Summary: The applicants are proposing to amend a previously approved conditional use permit for an auto rental
business at 1409 Rollins Road, zoned M-1. A special permit for a leasing facility for new automobiles and trucks
was approved in 1971. In the original application the applicant estimated between 50-75 vehicles on-site, with
between 15-20 employees. In 1983 an application was made to amend the original approval to include auto rental
in conjunction with the approved auto leasing. This application was approved with the following conditions of

that the car rental fleet operated from this site be limited to a maximum of 30 vehicles and operated
between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday;
that no off-loading or on-loading of vehicles from trucks take place on the street or public right-of-
way;
that no parking of leased or rental vehicles be allowed on-street at any time; and
that there be no maintenance or washing of vehicles on the site until the drainage facilities meet the
requirements of the City Engineer.
The applicant, Enterprise Rent-a-Car, is seeking 1) to extend the approved hours of operation to 7:30 a.m. to 6:00
p.m. Monday through Friday and Saturday 9:00 a.m. to 12:00 p.m.; 2) to increase the rental fleet from 30 to 60
vehicles; and 3) to have auto rental only, no leasing on the site.

The building envelope would not increase with this proposal and there are no site improvements proposed. The
applicant has obtained tenant improvement permits for interior remodel of the building as well as re-roofing. The
former rental car facility on this site was Hyatt Rent-a-Car. Enterprise Rent-a-Car has officially occupied the site
for business operations since October. Enterprise has two other Burlingame locations at 1008 Carolan Avenue and

821 Malcolm Road. The Carolan Avenue site serves the residential and auto dealers, while the Malcolm Road site
serves hotel customers. The applicant has stated that the intent of expanding this facility is to better serve the repair
shops in Burlingame north of Broadway, to better serve the residents of north Burlingame and Millbrae, and to
alleviate the general traffic concerns on Carolan Avenue.
The subject property is 33, 086 SF in area. The lot fronts on Rollins Road, with strcct frontage and access from
North Carolan Avenue as well. The majority of the site is paved, except a small portion along the western edge
of the property near North Carolan Avenue that is an unpaved dirt and gravel mix. There are currently eight
employees on-site, six rental staff and two corporate/administrative support staff. There would be an increase to
twelve employees in the next two to five years. Currently approximately 8 customers visit the site each day. It
is anticipated that there would be 13 customers per day in the next 2 years, and 22 customers per day in the next five
years. The maximum number of people (employees and customers) expected on-site at any given time is between
12-14.
The site would be accessed by customers from the Rollins Road entrance, however employees would access the site
from the North Carolan entrance. The applicant, Enterprise Rent-a-Car offers a free shuttle to customers to body
shops, dealerships, and their homes. This service reduces the amount of customer traffic to the site. Five of the
existing employees at this site use company (fleet) cars to get to and from work.
The building is non-conforming with regards to landscaping. The original approval was in 1970, before the City
adopted landscaping requirements for the M-1 district in 1975. The site currently has 1,830 SF (5.5%) of
landscaped area where 10% (3,308SF) is required. Since this project does not include expanding the building
envelope or paved area, nor does it propose a change in use which would be more intense, no additional landscaping
is required.

Staff Comments: See attached. Planning staff would note that we have requested additional information on the
plans, including clearly labeling employee parking, customer parking, shuttle parking, rental fleet parking, and the

path of travel for trucks delivery new fleet vehicles to the site. These plans will support additional conditions of
approval for the project, including a condition to review the application a one year to determine if performance
standards are being met. The applicant will incorporate any Commission requested information along with Staff
requested information into a revised set of plans for the action meeting.
