Adjacent Development: RetaiUService/Sales Previous Use: Golden China — Full Service Food Establishment Proposed Use: Starbucks Coffee — Limited Food Service Allowable Use: RetaiUService- Food Establishments Require Conditional Use Permit Ordinance: In October 1999, the City Council adopted Ordinance 1619 which made all food establishments in the Broadway Commercial Area and Burlingame Avenue Commercial Area, Subarea A, conditional uses. The City Council also adopted Resolution 111-1999, a Food Establishment Table that established the location, type and seating area for each food establishment in each corrimercial area. The ordinance required that these establishments included in the resolution obtain conditional use permits to reflect the requirements of the new ordinance. All the food establishments existing on the list in October 1999 now have conditional use permits. History of Restaurant Use at This Site: A conditional use permit was granted by the Planning Commission in March 2000, for a full service restaurant with 990 SF of on-site seating at 1230 Broadway (March 13, 2000 P.C. Minutes). This was the Golden China Chinese Restaurant. The Golden China conditions of approval dated March 21, 2000 are also attached for reference. ' Summary: The applicant is requesting a conditional use permit to change the food establishment classification from a full service restaurant to a limited food service at 1230 Broadway, zoned C-1 in the Broadway Commercial Area. The property is approximately 100 feet wide by 140 feet c�eep, located at the northwest corner of Paloma Avenue and Broadway. There are three separate tenant spaces on the site, 1230 is the last tenant space, farthest from the corner. The storefront for 1230 Broadway is 18'-2" wide. Code Section 25.57.015 states that any fa�ade that has 25 feet or less of frontage along a public street is exempt from commercial design review, therefore this project is not subject to commercial design review. , The site was previously occupied by Golden China Chinese Restaurant which was classified as a full service restaurant. The Code defines a full service restaurant as: "a food establishment which sells food prepared indoors on the premise with a full menu and provides an indoor seating area of at least two hundred and fifty (250) square feet. The operating criteria which defines a full service food establishment include some or all of the following: served by waiters to seated customers and where payment is made at the end of the meal; presence of a full commercial kitchen and commercial dishwasher; and food is served on ceramic plates with metal flatware and cloth napkins." The proposal is to change to a limited food service business. The tenant will be Starbucks Coffee, whose operation classifies as a limited food service. The Code defines a limited food service as follows: "a business which sells food which is ready to eat such as sandwiches, frozen deserts or beverages served in edible, plastic or disposable containers. 1 Conditional Use Perinit 12�0 Broadway Operating criteria to define a limited food serve include some or all of the following: no commercial kitchen; no commercial dish washer; take out food service only; and an indoor seating area of less than two hundred-fifty (250) square feet." Code Section 25.36.042(e)(1) allows, in the Broadway area, a full service restaurant to change food establishment classification only to a limited food service or a bar upon approval of a conditional use permit. The Starbucks proposal includes a classification change from a full service restaurant to a limited food service. As proposed the business complies with the requirements of selling food in disposable containers. The business will not have commercial kitchen, commercial dishwasher and it will provide take out food service only, e.g. pick up food at a counter, pay and eat on-site or take away. However, the proposal does not conform to the seating requirement for limited food service. The proposed use at the site will have 341 SF of indoor seating and 175 SF of outdoor seating, for a total of 516 SF of seating on-site. A limited food service is defined as having less than 250 SF of indoor seating area. Therefore, a second conditional use permit is required for variation from the limited food establishment seating operating criteria. The hours of operation for Starbuck's will be Monday thru Thursday from 5:30 a.m. to 10:00 .p.m., Friday from 5:30 a.m. to 11:00 p.m., Saturday from 6:00 a.m. to 11:00 p.m. and Sunday from 6:00 a.m. to 10:00 p.m.. There would be 3-5 deliveries per week. During the week and on the weekend there will be three (3) to four (4) employees on site. It is anticipated that in two (2) years the number of employees would grow to five (5) employees and in five (5) years the number of employees would grow to six (6). The operator anticipates that there will be approximately 300 customers visiting the site per day during the week, and 275 people visiting the site per day on the weekend. The maximum number of people expected on site at one time is twenty (20). The parking requirement for a food establishment is one space per 200 SF of gross floor area, (C.S. 25.70.040). The site is non-conforming with five (5) parking spac�s on site located at the rear of the building. Two (2) of the five (5) spaces at the rear have been limited by the property owner to half-hour parking, to