Summary: The site is located at the southeast corner of Vancouver Avenue and Adeline Drive and is a
single parcel with a submerged lot line. Lot 39 is on the right side and Lot 40 is on the left side (corner
lot). There is an existing two-story, single-family dwelling built across Lots 39 and 40 and a detached
garage on Lot 40 that provides covered parking for the dwelling.
The applicant is requesting a conditional use permit to demolish the existing dwelling and detached
garage on the site, causing the two existing standard lots to re-emerge. Each lot measures 5,994 SF
where the minimum lot sizc for thc arca is 5000 SF. Each lot has 50' of street frontage.
1480 Vancouver Avenue — Lot 39
The floor area for the new, two-story single family dwelling and detached garage proposed at 1480
Vancouver Avenue — Lot 39 will be 3,417 SF (0.57 FAR) where 3,418 SF (0.57 FAR) is the maximum
allowed (includes exemptions for covered porch and chimneys). Three parking spaces, two covered
(20' x 20') and one uncovered (9' x 20'), are required for this five-bedroom house. The proposed
detached two-car garage (20' x 20' clear interior dimensions) meets the on-site parking requirement.
One uncovered parking space (9' x 20') is provided in the driveway. All other zoning code
requirements have been met.
1480 Vancouver Avenue — Lot 40
The floor area for the new, two-story single family dwelling and detached garage proposed at 1480
Vancouver Avenue — Lot 40 will be 3,162 SF (0.53 FAR) where 3,168 SF (0.53 FAR) is the maximum
allowed (includes exemptions for covered porch and chimneys). Two parking spaces, one covered (10'
x 20') and one uncovered (9' x 20'), are required for this four-bedroom house (den qualifies as a
bedroom). The proposed detached one-car garage (15' x 20' clear interior dimensions) meets the on-
site parking requirement. One uncovered parking space (9' x 20') is provided in the driveway. All
other zoning code requirements have been met. The following applications are required:
• Conditional use permit for two (2) re-emerging standard lots (C.S. 25.28.030,5);
• Design review for two new, two-story single family dwellings at 1480 Vancouver Avenue, Lots 39
and 40 (C.S. 25.57); and
• Special permit for declining height envelope at 1480 Vancouver Avenue, Lot 39 (left side
encroaches by 145 SF, 5' x 29') (C.S. 25.28.035,c).

Trees
An arborist report was prepared by Mayne Tree Expert Company, Inc., dated April 11, 2005, which
provides information for all existing trees on Lots 39 and 40, as well as trees located in the City's
public right-of-way.
Lot 39 - There are a total of 12 trees on Lot 39 (ranging in size from 2 to 46 inches in diameter). The
applicant is proposing to remove one, protected size 46-inch Deodar cedar tree and nine, unprotected
size trees (2 to 8 inches in diameter). The east side of the 46-inch Deodar cedar tree has been cut for
line clearance and the limbs are heavy and brittle. The arborist report notes that safety of the tree has
been compromised, the tree is mature and will start to fail. The City Arborist reviewed the arborist
report and the proposed landscape plan. In his memo dated May 18, 2005, he notes that a tree removal
permit will be required for removal of the existing 46-inch protected size Deodar cedar tree. The
applicant is proposing to plant five, 24-inch box size trees throughout the site.
Lot 40 - There are a total of eight trees on Lot 40 (ranging in size from 2.9 to 14 inches in diameter).
The applicant is proposing to remove three, unprotected size trees (3.9 to 14 inches in diameter). The
City Arborist reviewed the arborist report and the proposed landscape plan and had no comment. The
applicant is proposing to install six, 24-inch box size trees throughout the site.
The arborist report notes that protective fencing shall be installed around the existing trees to remain
and that fencing shall be removed without authorization from the project arborist and City's arborist.
Utility trenching shall not be done within fenced areas without approval of the projects' arborist.
Street Trees - There are a total of eight street trees in the City's right-of-way along Vancouver Avenue
and Adeline Drive. Along Vancouver Avenue, there are four Sycamore trees (14.1 to 22.0 inches in
diameter). Along Adeline Drive, there are two Sycamare trees (15.8 and 16.3 inches in diameter), one
Stone pine tree (31.2 inches in diameter) and one Pear tree (11.7 inches in diameter). All of the
existing street trees will remain. To protect the street trees during construction, the arborist report
requires fencing along the project side of the sidewalk and that the protective fencing shall not be
moved without authorization from the project arborist and City's arborist. Utility trenching shall not be
done within fenced areas without approval of the projects' arborist.
The development data tables for each proposed dwelling and detached garage at 1480 Vancouver
Avenue, Lots 39 and 40, follow. Information was provided for the existing house to use as a
comparison. Because the existing house and detached garage are located on a double lot and each of
the proposed houses would be located on a single standard lot, the FAR and lot coverage for the
existing house is based on the total area of the two lots combined (11,988 SF).

