SUBJECT: FYI — REVIEW OF AS-BUILT CHANGES TO A PREVIOUSLY APPROVED
DESIGN REVIEW PROJECT AT 1428 VANCOUVER AVENUE, ZONED R-1.
Summary: An application for Design Review for a new, two-story single family dwelling and
detached garage at 1428 Vancouver Avenue, zoned R-1, was approved by the Planning
Commission on January 27, 2014 Consent Calendar (see attached January 27, 2014 Planning
Commission Meeting Minutes). A building permit was issued in June, 2014 and construction is
underway.
An application for FYI to replace a window along the left side of the house with a chimney and a
smaller window was approved by the Planning Commission on November 24, 2014.
With this application, the applicant is requesting approval of an FYI for a change to the design of
the front porch (no change to lot coverage or FAR proposed), to change the design of the small
second floor windows on the Front and Right Elevations and eliminate a kitchen window on the
Right Side Elevation. Please refer to the attached explanation letter and revised plans, date
stamped February 26, 2015.
The designer submitted plans showing the originally approved and as-built plans and building
elevations, date stamped February 26, 2015, to show the changes to the previously approved
design review project.
Other than the changes detailed in the applicant's letter and revised plans, there are no other
changes proposed to the design of the house. If the Commission feels there is a need for more
study, this item may be placed on an action calendar for a second review and/or public hearing
with direction to the applicant.

We are proposing to make the fbllowing modifications to the previously approved plans of the single
family home at 1428 Vancouver Avenue. Permit Number B14-0061.
We are proposing to modify the front entry design by eliminating the stucco face under the
roofline at the front por.ch. We are proposing to instead have.wooden posts under the roofline
at the front porch. We feel that this would provide a more open and light feeling entry porch
area. Additionally we feel that it would be beneficial to break up the stucco at the front of the
house and allow for some additional materials to be introduced which would be achieved
through the use of the wood posts
- We are proposing to modify the two round windows located above the front porch roof and on
the right side of the home by making them arched windows. We prefer this arched shape and
feel it better compliments the architectural features of the home.
We are proposing to eliminate the window at the very rear of the right elevation on the lower
level. The elimination of this window would allow for a much better cabinet and kitchen design.
The window is located at the rear of the home and would not be visible from the front of the
property.
The proposed modifications are shown in the attached drawings.

Consent Calendar - Items on the Consent Calendar are considered to be routine. They are acted upon
simultaneously unless separate discussion and/or action is requested by the applicant, a member of the
public or a Commissioner prior to the time the Commission votes on the motion to adopt.
Commissroner Sargent indicated that he would recuse himself from Agenda Item 1(1428 Vancouver
Avenue) as he lives within 500 feet of the property. He left the Council chambers.

Commissioner Yie moved approval of the Consent Calendar. The motion was seconded by Commissioner
Terrones. The motion passed on a voice vote 5-0-0-1 (Commissioner Sargent recused). Appeal
procedures were explained. The item conc/uded at 7:12 p.m.
Chair Sargent returned to the dais.