accommodate high turn over demand. Since the tenant space will still be used as a food establishment, no additional parking is required. The applicant is seeking the following: • Conditional use permit for changing food establishment classification from a full service restaurant to a limited food service; and • Conditional use permit for variation from the limited food service operating criteria (250 SF of on-site seating allowed, where 516 SF (341 SF indoors and 175 SF outdoors on-site) of on-site seating is proposed. Staff Comments: See attached. It should be noted that while the applicant is proposed to move the front of this store out 3.5' to property line by installing a 30 inch high decorative railing to separate the enclosed porch seating area from the sidewalk, they are not proposing to place any tables of chairs in the public right-of-way. June 9, 2003 Study Meeting: At the June 9, 2003 Planning Commission study meeting, the Commission had the following concerns with the project. The applicant has submitted a written response date stamped June 11, 2003, to address the Planning Commission's June 9, 2003, comments. Planning Staff as well as the applicant has addressed the last item regarding other similarbusiness with outdoor seating and problems that other jurisdictions may have encountered with this use. Staff's summary can be found in table form attached at the end of this staff report. Each concern expressed by the Commission is listed below with the applicant's response summarized and found under each item in italics. Please refer to the applicant response letter dated June 11, 2003 for more detail. • How much seating is available at the Burlingame Avenue Starbuck's site, indoor and outdoor; The Burlingame Avenue store is approximately 1,800 SF with 325 SF of dining area. In addition to this space there are S exterior patio tables with two chairs a piece. • Have seen a security officer at the Starbuck's on Burlingame, describe the program; Due to several problems with loitering and resulting altercations the City Planner and Police Chief inet with Starbucks management on several occasions to work out an action plan to remedy these situations. The proposed action program went before the City Council in October 1997. Part of that action program included Starbucks hiring a security guard for evening hours, especially during the summer months. There was also an "officer friendly"program instituted as part of this action program. This included having a uniformed police officer sit with patrons randomly and have coffee on the site during evening hours. After problems subsided on 'the site, the security guard was eliminated, as well as the officer friendly program. � There have been no reports to the Planning Department about problems with Starbucks patrons for several years. Don Shepley of the Burlingame Police Department has put together a memo for staff chronicling the calls that they have received at Starbucks on the Burlingame Avenue from May 2002 to May 2003. Please find this memo attached with the staff comments. They have had Sl calls over thepast year, 38 calls of interest. Four of the calls resulted in arrests, 3 due to warrants and one for assault. Most other incidents occur in the late afternoon to late night hours. The Police Department notes that often times when large numbers people.gather at one location problems occur. They suggest that if the Broadway Starbucks is approved and encounters similar problems of those at the Burlingame Avenue store, that the Police Department would ask that Starbucks hire a security officer to assist in alleviating these problems. • When are the peak sales hours, how do they correspond to available parking on Broadway; The peakparking demand for Starbucks is in the early morningfrom 6: 00 a.m. to 9: 00 a.m.. During this time the majority of the other business on Broadway will be closed. The applicant has noted that 65% of their business is done between the hours of 6: 00 a.m. to 9: 00 p.m.; 10% of their business is done from 3 Conditional Use Permit 1230 Broadway 9: 00 p.m. to 1: 00 p.m.; 20% of their business is done from 1: 00 p. m. to 4: 00 p. m. and the last S% of their business is done from 4: 00 p.m. to 10: 00 p.m.. Staff would note that from observation the most street parking is available on Broadway before 9: 00 a.m.. The applicant did not submit parking availability information. , Will deliveries be made at the front•or from the rear; Deliveries will be made from the rear. • What standards does the city usually require of limited food services regarding trash, clean up and sidewalk cleaning; • Planning approval for food establishments generally have a conditions of approval that require the applicant to remove, once a day or more frequently, if necessary all take out debris on the sidewalk and on sidewalk tables, in the gutter and in parking lot in front of the store and within SO' of thepremises of the store, as well as maintain a clean andsanitary sidewalk area in front of the store. The applicant has stated they will have trash receptacles in the enclosed patio area and within the store. They also plan on having a janitorial contract for a monthly power washing of the sidewalk area in front of the store. The conditions will require the applicant provide, install and maintain daily trash cans on the street in front of the store and at a location determined by the