeal to or suspension by the City Council, the
September 26, 1988 Planning Commission approval of your variance
application became effective October 4, 1988.
This application was to allow one covered off-street parking space
where two are required at 457 Bloomfield Road. The September 26,
1988 minutes of the Planning Commission state your parking variance
was granted with the following conditions:
1. that the addition shall be built consistent with the plans
submitted to the Planning Department and date stamped August
29, 1988;
2. that the existing garage shall be enlarged to provide for a
usable parking area of 10� x 40' (interior dimensions) and
this area shall never be used for living area or separate
residential purposes;
3. that the water heater set on a wood shelf in the garage
shall meet all structural and seismic requirements specified
by the building code, and a 7� minimum vertical clearance
shall be maintained from the bottom of the shelf holding the
water heater to the floor below; and
4. that the conditions of the Chief Buildi�g Inspector�s
September 12, 1988 memo shall be met.
All site improvements and construction work will require separate
application to the Building Department. This approval is valid for
one year during which time a building permit must be issued. One
extension of up to one year may be considered by the Planning
Commission if application is made before the end of the first year.

9. PARKING VARIANCE TO PROVIDE ONE COVERED OFF-STREET PARKING
SPACE WHERE TWO ARE REOUIRED AT 457 BLOOMFIELD RD ZONED R-1
Reference staff report 9/26/88 with attachments. CP Monroe
reviewed details of the request, staff review, planning staff
comments, applicant�s letter. Four conditions were suggested for
consideration at the public hearing.
Discussion: CP Monroe clarified that the deck at the rear of the
property is about 2� off the ground and only the portion of this
deck with a roof above it has been calculated into lot coverage.
Chm. Jacobs opened the public hearing. Ralph Button, project
designer, was present representing the application. He explained
that he had designed the garage to be 10� wide by 40�-4" deep,
however staff review indicated the garage to be 9'-7" wide by 38'
deep. CP Monroe advised that a condition could be attached to
this project requiring that the interior dimensions of the garage
be 10' x 40' minimum. The applicant noted that such a condition
would be acceptable. He explained that there is only 8� between
this house and the house next door; there is no way to add two
side by side parking spaces without the garage extending over to
the middle of the living room. There were no further audience
comments and the public hearing was closed.
With the statement that a 20' X 20' garage would be impossible to
provide on this property, C. Harrison moved for approval of the
parking variance with the following conditions: (1) that the
addition shall be built consistent with the plans submitted to
the Planning Department and date stamped August 29, 1988; (2)
that the existing garage shall be enlarged to provide for a
usable parking area of 10� x 40' (interior dimensions) and this
area shall never be used for living area or separate residential
purposes; (3) that the water heater set on a wood shelf in the
garage shall meet all structural and seismic requirements
specified by the building code, and a 7� minimum vertical
clearance shall be maintained from the bottom of the shelf
holding the water heater to the floor below; and (4) that the

Motion was seconded by C. S. Graham. Comment on the motion: have
a problem with the water heater being placed on a shelf; maker of
the motion and C. Ellis noted that as long as the water heater
met all building code requirements, they were not concerned about
its location. Motion was approved on a S-0 roll call vote, Cers.
Giomi and H. Graham absent. Appeal procedures were advised.

SUBJECT: PARKING VARIANCE TO PROVIDE ONE COVERED OFF-STREET
PARKING SPACE WHERE TWO ARE REQUIRED AT
457 BLOOMFIELD ROAD, ZONED R-1
The applicants, Dr. and Mrs. Wilson are requesting a parking
variance in order to increase the number of bedrooms on their
property from two to three without providing a second code
standard parking space on site at 457 Bloomfield Road, zoned R-1
(Code Section 25.70.030-a). The project involves the addition of
a second story, 530 SF inaster bedroom/bath. Applicants propose
to add a 16' x 9'-7" extension to the rear of the existing 22�x
9�-7" garage for a total area of 38' x 9'-7" (interior
dimensions), where the minimum dimensions for a two car garage
are 20� x 20�.
The existing house is 1,113 SF with a 247 SF garage for a total
area of 1,360 SF. Proposal involves the addition of a 582 SF
family/dining room extension on the ground floor along with a 204
SF garage extension and a 530 SF second floor addition for a
total area to be added of 1,316 SF. Total square footage
(including the garage) would increase to 2,676 SF; a 51� increase
in area.
Staff Review
City staff have reviewed this request. The Chief Building
Inspector (September 12, 1988 memo) notes that he would recommend
relocating the water heater to the rear of the garage to provide
more clearance for veh�icles to back out. He also notes that a
one-hour wall separation is required between the attached garage
and the residence. The City Engineer (September 12, 1988 memo)
notes that there does not appear to be sufficient room to provide
for code standard parking without removing a portion of the
existing building. He also notes that the driveway cannot
accomodate more than one parked vehicle. The Fire Marshal
(September 8, 1988 memo) had no comments.
Planning staff would note that the water heater, which is shown
on the plans toward the middle of the garage, will be placed on a
wood shelf, 7�-6" above the concrete floor. The applicants are
proposing this arrangement in order to allow the area under the
water heater to be used for parking. The water heater and shelf
will be required to meet all building code structural and seismic
requirements before a building permit may be issued. At the rear
of the garage there will be a 2-1/2� x 8' nitch where the washing
machine, dryer and sink will be located.
The driveway on this property measures 30', therefore there is
only 15' behind the front 15' front setback in which a vehicle
may park. A parking space must have a 20' depth, therefore a
vehicle parking in the drivewa�r would extend 5' into the front
setback.
Agplicants' Letter
In their letter of August 29, 1988 the applicants note that
providing two side by side parking spaces would ruin the
appearance of the house and the cost would be prohibitive, as it
would require remodelling the entire first floor. They note that
the family consists of two adults and two children, ages 9 and
11. These children have been sharing a bedroom and the proposed
addition would allow each of them to have their own room.
F�ndinas for a Variance
In order to grant a variance the Planning Commission must find
that the following conditions exist on the property (Code 5ection
25.54.020 a-d):
a. that there are exceptional or extraordinary circumstances
applicable to the property or class of uses in the district,
so that a denial of the application would result in undue
property loss;
b. that such variance would be necessary for the preservation
and enjoyment of a property right of the owner of the
property involved;
c. that the granting of such variance would not be materially
detrimental to the public health, safety or welfare, or
injurious to the property or improvements of other property
owners, or the quiet enjoyment of such property or
improvements; and
d. that the granting of such variance will not adversely affect
the comprehensive zoning plan of the city.
Plannina Commission Action
The Planning Commission should hold a public hearing. Findings
should be made for affirmative action; the reasons for any action
should be clearly stated. At the public hearing the following
conditions should be co�sidered:
1. that the addition shall be built consistent with the plans
submitted to the Planning Department and date stamped August
29, 1988;
2. that the existing garage shall be enlarged to provide for a
usable parking area of 38'x 9'-7" (interior dimensions) and
this area shall never be used for living area or separate
residential purposes;
3. that the water heater set on a wood shelf in the garage shall
meet all structural and seismic requirements specified by the
building code, and a 7� minimum vertical clearance shall be
maintained from the bottom of the shelf holding the water
heater to the floor below; and
3. that the conditions of the Chief Building Inspector�s
