The Regular Meeting of the Planning Commission was held in the City Hail at
7:45 p.m. Thursday, March 28, 1946.
on roll call the following were present:

Chairman Mitchell presiding.
Chairman Mitchell announced that this meeting has been called to hold a public
hearing on the proposed limited commercial zone which has been under study by the Plan-
ning Commission for a year or more with the hope of bringing the matter to a conclusion.
The Secretary was called upon to read the Study. Draft Resolution of the Limited
Commercial Zone, which was read as follows:
"That the Planning Commission recommend to. -the City Council the establishment
of a Limited Commercial District within which certain commercial uses will be
allowed and certain other commercial uses excluded, as follows:
ZDAES
The portion of this district falling within Blocks 12 and 13, Town
of Burlingame Subdivision shall be designated Zone A of the Limited Commercial
District and shall be in lst fire zone.
All remaining portions of the Limited Commercial District shall be
designated Zone B. Zone B shall be in the lst fire: zone for new buildings.
Existing structures not conforming thereto may be altered for commercial pur-
poses provided there is no increase in the number of stories and the ground
area covered by the building is increased not more than 10%.

Portion of Block 12 Town of Burlingame Subdivision. The southwesterly 104' 2"
of Lot 3, the southwesterly 104' 2" of Lot 4, and all of Lots 11 and 12.
Portion of Block 13 Town of Burlingame Subdivision. Lots 1 C, 1D, U, 5C, 6, 7,
8, 9, and 10.
ZONE B
All of Block 2 Town of Burlingame Subdivision with the following exceptions;
El Camino frontage on Lots lA, 1B and 2A. All of Lot 2C, southwesterly 2 of

"Lot 3, and all of Lots 4 and 5. Ali of Block 3 Tovm of Burlingame Subdivision
with the following exceptions; E1 Camino frontage on Lots 1A, 1B, and 2A. All
of Lots 2C, 3D, and 3C and that portion of Lots 5A and 5B fronting on El Camino.
All of Block 4 Town of Burlingame Subdivision except Lots 10, 11, 12, and 13.
All of Block 7 Town of Burlingame Subdivision except Lots 10, 11, 12, and 13.

Building set -back lines to be established from property lines on the
street frontages as follows:
Highland Avenue from Howard Avenue to Peninsula Avenue 5 feet.
Lorton Avenue from Howard Avenue to Peninsula Avenue 10 feet.
Park Road from Howard Avenue to Peninsula Avenue 5 feet.

Primrose Road from Howard Avenue to Peninsula Avenue 10 feet.
Bayswater Avenue from El Camino Real to California Drive 5 feet.
Peninsula Avenue from El Camino Real to California Drive 5 feet.
The establishment of the building set -back lines to provide a minimum of 80 feet
between building fronts on all streets in Zone A and. Zone B.
USES
Within Zone A the commercial use shall be limited to automotive estab-
lishments and allied business.
Within Zone B there shall be permitted all. professions falling under
State regulation; semi-professional uses including designing, typing, account-
ing, real esta,e and investment services; studios connected with the various
arts; private schools; light retail businesses, hotels, mortuaries, hospitals,
nursery and convalescent homes, together with establishments of a strictly office
nature.
Within Zone B there shall be no laundry, cleaning, dyeing, storage,
auction or repair services, except those repair services connected with the sale
of major appliances; no employment or labor agencies; no second-hand stores;
(except antiques) no places for the sale, trade or dispensing of liquors and
public amusements; nor any of the uses permitted in Zone A.
Properties in Zone B having a frontage on El Camino Real shall conform
in use to the provisions of Sec. 1913 of the Ordinance Code.

' City Building Inspector Vatson submitted plans for a proposed store structure
in front of a residence on California Drive and Majilla Drive which, after discussion,
was referred back to Inspector Watson with advice that the Planning Commission does not
consider that it has jurisdiction in view of the fact that the property is in the busi-
ness zone, but recommends that he endeavor to have the owner of the property follow a
plan which will make the best possible appearance of the building.
City Building Inspector Watson presented a proposed new resubdivision of Lot
4, Block 26, Easton #2 which would create a lot with a frontage of only 451. The Com-
mission instructed Inspector Watson to inform -the owner that the Planning Commission
is opposed to any lots of less than 50' frontage and therefore could not approve the
resubdivision as submitted.