City. The City power washes the sidewalk along both Broadway and Burlingame Avenue five times per year. If more frequently washing is required.the applicant will be notified and required to do so. The garage can liners are also replaced once a inonth by the City. • How can the business encourage customer use of the public parking nearby, can an access into the store from the rear be created; The applicant has stated that due to the limited width of the tenant space at 18.5' and the fact that the rear access door will be used for deliveries and is not ADA accessible that having a rear access door for customers is not feasible. They have suggested posting a sign at the front of the store to notify customer about the availability of parking in the rear of the building or in the public parking lot on Paloma. • How will the "outdoor" seating area be secured at night or when the business is closed; The patio furniture to be used is light-weight and movable, and will be taken inside of the store at the close of business each night. There will also be fully interactive security system with live videos and audio monitoring of the store 24 hours a day. • How many similar businesses have outdoor seating in the Peninsula, what sort of problems have arisen from such seating; have there been problems created inside the store from outdoor seating; in this evaluation should consider at least one site within a block of a high school. Applicant's response: � 4` Avenue Starbucks. San Mateo The applicant has stated that their 4`h Avenue store has outdoorpatio seating and has experienced some of the same problems as the Burlingame Avenue store, such as loitering during the evenings. They also had problems with robbers entering the site from the rear alley. They hired a security guard to assist 4 q Conditional Use Permit 1230 Broadway with both of these issues. In addition to the security guard, staff began enforcing seating limits for non- customers and began mitigating some of the problems. These mitigations remedied the problems at the site and the security guard is no longer needed at his site. Sequoia Station Starbucks, Redwood Citv ofBurlingame The Sequoia Station Starbucks is similar to the Burlingame Avenue store due to its proximity to both a high school and a train station. This store has also had problems with loitering and has found that removing the outdoorfurniture eliminated manyproblems. Restroom access is also restricted, customers must obtain a key from staff for access to the restrooms. Citv resnonse: PlanningDepartment staff contacted several Planning Departments and in some cases were referred to Police Departments, throughout the county to ask them if they had problems with outdoor seating at Starbucks in their ciry or with other sirriilar business with outdoor seating, and how they have remedied these problems. Nine other jurisdictions in the county were contacted and three had problems with the Starbucks in their jurisdiction. These cities were Millbrae, Pacifica and Redwood City. They had problems with loitering and altercations that result from groups of people hanging around and having verbal exchanges, and at times physical interactions. Added police presence and/or security guards along with more management involvement and supervision helped alleviate these problems. Trash was also a problem that several of the Cities stated. None of the cities stated that they currently have problems with Starbucks. Please find a summary of the responses for each City attached. Criteria for a Conditional Use Permit: In order to grant a Conditional Use Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and wil� not be detrimental to the public health, safety, general welfare, or convemence; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution and should include findings for the conditional use permit. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Department and date stamped May 12, 2003 site plan, floor plan and building elevations; with a total tenant space of 2,147 SF; � Conditional Use Permit . 1230 Broadway 2. that this business shall be occupied by a limited food service with a total of 516 SF of on-site seating, 341 SF of indoor seating and 175 SF of outdoor patio seating, and seating and tenant space area may by enlarged only by an amendment to this conditional use permit; 3. that this limited food service may change its food establishment classification only to a full service restaurant or bar with approval of a conditional use permit amendment; 4. that the business may be open Monday through Thursday from 5:30 a.m. to 10:00 p.m., Friday from 5:30 a.m. to 11:00 p.m., Saturday 6:00 a.m. to 11:00 p.m. and Sunday from 6:00 a.m. to 10:00 p.m., with a maximum of five employees, including the manager, on-site at any one time; 5. that this business shall be responsible for immediately cleaning any coffee or other beverages spills that result on the public right-of-way in front of this location; and that if a cleanliness problem arises the operator shall steam clean the public sidewalk on a schedule approved by the City; 6. that all deliveries to the site shall be from the rear of the store, shall not result in double parking along Broadway and shall not exceed 5 deliveries per week; 7. that should security become a problem or the use become a public nuisance the operator shall provide on- site security during the hours of bperation