A Special Meeting of the Planning Commission was held in the City Hall at
7:45 p.m. Thursday, January 16, 19,47.
The following commissioners *ere present:

Chairman Coles presiding.
The Chairman outlined the purpose of this meeting with the Reoreation Com-
mission to,. reate a plan for the development of the recreational areas in the city of
Burlingame. He caked on Mayor Harris, who outlined his ideas with respect to the
p"sibility of acquiring approximately 15 acres on 91 Camino in Hillsborough for the
joint use of Hillsborough and Burlingame. Following this, City Engineer Fitch re-
ported on a study he has made of land use within the city limits and the }probable
growth of population therein as a beginning step in the development of a plan for re-
creational facilities. His estimate indicated an ultimate population of 70,000 within
the`next forty to sixty years.
Mayor Harris discussed further the possibility of a joint Hillsborough -
Burlingame recreation center'at El. Camino Real and'Floribunda referring to the follow-
ings
1(l) Proposal of Joint Recreation District for study by designated committees of
each city to include the following items:
(a) Invitation to City of Hillabor@ugh to participate.
(b) Financing by special tax funds - operation and maintenance.
(e) Operation and administration by a joint commission.
(2) Necessity for a central site to accommodate growth of this community.
(a) Population pressure expected to be west of Southern Pacific railroad - for
which recreational facilities are grossly inadequate as now planned.
(b) Convenience. Trend is toward local recreation rather than hazardous, time
consuming travel to San Francisco.

(3) Location, availability and utilisation of proposed site.

(a) El Camino Real -Floribunda block is the only available site suitable for joint
use at an economical cost.
(b) Area available - 15 acres approximately.
(c) Use of present 3 large buildings and landscaping ponding construction program.

I. Modern auditorium seating several thousand - for many purposes, as dancing
for all ages, especially for youth, opera, concerts, forums and lectures,
athletic coratestsl costs to be amortised through admissions.
il. indoor swimming pool for year round use for all ages; at nominal admission

III. Tennis courts.
IV. ,Small theatre building - for amateur use.
Y. Utility building for - exhibits, floral, hobby, etc.1 classrooms -- ceramics,
leather. (To be bon -competitive with commercial exhibits or county fiesta.)
( ) Relation to other Burlingame Park and recreation area plans -
(a) no conflict.
(b) Central site will supplement a full program."
ehairman Coles introduced W. F. Nott, Jr., Landscape Architect, who discussed at
length his views and experience in the development of plans for municipal recreational areas
and illustrated his discussion with pictures and.drawings of the work he is now doing in
Redwood City. Commissioner Shattuck asked Mr. Mott the probable cost of a similar study:
for the city of Burlingame* and Mr. Mott replied that he would be willing to do the work
for $2#500 with the understanding that progress reports would be submitted in the near fu-
ture based on consultation from time to time with the Recreation Commission and/or Planning
Commission with complete report to be submitted within six months.
Shattuck:
Commissioner Kitchell submitted the following motion seconded by Commissioner
*It is hereby recommended to the City Council that the city enter into a contract
to employ Mr. 1. P. Stott, Jr.,, Landscape Architect, to make a study and render a
complete report on the recreational facilities of the city and submitanoverall
plan -for their -integrated -development; it being understood that the landscape
architect will consult with the Planning Commission and/or Recreation Commission
in this work and submit preliminary suggestions from time to time to be followed
by a complete report within a period of six (6) months at a contract price for
this service in the sue of, $225W,#

Mr. Higgins of the Recreation Commission urged immediate attention to the restora

between the Recreation Commission and the Planning Commission for the purpose of recommendi
the employment of a professional landscape architect and that this atop has been taken in
order to ascortao the requirements for all of the recreational areas in the community, in-
cluding Ray park.
