Summary: The applicant is requesting design review and a variance for parking space dimensions (10'-6" x 17'-0"
existing; 10'-0" x 20'-0" required for an increase to 4 bedrooms) for a second-story addition at 1419 Vancouver Avenue,
zoned R-1 (plans date stamped 10/4/00). The existing one-story house with lower level garage and storage area contains
1743 SF of floor area (0.29 FAR), and has three bedrooms. The lower level garage is considered a half-story and does
not qualify as a basement (more than 50% above grade), so it is included in the FAR calculation. The first floor would
be remodeled to eliminate two of the bedrooms and create a new family room and stairway, and a deck is being added
at the rear. The second story addition would add three bedrooms, for a total of four bedrooms. There is an existing
attached one-car garage (10'-6" x 17'-0" interior dimensions). The addition will increase the floor area of the structure
by 1205 SF, for a total floor area of 2948 SF (0.48 FAR) where 3052 SF (0.50 FAR) is the maximum floor area ratio
allowed. Based on the existing floor plan and the location of the garage below the main level, it would be very difficult
to provide a conforming two-car garage if one were ever needed.