Attached please find my plan check comments for the project at 1480 Vancouver Avenue — Lot 39.
Because additional information and clarification is required, this project is incomplete at this time. In the
comments, you will find requests for additional information and clarification on the plans (asterisked
items). Once these items have been addressed on the plans, please submit one set of plans for our
review.
This project requires a conditional use permit for demolition of a structure built over two subdivided lots
and a special permit for declining height envelope. The filing fees were paid, but the forms were not
completed. Forms can be found at www.burlinqame.orq. Please include these forms with your
resubmittal.
Also attached are preliminary comments from the City Arborist, City Engineer, Chief Building Official,
Fire Marshal, NPDES Coordinator and Recycling Specialist. If any of these comments require changes
which will affect the design of the house, they need to be addressed now. Otherwise, their comments
can be addressed at time of building permit submittal. Please call them directly if you have any
questions regarding their comments.
The City Arborist notes that a tree removal permit is required to remove the existing 48-inch diameter
on Lot 39. The tree removal permit must be approved prior to Planning Commission review. Please
call the Parks Department at (650) 558-7230 for more information regarding the application.

With reference to the Arborist Report, (Mayne, 4/11/OS), Tree #15 Deodar Cedar, indicates the
tree as having a 70% condition rating. Removal of the tree is not recommended, I agree.
Permit Application to remove this protected Cedar Tree has been denied. This Tree will require
an independent Arborist report outlining tree protection measures before, during and after
construction. The report should also address, and approve, or not, the planned landscaping
around and near the cedar tree. The concrete patio near the tree may not work as designed due
to conflict with the trees root system.
Some measures, including protective fencing, among other possible recommendations from the
project arborist, will need to be in place prior to issuance of demolition permit.

I reviewed your request for the removal of one Cedar tree in the backyard at the above address and
have made the following determination:
1) The tree is a healthy, mature, structurally sound specimen.
2) Criteria used to grant removal has not been met.
3) Therefore, the application has been denied.
For further consideration of this decision you may: 1) Submit an independent Arborist Report
suppotting justifiable criteria for removal of this tree and, 2) Appeal this decision in writing to the
Burlingame Beautification Commission. Any documentation must be received at our oi�ice by June
27, 2005.

��n April 6, 2005, I inspected 28 trees on the above referenced site. The existing house
is to be removed, the lot sub-divided and two new houses built.
��his report assigns a number to and identifies each tree. All trees were measured at 54
inches above grade. They were given a Condition rating which is a combination of
���eneral tree health and structure and (a perfect tree would be 100 percent). Life
��xpectancy is also addressed, where appropriate.
fhe "Comments" section explains the condition rating, as well as general tree character-
��stics such as past care, recommended care, hazards, maturity, landscape funttions, etc.

'There can be obstacles to protecting trees during construdion. An example would be
��roteding the street trees. Their roots are below the hardscape, so fencing at the
�iripline will not work. Therefore, fence along the site side of the sidewalk. The retained
trees, such as the live oaks, No_ 19 and No. 20, may be fenced at 10 feet away, or as
tar from the trunks as needed to complete construction. The fencing shall not be moved
�vithout authorization from the Arbo�ist and the City. The area within the protective
fencing is not to be breached.
