SUBJECT: AMEND��IENT TO USE PERMIT FOR AUTO RENTAL IN CONJUNCTION WITH
AUTO LEASING AT 1409 ROLLINS ROAD
The applicant, E. E. Booth representing McCullagh Rent-A-Car, requested an amendment
to his use permit to allow car rental to patrons of the auto leasing use at 1409 Rollins
Road. In December, 1970 the Planning Commission granted a use permit to McCullagh
Leasing, Inc. to "maintain a new car and truck leasing facility" at 1409 Rollins Road
(Planning Commission minutes December 28, 1970). The applicant points out the principal
use at this site is auto leasing. He would, with a permit amendment, like to add five
to 30 vehicles to the site which would be used as car rentals. Only those companies with
auto leasing agreements with the firm would be able to rent the available cars. The
applicant expects 60-70% of the cars on site for rental to be off the site each day.
The car rental facilities will operate on the same Monday through Friday, 8:00 to 5:00
basis as the current leasing operation. There will be an increase of two employees on
the site.
City staff have reviewed this aoplication. The Chief Building Inspector (memo of
January 28, 1983) and Fire Marshal (memo of January 27, 1983) had no comments. The
City Engineer (memo of February 1, 1983) notes that the major increased traffic impact
of this request will be from additional employees. He points out that for this site
this would not be a significant increase in trips, but it could have a cumulative
effect. He also recommends conditions to ensure that the rental operation from this
site will not affect on-street parking in the area.
The applicant in his project description dated January 19, 1983 notes that many of their
lease customers are now interested in short term rental of cars, and they would like to
provide this service. He expects that the number of daily rentals will increase from
one a day in 1983 to five a day in 1985 and 10 per day by 1987.
In reviewing the past and current applications, Planning staff notes that continued
concern has been expressed about maintaining landscaping to provide a screen for cars on
the lot. Also, while there is considerable parking on-site, the on-street parking in
this area appears to be heavily used. Current landscaping should be maintained and
enhanced if possible and measures should be taken to protect the availability of on-street
par ki ng.
The !'�anning Commission should hold a public hearing which should also consider the
following conditions:
1. that the car rental fleet operated from this site be limited to a maximum
of 30 vehicles and operated between the hours of 8:00 A.M. to 5:00 P.M.,
Monday through Friday;
2. that no off-loading or on-loading of vehicles from t.rucks take place on the
street or public right-of-way; and
3. that no parking of leased or rental vehicles be allowed on-street at any time.

Dear Ms. Towber:
The purpose of this letter is to flarther present our intent on establisY�
a Rent A Car Division at our location.
Presently, Conmercial Credit/McCullagh Leas3ng, Inc. is the third largest
fleet leasing corr�ar�y of the United States with 19 Regional offices throughout
the country. As we are a na.tional company we serve accounts that may have
their home offices located in other states but have local offices in the
Ba.y Area. Since it is canmon for out of state business personnel to visit
their area offices here, there is usua.11y a need for a vehicle to be used
once they arrive. In times past, our lar�er clients u�ed to maintain car
pools whereby a vehicle could be loaned out when needed. However, with our
present econorr�y mar�y of these carr�anies have reduced or all together dissolved
their car pools.
Our first purpose therefore is to provide our Rent A Car service ior this
situa.tion. A customer who is presently leasing fY�om us could simply rent a
vehicle for the period. of t3�ne necessary and turn it back in when they're
finished. They would no longer have to place vehicles on our standard long
term leases and be faced with continued monthly rentals while the vehicle
was basical�y not being used.
Secondly our customers ocassiona.11y hire on consultants or individuals for
short term projects requiring a vehicle ior a sma]..1 period of time. Aga3n
our rent a car pro�am could benefit their needs.
It should be noted. that we are not attempting to compete with the maj or rental
corr�anies such as Hertz, Avis, National etc. Certainly if we get some off the
street business we would take it but our primary purpose is to be in the posi-
tion to better serve our present custo�r�ers.

Gentlemen:
The special use permit approved by the Planning Com-
mission for operation of a new truck and car leasing facility
in the industrial district at 1409 Ro1,l.ins Road was not
appealed and became effective Tuesday, January 5, 1971.
During the course of the discussion on the application,.
members of the Commission suggested that special attention
be given to maintenance of landscaping in �he area a,�c�nq the
Rollins Road frontage/as a method of screening vehicl� storage
from the street.

San Francisco, for special permit to mainta�.n a new car and truck
leasing facility in the industrial district at 1�09 Rollins Roa;7.
The application form recited improvem�nts existing: "office building,
asphalt yard, cyclone fence."
The applicant's co:r�unication, dated r;ovember 24, 1970, signed by
C. E. riartin, Area Vice President, Com:��iercial Credit Industrial
Corporation, stated th�t bicCullagh L�c-1SiI1g Inc. , a wholly-o�vized
subsidiary of ComLLmercial Czedit Co�lpany, Baltimore, Maryl�nd, is
engaged in the business of leasing new cars and trucks to m�:jor business
concerns using fleets of up to 50 units; that vehicles are in stor�ge
only for the relatively short period necessary to perforn minor �djust-
ments to assure safe operating condition prior to delivery to the
client, that used units are returned to th� center to be neld until
sold, the majority being disposed of through ne��� or used car clealers
and that it is anticipated that fifty to seventy-five vehicles to be
the maxinum in storage at any one time.
Z'he communication stated that at no time will major repairs or
replacements be made at the local facility, such work being performed
by the manufacturer or new car dealer on new units and used vehicles
are disposed of "as is. "
Mr. E. Rickenbacher, 126 Rosewood Way, South San Francisco, represented
the applicants.
Z'he City Planner, in response to Chairman Sine, reported that the

Chairr�an Sine announced a public hearing on the application of David Kron
and George Parsons, 1005 Drake Avenue,- Burling� rs�e, for variance to
develop a proper�y in the first-residential district at 117 Bloo�nfield
Road with a five unit garden apartment. (Lot 5, Block 26, Lyon &
Hoag Subc,ivision)
Z'he applica�ion form recited improvements existing: "Six roon single-
family residence."
Z'he applicant's letter of justificatioii stated that the granting of the
variance would serve the public interest by ridding the city of an out-
dated and "tired out" property, improving the "eye appeal" for the
immediate residents in the area and creating reason�bly-priced modern
living quarters for reliable city-supporting residents.
The com*nunication stated that the property is creating a hardship for
the owners in its present condition because the builc3ing is structurally
unsound and rent potential nil; from the standpoint of economics, it
would be impracticul to demolish the existing structure and replace with
s single-family dwelling.
�he communication stated further that the pr000sed dwelling with a low
to medium density factor conforms to general pl�n recom�nendations for
the area of wnich the subject property is a part.

Re: Auto Rentals - 1409 Rollins Road
I have reviewed the subject site and the surrounding area. Any increase in
traffic will impact the area during peak hours. The projected total of ten
trip ends per day seems low for this useage and I assume this is only rentals.
Employees and service related trip ends would increase the total in five years
from an estimated fif teen to twenty-five at present, to a total of f rom
twenty-five to thirty-five trip ends per day in five years. Any increases
during peak hours, however, should mostly be from the increased employees
(5) for an increased peak hour useage of five to six trip ends per day. This
is not significant in my estimation, except for cummulative effects.
Should the Commission choose to approve this application, the following con-
ditions should be attached to the approval:
1. No off-loading or on-loading of vehicles from trucks in street or
publ ic right-of way.
2. No parking of lease vehicles allowed on-street at any time.