and shall work with the City to develop the most effective solution to the problem and the applicant shall provide 24 hours a day, a surveillance camera with video and make this information available to the City for law and code enforcement; 8. that an amendment to this conditional use permit shall be required for sale of food prepared on this premise; 9. that there shall be no food sales allowed at this location from a window or from any opening within 10' of the property line; . ' 10. that if this site is changed from any food establishment use to any other retail use, a food establishment shall not be replaced on this site and this conditional use permit shall become void; 11. that the applicant shall purchase and maintain at least daily, more often if necessary, a trash receptacle inside the door to the store and on the sidewalk along Broadway at a location approved by the City Engineer and Fire Department, and the trash receptacle on the sidewalk shall be of the design approved for the streetscape improvements and installed as required by the City; 12. that the applicant shall remove once a day or more frequently, if determined to be necessary by the City, all take-out debris on the sidewalk, in the gutter, and within 50' of the store in each direction; and � Conditional Use Permit 1230 Broadway 13. that the use and any improvements for the use shall meet all California Building and Fire Codes, 2001 Edition as amended by the City of Burlingame. No serious roblems. CITY Millbrae ADDRESS 513 Broadway TYPE OF SEATING Outdoor seating on private property in shopping center Although this site appears to have outdoor setting within the public right-of-way it is actually private property. Have had serious problems with loitering and litter resulting in a meeting between Starbucks, the property owner, the Police Department, the Code Enforcement officer and City Council members. Conditions were imposed through the properly manager that required spot cleaning of the sidewalk, and police officer presence from 3pm to 7pm several nights per week. These conditions along with added cooperation by store management have remedied much of the nuisance. The Police Department no longer has officer presence and there are currentiv no on CITY Pacifica blems at this store. Police Department said they have had occasional problems with loitering by homeless and teens, but not unique to the Starbucks, more of a shopping center issue. Don Shepley of the Burlingame Police Department notes in May 27, 2003 memo (attached) that Pacifica Police Department had contacted him regarding problem that they were experiencing at the Linda Mar Starbucks similar to the nroblems Burlin�ame has experience at the Burlin�ame Avenue site. An examination of the call history at the Burlingame Av. Starbucks was performed. This examination was performed as this is the same business going into a similar downtown area. Burlingame Av. does have more nightlife and is closer to the Burlingame HS. However, Broadway has restaurants and bars which are open in the evenings into the early morning hours. Juveniles also frequent the Broadway area. Thus, there is potential for the same problems at the Broadway location that has occuned on Burlingame Av. From 5/1/2002 through 5/20/2003, there were 51 calls at Starbucks. 38 of these calls are of interest. Of these 3 8 ca11s, 16 occurred after 6pm. Of these 16 calls, 13 were disturbances, and 4 were arrests. It should be noted of the 4 arrests at this location three were for warrants and one was for an assault with a deadly weapon. The victim was struck in the head with a chair. Officers were unable to locate. Juvenile and adult customers have been known to block the sidewalk. This causes citizens to have to walk in the street to continue onto other businesses. Acts of vandalism and violence have occurred around the Burlingame Av. Starbucks. This occurs prepotently in the afternoon to late night hours. In the past, the Burlingame Av. Starbucks has hired a security guard to assist with the crowding issues sunounding Starbucks. Currently, the Burlingame Av. Starbucks is not providing security. In addition to this, the loading zone at the Burlingame Av. was designated a 24 hour loading zone to assist in the above issues. These problems are not unique to Burlingame. Approximately one year ago, Pacifica PD contacted me. They advised they were experiencing similar problems at their Linda Mar Shopping Center Starbucks. Starbucks is a popular place for people to meet and gather. Often times when large numbers of people gather at one location, problems occur. Starbucks Coffee Company is truly excited about this prime location at 1230 Broadway and we feel that our use will be a fine addition to this neighborhood. It has been very challenging to secure the right location since food establishments must replace food establishments and there is very little turnover on this popular street. The Golden China restaurant was a full service use with 990 square feet of dining space. Starbucks Coffee will be a limited food service proposing a reduction of the dining space to approximately 310 square feet, plus an outdoor patio area. The creation of the outdoor patio area is the implementation of how to make the entrance to this store accessible to disabled patrons. By recessing the storefront, a properly sloped path of travel allows for convenient access. The