Lang Realty Company presented plans for a proposed apartment house at Bayshore
Boulevard and Dwight Road, and an apartment house at Bayshore Boulevard and Burlingame
,Avenue. They were informed that Dwight Road and Bayshore already is zoned for apartment
use, and after discussion, it was the consensus of the members that the Planning Commis-
sion would look with favor upon apartment house development on Bayshore Boulevard and
Burlingame Avenue providing it is not opposed by surrounding property owners, and the
Lang Realty Company were advised that they should file, if they wish to do so, a regular
application for the rezoning of these lots designated as 18, 19, and 20, Block 22.
The Secretary read a letter from the War Department Corps of Engineers, inform-
ing the city of an application made by Johnson Western -American, Alameda, California,to
dredge an area approximately 5,900' long by 2,500' wide to a depth of 40', using the
dredged material to fill an area between Bayshore Boulevard and the City Disposal Plant.
City Engineer Fitch reported that the proposed work is merely a dredging proposition for
recovering the shell content and using the waste material for filling tideland adjoining
Bayshore Boulevard, North of Broadway. The City Engineer filed with the Planning Commis-
sion a copy of his letter to the Army Engineers as follows:
"This office has studied the subject Notice of an application for a dredging
permit, and we find that the City would have no objection to the work as des-
cribed, based on the interests of commerce and navigation.
"However, because of the proximity of the proposed fill area to the city's
sewage treatment plant, it is requested that further opportunity be extended
to the City to study the plans of the contractor. Specifically, the City's
sewage effluent is discharged into the bay near the southeast corner of the
proposed fill, and the City should not be made liable for any extension of this
outfall occasioned by the proposed work."
After discussion it was the consensus that the Planning Commission knows of no valid ob-
jection to this development at this time and no action was taken.
There was presented a tentative map for light industrial development by the
Industrial Realty Company (Kemp) in the Broadway industrial area. The City Engineer ad-
vised the Planning Commission to table this until the City Engineer has opportunity to
ascertain if the project complies with the Map Act and if a supplementary written agree-
ment is required. No action taken.
The City Engineer reported to the Planning Commission that, with the approval
of the City Council, he is compiling a list of projects on which State funds will be
sought for planning and construction. Among the items he discussed were $2,500 for plan-

ning expansion of the sewage disposal plant; $4,000 for land -use study; $3,800 for plan-
ning water system development and acquisition of sites; $2,000 and $1,500 respectively
for studies of storm sewer maps.and storm drainage; also, $1,200 for further work on
recreation master plan, and $1,000 for recreation detail plan. Mr. Fitch explained that,
as he understands the matter, such funds obtained from the State can be used over the
next several years. It was the consensus that the City Engineer is following the proper
course in setting up the above program, in which Mr. Fitch said that he would put the
sanitary sewer study pretty close to the top of the list. It was decided that in view of
the importance of this entire subject it will be carried over for study at future meetings
The City Council has referred to the Planning Commission the subject of used car
lots in connection with a request for a used -car license, - there already being a consider
ble number in the city. when this subject was brought up for discussion, a letter was
presented from Theodore P. Egan stating that he had made other plans, therefore had no nee
for such a license and requested the removal of this matter from the agenda. For use as
may be required in the future, the Planning Commission will make a study of means for
limiting the number of secondhand car lots.
It had been reported to the Planning Commission that a duplex has been construct
at 1507 Willow Avenue. City Building Inspector Watson reported that this already has been
looked into and pointed out on the map that this location is in the duplex zone.
The Secretary read the Minutes of the Special Meeting held on February 20, 1947
with Park Superintendent Anderson regarding the tree planting program. City Engineer Fitc
reported that subsequently he held a discussion with Mr. Anderson regarding amendments to
the ordinance on the subject, better to control tree planting and maintenance. He and Mr.
Anderson will consult with City Attorney Karmel to review the ordinance. Dr. Macomber sug
gested that representatives of the local garden clubs be invited to participate, and Mr.
Anderson said that he will follow this up.
A representative of a real estate firm inquired about obtaining permission to
erect a sign on E1 Camino Real. In response to this, the Chairman stated that, in accord-
ance with long-established policy, the Planning Commission does not approve of the
erection of advertising signs on E1 Camino Real.
A letter was received from Aircraft Owners and Pilots Association, San Francisco
Peninsula Unit, San Mateo, California, reading as follows:
"Please be advised that at the last regular meeting of the San Francisco Peninsul
Unit of the Aircraft Owners and Pilots Association a resolution was unanimously
adopted by the members as follows:
1. That the San Mateo County and Municipal Planning Commissions be requested to
give due consideration to airports and airport approaches when considering
applications for building permits.
2. That the San Mateo County and Municipal Planning Commissions be requested to
advise this unit of the AOPA when any application for building permit may
conceivably interfere with airport traffic and approach channels.
3. That a letter be transmitted to the San Mateo County and Municipal Planning
Commissions recommending that a zoning ordinance be enacted which will pro-
tect airports in San Mateo County from infringement.

County, then airports must be protected.

City Engineer Fitch presented copies of the new ordinance adopting the 1946 Edi-
tion of the Uniform Building Code. Mayor Harris was present and reported that City
Engineer Fitch, Councilman Simonds, City Building Inspector Watson, and City Attorney
Karmel have studied this Code. No action required or taken by the Planning Commission.
City Building Inspector Matson presented plans for a concrete front and steel
side machine shop to be constructed on Lot 14, Block 1-7, East Lane in the commercial zone.
This was referred to the Planning Commission in accordance with the new ordinance relating
to sheet metal buildings. Approved.
City Building Inspector Watson presented plans for an apartment house to be con-
structed by Geo. A. Cole on Lot 6, Block 17, Burlingame Grove, E1 Camino Real. Approved.
