SUPPLEMENTAL TO APPLICATION TO THE PLANNING COMMISSION FOR
VARIANCE APPLICATIONS
In order to approve an application for a variance, the Planning
Commission is required to make findings (Code Section 25.54.020
a-d). Please answer the following questions as they apply to
your property and application request to show how the findings
can be made. A letter may also be submitted if you need
additional space or if you wish to provide additional information
for the Planning Commission to consider in their review of your
application. Please write neatly in ink or type.

A. The additional seating requested is for evening dinner trade
banquet dining. In the evening there is plenty of parking, as
most other Broadway business' are closed. Cafe Figaro does not
have a busy lunch period because, Broadway is not a major lunch
district like Burlingame Avenue. The real need for the
additional upstairs room is for evening banquet use.
B. This is needed for additional business for Cafe Figaro. It is
also needed in order to provide better handicap accessible
bathrooms and to provide a banquet facility, which is not
currently available.
C. The granting of this application will not be detrimental to
business in this area because Cafe Figaro's big business is in
the evening, including the need for banquet dining. There is not
a parking problem along Broadway during the evening, so this
would not have a major impact in the area. The ability of Cafe
Figaro to draw more people will actually expose more people to
the other business' along Broadway and will be good for business
in the long run.

STAFF REVIEW OF APPLICATION TO THE PLANNING COMMISSION
I. Proiect Address: 1318 Broadway
II. Proiect Description and Permits Requested:
Parking Variance and Special Permit to add 646 SF of second
floor restaurant area. The parking variance is required to i
provide zero on -site parking spaces where three are required
to expand the restaurant to the second floor (CS 25.70.030).
The Special Permit is necessary for the expansion of the
facility (CS 25.36.038). The business will operate from
Monday to Friday 11:00 am. through 10:00 pm. and Saturday
and Sunday from 5:00 pm. to 10:00 pm. There will be six
employees serving 20 customers from 11 am. to 5 pm. and nine
employees for 40 customers after 5 pm. during the weekdays.
The owner projects 50 to 60 weekend customers.

IV. Existing Site Conditions and Adjacent Land Uses:
Existing building divided into two tenant spaces for
restaurants. The restaurant at 1316 Broadway has a first
and second floor dining area. Adjacent land uses are
Shopping and Service (C-1) to the East, West and South.
Medium -High Density (R-3) residential uses are to the north.
In order to meet the second floor exiting requirements, the
restaurant at 1316 Broadway was required to obtain permis-
sion to cross the property at the rear.