by-product is a unique environment whereby an exterior retreat is created for our patrons, thereby making this location very special. To further emphasize this open air environment, our building permit application will include the installation of a significant skylight above our dining space within the existing structure, which previously was concealed. Furthermore, our use will not impact the existing congestion. Our peak business hours are in the early morning (6 am until 9 am), which is the time when our parking demand is highest. During these hours, a majority of our neighbors are closed for business. Hence, our off-setting day parts are complimentary and we feel that parking will not be an issue. Fearing that their caf� wouldn't survive a war with the coffee giant, the Broadway's customers and owners collected a thousand signatures on a petition asking city leaders to thwart the plan. But Starbucks won city approvat and pushed ahead. That was four years ago. Today, the Broadway Caf� remains open. In fact, sales at the 10-year-old coffeehouse have grown stronger since Starbucks arrived. With reluctance, Jon Cates, a co-owner of the Broadway, concedes that that might not be a coincidence. "Starbucks helped our business, but 1 don't want to give them any credit," he says. Unexpected Boost The battle between independent coffeehouses and Starbucks may be on of the most hostile-and most misunderstood—rivalries in retailing. Starbucks is prospering, with earnings up 22.4% in the first nine months of the year that ends Sept. 29, and a compound annual growth rate from fiscal 1997 to 2001 of 26.8%. Conventional wisdom, meanwhile, says Starbucks is clobbering the independent—invading its turf, stealing its customers, bankrupting its owners. In fact, most independent are doing fine-and not just in spite of Starbucks, but perhaps because of it. Here in Kansas City, nearly all of the coffeehouses operating before Starbucks arrived in 1998 remain in business. Since then, other independents have opened, pushing their numbers well beyond the 25 stores Starbucks has on the market. Like Broadway Caf�, many of the independents operate with(n a store's throw of a Starbuck's outlet. Nationwide, fndependents accounted for more than half of the fndustry's growth between 1996 and 2001, when the number of U.S. coffeehouses doubled to 13,300, including Starbucks, according to Mintel Customer Intelligence, a Chicago market-research firm. Moreover, the large majority of independent coffeehouses started withfn the past decade have survived, industry experts say. By comparison, close to half of the country's sit-down, slow-food restaurants are less than two years old, according to D&B, another research-market firm. Educating the Market Many coffeehouses have found proximity to Starbucks to be a blessing. A small Seattle chain called Tully's Coffee Corp. has even developed the strategy of placing its stores near a Starbucks shop. The coffeehouses may be that rere thing in retailing—a concept that doesn't heavily favor chains. Never mind that critics of Starbucks routinely compare it with Wal-Mart Stores Inc. Starbucks s(mply doesn't enjoy the advantages that have made Wal-Mart the bane of countless Main Street retailers-lower prices, longer hours, wider selection. The Starbucks offerfng isn't less expensive or more extensive than the independent's, and the chain's hours often are shorter. This may be why, contrary to popular perception, independents still dominate the industry. Independents and small chains boast a 61% share of the industry, says Mintel. In fast food, by contrast, independents and small chains hold only a 27% share, according to Tachnomic Inc., a Chicago food- consulting firm. Indeed, the coffeehouse industry boasts only one big cha(n-Starbucks, with 3,167 company stores in the U.S. Of the countless others that have tried mimicking it, not one has matched its success. The nation's second-largest chain, Diedrich Coffee Inc., of Irvine, Calif., boasts only 237 U.S. stores. A big reason for the success of independents is that they're less like restaurants than like neighborhood taverns-a concept no chain ever threatened. As at taverns, many customers come alone in search of company. The ideal setting is comfortable, intimate and personal. It doesn't look like 3,000 other joints with the same name. Often, the person behind the counter fs the owner. "This is like'Cheers' without the alcohol," says Seine Riley, a morning regular at a Chicago coffeehouse called Katerina's, referring to the television sit-com. On a recent day, the dozen customers there all knew each other as well as owner Kater(na Carson. At night, Katerina's offer jazz performances, poetry readings, and old-movie screenings. The place is well-appointed-upholstered chairs, antique tables, a copper coffee bar-and (ntimate, like a living room. Since Starbucks opened down the street two months ago, Katerina's sales haven't dipped. But Ms. Carson is convinced that Starbucks would like to hurt her busfness. Never mind that at least 300 independents operate alongside more than 90 Starbucks locations in Chfcago, Ms. Carson once patronized an independent coffeehouse that didn't survive the arrlval of Starbucks. "Starbucks is a corporate monster," she says. 