Summary: An application for Design Review for a first and second story addition to a single family dwelling at 1800 Davis Drive was approved by the Planning Commission on November 26, 2007 (November 26, 2007 Planning Commission Meeting Minutes attached). A building permit was issued on May 29, 2008 and construction is underway. On February 26, 2009, the property owner submitted an FYI application for proposed changes to the side and rear elevations and the landscaping. The project was approved with a painted wood water table around the structure (at the level of the first story finished floor) with stone veneer below. The project was also approved with a stamped concrete patio and expanded grass lawn in the rear and five bay laurel trees in the right rear corner of the yard. The applicant is requesting to remove the stone veneer finish from the sides and rear of the stucture, along with the painted wood water table. The applicant would also like to leave the existing hardscape in the rear yard and plant two 24"-box size chinese flame trees instead of the approved 15-gallon bay laurels. The requested changes are shown on the originally approved and proposed elevations and landscape plan date-stamped February 26, 2009. No changes are proposed to the front elevation. Because the proposed revisions are on the side and rear of the structure, Planning staff determined that the project could be reviewed by the Commission as an FYI item. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. I would first apologize for any inconvenience I would have caused. However, after repeatedly serious thought, I would like to propose two changes to the approved design: 1, stone veneer finish on the both sides and rear wall of the property and 2, landscaping of the backyard. Reasons: 1, Stone veneer finish on both sides and rear of the property A, Based on my understand, for the elevation of the house, neighbors may not be able to see the stones on both sides and rear of the property when they stand on Davis Drive. I will certainly keep the approved stone design in the front of the house and around the chimney. B, Owing to the economic crisis, increased costs of labors and materials, and my tight financial situation, I would really want to save money on the stone purchase. 2, Landscaping in the backyard A, I will have children and hope to keep the original concrete backyard for basketball and biking. B, Although the Commission requested landscaping along the side property line, a large tree in tlie neighbor's backyard, not previously shown on the plans, provides screening and privacy for the backyards. C, Since Mills-Peninsula Hospital will have its own landscape in the back of my house, I would like to have a smaller lawn (and keep the original size of the lawn) in order to have more open space in the backyard. It will also help conserve water use in the future. D, By minimizing the changes of the backyard, I would be able to save money for construction of the house. This application was for a first and second story addition to a single family dwelling at 1800 Davis Drive, zoned R-1. The November 26, 2007 minutes of the Planning Commission state your application was approved with the following conditions: that the project shall be built as shown on the plans submitted to the Planning Department date stamped November 14, 2007 (Sheets A0.1, A1.0 through A1.2, A2.1, and A3.1 through A3.4}, and that any changes to building materials, exterior finishes, footprint or floor area of the building shall require an amendment to this permit; 2. that the conditions of the Fire Marshall's, the Chief Building Official's, the City Engineer's, and the NPDES Coordinator's September 24, 2007, memos shall be met; 3. that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 4. that any changes to the size or envelope of the basement, first or second floors, or garage, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to Planning Commission review; 5. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction pfans before a Building permit is issued; 6. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; �� Register online to receive City of Burlingame e-mail updates at www.burlingame.org �e December 7, 2007 1800 Davis Drive Page 2 7. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2001 Edition, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION: 8. that prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting framing compliance with approved design shall be submitted to the Bui►ding Division before the final framing inspection shall be scheduled; 9. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Department; and 10. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans. Reimbursement of the Design Review deposit has been processed and will be mailed to the property owner under separate cover. Alf site improvements and construction work will require separate application to the Building Department. This approval is valid for one year during which time a building permit must be issued. One extension of up to one year may be considered by the Planning Commission if application is made before the end of the first year. The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section 1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within 90 days of the date of the decision unless a shorter time is required pursuant to state or federal law. There were no questions of staff. Chair Deal opened the public comment period. Randy Grange, 205 Park Road, Burlingame; represented the applicant: ■ Existing style of house is difficult to add to. ■ Owner wanted to center the entry door on the house. ■ The owner wanted to open up the floor plan. ■ Main living space exits to side-yard which terraces down to back yard. ■ This plan makes the back yard space more usable. Commission comments: • The side-yard fence should be pulled forward to new line on chimney. ■ Consider the possibility for a steeper roof pitch to unify roof design and make it look less than a mass added to a one-story house; less like a layer cake. ■ Consider an alternate species for the 24" Photinia; 15-gallon specimens of another species would be acceptable. ■ Suggested adding landscaping along the side of the residence. ■ Complimented the desigr. ■ Take into account landscaping along rear of the property; the adjacent to hospital site will be landscaped along the rear property line of the subject site. ■ Stone veneer shouid be wrapped around front af house. ■ Window pattern on the house is somewhat different from garage windows; make the pattern consistent. ■ Choose a non-deciduous tree to shield power pole at the rear of the property. There were no other comments from the floor and the public hearing was closed. CommissionerAuran made a motion to place the item on the regular Consent Calendar when complete.
