Chairman Coles read a letter from Mr. Sam Merk regarding the Building Code and
the general supervision over building regulations with particular reference to an old
structure on Primrose Road in front of which a new building is being erected. The Build-
ing Inspector was present and reported that he had submitted plans for the Primrose
Avenue building to the Planning Commission with the statement that the proposed construc-
tion complied with the Building Code and city ordinances. It was pointed out that the
Planning Commission had seen the plans for this building and no decision was made because
the Planning Commission had no jurisdiction over this commercial structure, although the
individual members agreed they could see nothing to complain about as to the general ap-
pearance of the proposed building as it appeared on the plans. Commissioner Shattuck
made a motion, seconded by Commissioner Mitchell, which was unanimously voted that the
Secretary be directed to send a communication to the City Council suggesting that the
building ordinance be amended to prevent this type of building.
A letter was read from City Engineer Fitch regarding the set -back line on
Chapin Avenue behind the Wurlitzer building. in discussing this subject it developed that
Mr. ,Purlitzer has applied for a parking lot permit and desires to build a fence, or other
structure, or a hedge out to the property line. After further discussion and considera-
tion, it was regularly voted that the plan as submitted is satisfactory subject to
modification that any fence, structure, or hedge should be set back 20' from the property
line on Chapin Avenue.
There was called for public hearing as advertised, the change of zone and use of
property described as Lots 2 portion of 18, 19, and 20, Block 22, of Map No. 2 of
Burlingables from "residential" to "apartment" zone. No one appeared to protest such
change of zone. All of the members of the Planning Commission stated that they were
familiar with the location of this property facing on Bayshore Highway and the desire of
the owners thereof to change the zone to conform with the other lots in that blocK on
Bayshore Boulevard. Approval was voted unanimously.
A petition (undated) was received from ;sirs. Jean Roussey seeking to resubdivide
Lots w and 5, Block 22, Easton #2. In the discussion it was brought out that the petition

desires to subdivide Lots 4 and 5 on Easton Drive into three lots, one of which would face
on Cortez Avenue, at the rear of the other lots. Neighboring property owners appeared to
protest. The individual members of the Planning Commission expressed disapproval of the
resubdivision of lots in a built-up residential area and decided, before taking any action,
that this should be held over for personal inspection of the property before the next meet-
ing.
Resolution #42 - 47 of the City Council was read relating to a preliminary appli-
cation made by the residents of the area known as Skyline Manor for annexation of that
subdivision to the City of Burlingame. After discussion Commissioner Shattuck made the
following motion:
That the Planning Commission finds the design of Skyline Manor and build-
ing construction therein meets the requirements of the City of Burlingame,
This motion was seconded by Commissioner Macomber, and on roll call, the vote was as fol-

A. D. Duncan, 1240 Bellevue Avenue, appeared with a rough sketch of his lot at
Bellevue, Primrose and Douglas Avenues on which he stated he proposed to build an apartment
house, and he asked about set -back limits.No architectural drawing of the proposed build-
ing was presented, and on account of the unusual shape of the lot, the several members of
the Planning Commission said that they would not be prepared to make a recommendation until
they had an opportunity to view the site, which would be done next Saturday afternoon, fol-
lowing which the matter will be brought up at the next Regular Meeting of the Planning
Commission.
Commissioner Mitchell inquired as to what has happened to the motion adopted at
the meeting August 28, 1947 that the Planning Commission recommends to the City Council
the adoption of an ordinance providing for a minimum of 5,000 square feet for lots in
second residential or duplex zones, and a frontage of not less than 501. The Secretary
reported that the City Attorney had stated he would prepare a formal resolution for this
purpose, and the Secretary was directed to follow this up and write a letter to the City
Council.
Building Inspector Watson submitted plans for the alteration of a residence at
Chula Vista and Majilla Avenues which were not approved because they did not comply with
the Building Code and zoning ordinance regulating duplexes.