'The Old Wal-Mart Thing' Occasionally, the opening of a Starbucks does precede, and perhaps instigate, the closing of a nearby fndependent. When this happens, and contrary to what the numbers show, it's typlcally viewed as the rule rather than the exception. Most independent coffeehouses in Indianapolis have survived the opening of about two-dozen Starbucks. But when Caf� at the Point shut its doors early this year, the Indianapolis Star devoted a column to it, quoting the caf� owner as say(ng, "A big company like Starbucks can come fn and lose money for two years until they wipe everybody else out. It's the old Wal-Mart thing.° The perception of the battle as pitting Goliath against pitiable Davids helps exptain why independents are faring so well. For one thing, sheer terror goads many independent owners to improve their shops when Starbucks enters the neighborhood. Kansas City's Broadway Caf� banned smokfng and began roasting its own beans when Starbucks opened next door. Similarly, the arrivat of additional Starbucks in Long Beach, Calif., prompted the five-store IYs a Grind chain to spend thousands on cosmetic improvements as well as staff training, customer service and quality control. Sales have been rising by 8% to 15% since Starbucks moved close to the It's a Grind stores in 2000. The image of Starbucks as a decimator of independent shops can also turn customers into activists. When the chain announced it would enter the Ocean Beach neighborhood of San D(ego last year, protests arose. Twelve months later, Starbucks fs open and the protests continue-even though the area's Independent coffeehouses are thriving. Since Starbucks opened nearby, two stores called Newbreak Coffee have watched sales rise 15%. Co-owner Norma Slaman says: "Competition is good." Like a tavern, the local coffeehouse can become a key component of an area's charecter. In reviewing neighborhood coffeehouses for a Kansas City Star artfcle this June, writer Lauren Chapin recommended 23 of them—not one of them a Starbucks. "I chose to just do local coffeehouses because they simply have better atmosphere, more local color, more jo(e de vivre," she says. America's 'Third Place' For its part, Starbucks agrees that atmosphere is important. Howard Schultz, Starbucks founder and chairman, sald a coffeehouse must provide not only great products but also hang out appeal. In an interview, Starbucks Chief Executive Orin Smith concedes that independents can provide a more-distinctive atmosphere than Starbucks. But he says not everyone wants "old couches and chairs to lounge around on." Of course, most independents didn't exist before Starbucks demonstrated the tremendous potential of the coffeehouse market. But that doesn't mean Starbucks believes (t should own the entire market. " We have created the umbrella under which they are thrivfng," says Mr. Smith. "They can do well right next- door to us." Mr. Smith says the U.S. coffeehouse market is five to 120 years from saturation. Even when it sets up shop beside an independent store, Starbucks says it isn't applying a squeeze. And Doug Weltner believes it. The landlord of Kansas City's Broadway Caf@, he was skeptical when Starbucks approached him about leasing the space next-door. Why fill one slot if the effect would be to empty another? "But Starbucks convinced me that it wouldn't hurt the Broadway Caf�, and it didn't," he says. Starbucks, he says, told him that independent coffeehouses that didn't panic fared well. Still, suspicion of Starbucks remains deep. When the Starbucks asked ]eff Schmidt whether he'd consider selling LatteLand in Kansas City, he didn't even ask how much. "I don't think they really wanted to buy it," he says. "They just wanted a peek Inside my business." Starbucks declined to comment on the matter. Before opening City Market Coffee Co. in Kansas City, Courtney Bates made certain Starbucks couldn't open next door: She inststed on a clause preventing her landlord from renting to another coffeehouse. IYs doubtful that many fndependents are as profitable as Starbucks shops. The size of it s orders means that Starbucks receives purchasing discounts that fatten its profit margins. Even amid the current economic weakness, its sales and earnings have been climbing steadily. In the quarter ended ]une 30, Starbucks posted a 20% rise fn earnings from the year-earlier period, to $56.2 million, or 14 cents a share, on a 29% rise in sales to $972 million. But the profit margin on gourmet coffee drinks are so high that independent operators can thrive even without volume purchasing discounts. ThaYs especially so for coffeehouses that roast their own coffee beans because of the plunging prices of rew beans. The three-store Kansas City coffeehouse chain of Diane and Oliver Burnette more than pays their bills, including Catholic-school tuitfon for one-child and daycare expenses for another. "It's the American dream-running your own business," says Mr. Burnette, whose stores, called Muddy's, are posting double-digit growth within walking distance of Starbucks shops. Starting a coffeehouse requires only a fraction-from $50,000 to $250,000—of the more than $500,000 needed to start a MCDonald's franchise. Along with dot-coms it's the business that has been most alluring to the young entrepreneur, not least because the entry fee is relatively low. Ms. Bates, who was 21 when she founded City Market Coffee, six years later bought out her financial partner: her father. "I just paid Dad off, and at 27, I own my own business and love it," she says.
