HomeMy WebLinkAbout1808 Davis Drive - Staff ReportMEMO DATE: TO: FROM: November 2, 2005 Planning Commission City Planner Planner's Report Meeting Date: 11/14/OS RE: FYI —1808 DAVIS DRIVE, ZONED R-1 Summary: On June 13, 2005, the Planning Commission approved, by resolution, an application for design review for a second story addition at 1808 Davis Drive, zoned R-1 (June 13, 2005, Planning Commission action minutes and May 23, 2005, design review study minutes attached). A building permit was issued for the project on August 18, 2005. Requested change: The following changes are proposed to the approved plans (refer to Revised elevations date stamped October 21, 2005): Right sidc Elevation: o Window added on second floor at stairwell; o First floor window in master bedroom removed; and o Skylights added above kitchen. • Front Elevation: o New Gable Vent proposed (to be centered under roof eave). • Rear Elevation: o Larger window proposed in master bedroom (6' x 6'-6" to 9' x 6'-6") The design of the house remains the same. Planning staff would note that because of the type of revisions, it was determined that this change could be reviewed by the Commission as an FYI item. If the Commission feels there is a need for more study, this item should be placed on an action calendar for a review and/or public hearing with direction to the applicant. There were no requests from the public. However a Commissioner had some comments on item 1D. 1312 Vancouver Avenue and asked that this item be moved to the regular action calendar. C. The motion was seconded by C. Osterling. Chair Auran called for a voice vote on the motion. The motion passed on a 7-0 voice vote. Appeal procedures were advised. Acting Chair Brownrigg opened ic hearing. John Shanley, property owner, was present to answer questions. Mr. Shanley noted that he left messages for the neighbor including hi e number and email address but has had no response from the neighbor. Commission noted e plans have been revised so that there is 2 feet between the detached garage and the property line at the rear and at the side property line, this is better than the 1 foot originally pr oot is pretty tight to get in to maintain the structure, but with the new site plan prov' ppears to be 4 feet to the adjacent garage, so if the owner wants to have only 1 foot betw rage and the property lines it is o.k.. There were no further comments and the public heari c osed. C. There were no questions of staff. Chair Auran opened the public comment. Randy Grange, TRG Architects, architect, 205 Park Road Suite 203, Burlingame, Michael Shea, 1812 Davis Drive, spoke regarding this project; applicant was available to answer questions, noted that this was not an easy house to add on a second floor, tried to simplify what was existing on the house, removed one of three gables at the front of the house, now have a more balanced roof and centralized the second floor mass. Neighbor noted he was in favor of the project, will be visually appealing and an improvement on this street. Commission noted that the designer has done a nice job; this simple, elegant design blends in quite well with the existing house; appreciate seeing the existing and proposed building elevations side-by-side on the same page. Commissioners made the following comments: � Columns supporting the porch roof are not shown on the floor plans, please revise plans to show; and � If the owners have small children, suggest a safety gate be built at the top of the stairs. There were no other comments from the floor and the public hearing was closed. C. Brownrigg made a motion to place this item on the consent calendar at a time when the suggested revisions have been made and plan checked. This motion was seconded by C. Keighran. Chair Auran called for a vote on the motion to place this item on the consent calendar when plans had been revised as directed. The motion passed on a voice vote 7-0. The Planning Commission's action is advisory and not appealable.
