In urbanized areas, up to three single-family residences maybe constructed or converted under this exemption. Summary: The applicant is requesting design review for a first and second story addition at 1808 Davis Drive, zoned R-1. The existing house is one story with an attached garage. The existing floor area is 1,750 SF (0.33 FAR). The first floor addition is approximately 189 SF and includes expanding the master bedroom at the rear, extending the kitchen on the right side, and expanding the front entrance. The new second floor will be 795 SF and will include adding two bedrooms, a full bathroom, a laundry room and play area at the top of the stairs. The first and second floor addition will increase the total floor area of the remodeled house to 2,734 SF (0.52 FAR), where 2,780 SF (0.52 FAR) is the maximum allowed. The proposal is 46 SF under the maximum floor area allowed on this parcel. The existing attached garage is 17'6" wide by 20'2" deep and is considered to be a one car garage (10' x 20'), and meets the parking requirement for this four-bedroom house. The den on the first floor is considered a bedroom in terms of parking calculations and the playroom on the second floor at the top of the stairs is not counted as a bedroom because it is open to the floor below. Design Review Study Meeting: At the Planning Commission design review study meeting on May 23, 2005, the Commission requested that the floor plans be revised to show the columns supporting the porch roof and suggested that the owners have a safety gate built at the top of the stairs for small children. The Planning Commission voted to place the proj ect on the consent calendar. The applicant submitted a revised first floor plan, sheet A-2, date stamped May 27, 2005, that includes the columns for the porch. In addition the plans include a revised right side elevation, sheet A-4, with the middle window (kitchen) moved 18" toward the rear of the house to better accommodate the kitchen layout. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated in the attached minutes of the Planning Commission's May 23, 2005, design review study meeting the architect has done a nice job on this addition; proposal is simple, elegant design that blends in quite well with the existing house, and for these reasons the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings made for design review. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 2 Design Review 1808 Dnvis Drive that the project shall be built as shown on the plans submitted to the Planning Department date stamped April 15, 2005, sheets A-1, A-3, A-5 and A-6 site plan (including landscape plan), roof plan, building elevations, and sheet A-2 and A-4, date stamped May 27, 2005, floor plans and right side elevation and that any changes to building materials, exterior finishes, footprint or floor area of the building shall require an amendment; 2. that any increase to the habitable basement floor area and any changes to the size or envelope of the first or second floors, which would include expanding the footprint or floor area of the structure, replacing or relocating a window (s), adding a dormer (s) or changing the roof height or pitch, shall be subj ect to design review; 3. that the conditions of the Recycling Specialist, Fire Marshal, Chief Building Official, NPDES Coordinator and City Engineer's memos dated April 15, 2005 shall be met; 4. that prior to scheduling the framing inspection, the project architect, engineer or other licensed professional shall provide architectural certification that the architectural details such as window locations and bays are built as shown on the approved plans; if there is no licensed professional involved in the project, the property owner or contractor shall provide the certification under penalty ofperjury. Certifications shall be submitted to the Building Department; 5. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans; 6. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 7. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Department; 8. that during construction the applicant shall use all applicable "best management practices" as identified in Burlingame's Storm Water Ordinance, to prevent erosion and off-site sedimentation of storm water runoff; and 9. that the project shall meet all the requirements of the California Building and Fire Codes, 2001 edition, as amended by the City of Burlingame. There were no questions of staff. Chair Auran opened the public comment. Randy Grange, TRG Architects, architect, 205 Park Road Suite 203, Burlingame, Michael Shea, 1812 Davis Drive, spoke regarding this project; applicant was available to answer questions, noted that this was not an easy house to add on a second floor, tried to simplify what was existing on the house, removed one of three gables at the front of the house, now have a more balanced roof and centralized the second floor mass. Neighbor noted he was in favor of the project, will be visually appealing and an improvement on this street. Commission noted that the designer has done a nice job; this simple, elegant design blends in quite well with the existing house; appreciate seeing the existing and proposed building elevations side-by-side on the same page. Commissioners made the following comments: • Columns supporting the porch roof are not shown on the floor plans, please revise plans to show; and • If the owners have small children, suggest a safety gate be built at the top of the stairs. There were no other comments from the floor and the public hearing was closed. C. Brownrigg made a motion to place this item on the consent calendar at a time when the suggested revisions have been made and plan checked. This motion was seconded by C. Keighran. Chair Auran called for a vote on the motion to place this item on the consent calendar when plans had been revised as directed. The motion passed on a voice vote 7-0. The Planning Commission's action is advisory and not appealable.
