Categorically Exempt per Section: 15301 Class 1(e)(1) - additions to existing structures provided the addition will not result in an increase of more than fifty percent of the floor area of the structures before the addition, or 2500 square feet, whichever is less. Summary: The proposed project is located where Lassen Way intersects with Davis Drive. The existing single story house with an attached garage (16'-4" x 20'-0" clear interior dimensions), contains 2,058 SF (0.39 FAR) of floor area and has two bedrooms. The applicant is proposing to demolish approximately 90 SF of the existing living room (along with a 110 SF accessory structure in the rear yard), add approximately 225 SF at the front left corner of the existing first floor, and to build a new 780 SF second story. With the proposed first and second story addition, the floor area will increase from 2,058 SF (0.39 FAR) to 2,775 SF (0.53 FAR) where 2,780 SF (0.53 FAR) is the maximum allowed. With this project, the number of potential bedrooms will increase from two to four. Two parking spaces, one covered (10' x 20') and one uncovered (9' x 20'), are required for the proposed four bedroom house and are provided in the existing garage and driveway. Design Review Study Meeting (October 22, 2007): At the Planning Commission's design review study meeting on October 22, 2007, the Commission commented on the side-yard fence, the roof pitch, the landscaping, the window pattern on the garage, and the stone veneer at the front of the structure (October 22, 2007 Planning Commission minutes). The following is a summary of the Commission's direction and responses by the applicant. The applicant submitted revised plans addressing the Commission's concerns, date stamped November 14, 2007, and a response letter date stamped November 20, 2007. The side-yard fence should be pulled forward to the new line on the chimney. The architect moved the side yard fence forward to the new area of the chimney (revised site plan, Sheet A1.1, date stamped November 14, 2007, and response letter from the architect date stamped November 20, 2007). 2. Consider the possibility of a steeper roof pitch to unify roof design and make it look /ess than a mass added to a one-story house; propose a window paftern on the garage that is consistenf with the window pattern on the house. • No response. 3. Consider an alternate species for the 24" box size Photinia; landscape along the side of the residence; take into account the landscaping along the rear of the property and note that the adjacent hospital site will be landscaped along the rear property line; and select a non- deciduous tree to shield the power pole at the rear of the property. The architect replaced the 24" box size Photinia with 15-gallon bay laurels and shifted the landscaping from the rear property line to the right side property line is proposing two additional bay laurels in the rear left corner of the yard where the existing mayten tree will be removed (revised landscape plan, Sheet L1.0, date stamped November 14, 2007, and response letter from the architect date stamped November 20, 2007). Staff notes that with the changes to the landscape plan, the project still complies with the landscaping requirement. 4. Stone veneer should be wrapped around the front of the house. • The architect extended the stone veneer to the front of the property to complement the overall design (revised front elevation, Sheet A3.1, both date stamped November 14, 2007 and response letter from the architect date stamped November 20, 2007). 2 ' Existing nonconforming condition 2 Lot coverage is decreasing overall (and bringing the lot coverage on the property into compliance) because a 110 SF accessory structure in the rear yard will be demolished. 3 (0.32 x 5,250 SF) + 1,100 SF = 2,780 SF (0.53 FAR) Design Review 1800 Davis Drive Design Review Criteria: The criteria for Design Review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: Compatibility of the architectural style with that of the existing character of the neighborhood; 2. 3. 4. 5. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structure; Interface of the proposed structure with the structures on adjacent properties; and Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated by the Planning Commission in the attached minutes of their October 22, 2007 design review study meeting, that the first and second floor addition is well- designed, that with the changes proposed at the October 22, 2007 meeting the architectural style is consistent throughout the house, and that the project is consistent with the mass and bulk in the neighborhood, the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings made for Design Review. The reasons for any action should be clearly stated for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Department date stamped November 14, 2007 (Sheets A0.1, A1.0 through A1.2, A2.1, and A3.1 through A3.4), and that any changes to building materials, exterior finishes, footprint or floor area of the building shall require an amendment to this permit; E 3 that the conditions of the Fire Marshall's, the Chief Building Official's, the City Engineer's, and the NPDES Coordinator's September 24, 2007, memos shall be met; that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 4. that any changes to 1 which would include architectural features Commission review; ie size or envelope of the basement, first or second floors, or garage, adding or enlarging a dormer(s), moving or changing windows and or changing the roof height or pitch, shall be subject to Planning 5. