The Regular Meeting of the Planning Commission was heid in the City Haii at
7:45 p.m., Thursday, May 23, 1946.
On roll call the following were present:
Mitchell
Macomber

Chairman Mitchell presiding.
Chairman Mitchell presented a tentative map of a Portion of Subdivision No. 9
and Resubdivision of Lots 11, 12, and 14, Block 74, Subdivision No. 8, 11Millbrae
Highlands,'Millbrae, San Mateo County, California, which had been referred by the San
Mateo County Planning Commission. City Engineer Longson and the members of the Planning
Commission looked over'the map and discussed the details therein without finding any ad-
verse comments or objections from the standpoint of the Burlingame City Planning Commis-
sion and the San Mateo County Planning Commission will be so advised.
Clare Kemp submitted sketches pf the proposed exterior architecturai treatment
of four Quonset type warehouse buildings he and a group of associates plan to buiid
in the Broadway industrial area, East of the railroad tracks. There was considerable
discussion of the entire subject of building structures of this type in the city and no
conclusion was arrived at other than Mr. Kemp stated that he and his group have the ful-
lest intention of creating a development which will be acceptable to the community and
comply with all city requirements. He said that he would submit additional drawings at
a later date.
City Engineer Longson submitted a tentative map of a new tract to be known as
"Burlingame Manor" at Hillside Drive and Skyline Boulevard, containing 130 lots with an
average area of approximately 8,000 square feet, which was approved.
Building Inspector Watson submitted plans for five apartments proposed to be
constructed by Pratt and Mitchell on Lot 5, Block 5, Burlingame Grove. The lot is
50 x.140.6, and the building is to cover an area of 25.6 x 80, - the location being on
El Camino Real, opposite Hillside Drive. This plan was approved with a set -back of 25'.
City Building Inspector Viatson presented plans for a new one-story automobile
building to be constructed by the Minto Motor Company- on Lot 11, Block 12, Highland
Avenue, which were approved.
An inquiry was presented from Mrs. Whifler, proposing to purchase a portion of
the city park land at Drake Avenue and the Ray Park recreation area for residential use.
This was disapproved by the Planning Commission.

COmmyssioner Macomber brought up for discussion the projected zridening of
El Camino Real by the State Highway Department. City- Engineer Longson was present
aria stated he has an appointment at an early date for a conference with the State
Highway Department in Sacramento and that he will report at a later meeting.
Chairman Mitchell brought up the subject of a budget to cover the cost of
the preparation of plans for the city parks. After some discussion, which included
consideration of the employment of a parr planning consultant, the "subject was put
ahead for.further consideration at a later date.
Chairman Mitchell presented a memoradum embracing proposed sideline set-
backsfor apartment buildings to provide larger clearance for taller buildings.
After consideration of this subject, the Planning Commission concluded to recommend
to the City Council the following. -
"Re: Sideline set -backs for apartment buildings.
"RESOLVED that the Planning Commission recommend to the City Council that
a new subdivision be added to Division 8 of the Ordinance Code, entitled
and reading as follows:
►ISECTIOA 19ila. As a variance from the minimum setbacks provided in the
foregoing Section 1911, no building in the Apartment District shall be
erected or altered for apartment purposes less than the following distances
from the sideline of the lot or lots adjoining.

"When the distance from the lowest livable floor is more than six (6) feet
above the actual adjoining ground at any point, the space within this height
shall be deemed a story, irrespective of its use."