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 6. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; l�esign Revietiv 1800 Davis Drive 7. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2001 Edition, as amended by the Ciry of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION: 8. that prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting framing compliance with approved design shall be submitted to the Building Division before the final framing inspection shall be scheduled; 9. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Department; and 10. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans. There were no questions of staff. Chair Deal opened the public comment period. Randy Grange, 205 Park Road, Burlingame; represented the applicant: ■ Existing style of house is difficult to add to. ■ Owner wanted to center the entry door on the house. ■ The owner wanted to open up the floor plan. ■ Main living space exits to side-yard which terraces down to back yard. ■ This plan makes the back yard space more usable. Commission comments: • The side-yard fence should be pulled forward to new line on chimney. ■ Consider the possibility for a steeper roof pitch to unify roof design and make it look less than a mass added to a one-story house; less like a layer cake. ■ Consider an alternate species for the 24" Photinia; 15-gallon specimens of another species would be acceptable. • Suggested adding landscaping along the side of the residence. ■ Complimented the design. ■ Take into account landscaping along rear of the property; the adjacent to hospital site will be landscaped along the rear property line of the subject site. - Stone veneer should be wrapped around front of house. ■ Window pattern on the house is somewhat different from garage windows; make the pattern consistent. • Choose a non-deciduous tree to shield power pole at the rear of the property. There were no other comments from the floor and the public hearing was closed. Commissioner Auran made a motion to place the item on the regular Consent Calendar when complete. This motion was seconded by Commissioner Brownrigg. Vice-Chair Cauchi called for a vote on the motion to place this item on the Consent Calendar when plans had been revised as directed. We have addressed the suggestions in the plans provided. The side yard fence is pull forward to the new area of the chimney. 15 gallon Bay Laurels are noted in place of the 24" Photinias on the right side of the property. In addition, we have included two (2) additional 15 gallon Bay Laurels to shield views of the power pole at the rear of the property. The stone veneer at the rear and sides of the house has been extended to the front property to complement the overall design. We hope that you will find the proposed revisions acceptable. NOTE: Projects for which Building Permit applications are received on or after January 1, 2008 must comply with the 2007 California Buildinq Codes (CBC), the Burlingame Municipal and Zoning Codes, and all other State and Federal requirements. Projects that have been approved by the City of Burlingame Planning Commission on or before December 31, 2007 may use the 2001 California Codes. 2) Provide fully dimensioned plans. 3) Provide existing and proposed elevations. 4) Provide a complete demolition plan that indicates the existing walls, walls to be demolished, new walls, and a legend. NOTE: The Demolition Permit will not be issued until a Building Permit is issued for the project. 5) This project will be considered a New Building because, according to the City of Burlingame Municipal code, "when additions, alterations or repairs within any twelve-month period exceed fifty percent of the current replacement value of an existing building or structure, as determined by the building official, such building or structure shall be made in its entirety to conform with the requirements for new buildings or structures." Include appropriate stormwater BMPs as Project Notes. These BMPs include but are not limited to the following: • Store, handle, and dispose of construction materials and wastes properly to prevent contact and contamination of stormwater; • Control and prevent the discharge of all potential pollutants, including pavement cutting wastes, paints, concrete, petroleum products, chemicals, wash water or sediments, and non-stormwater discharges to storm drains and watercourses; • Use sediment controls or filtration to remove sediment when dewatering site and obtain all necessary permits; • Avoid cleaning, fueling, or maintaining vehicles on-site except in a designated area where wash water is contained and treated; • Protect adjacent properties and undisturbed areas from construction impacts using vegetative buffer strips, sediment barriers or filters, dikes, mulching, or other measures as appropriate; • Perform clearing and earth moving activities only during dry weather; • Limit and time application of pesticides and fertilizers to prevent polluted runoff; • Limit construction access routes and stabilize designated access points; • Avoid tracking dirt or other materials off-site; clean off-site paved areas and sidewalks using dry sweeping method; • The Contractor shall train and provide instruction to all employees and subcontractors regarding the construction BMPs. 1 of 2 Project Comments — Con't- 1800 Davis Dr., 1St and 2"d story addition. 2) The public right of way/easement shall not be used as a construction staging and/or storage area and shall be free of construction debris at all times. 3) Implement Erosion and Sedimentation Controls: a.
