Date: 06.11.98 EW&TLr* n' Margaret Monroe, City Planner RESOLUTION APPROVING NEGATIVE DECLARATION, SPECIAL PERMIT AND VARIANCE RESOLUTION-24-98 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a Negative Declaration has been proposed and application has been made for a Sp cia Permit and Variance for _ an addition to an existing training facility at _1519 Rollins Road, zoned M-1, Pipe Trades Apprentice and Journeyman Training Trust Fund for San Mateo County Building Foundation, proper owner, APN: 025-280-300; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on June 8, 1998 , at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Negative Declaration No. ND- 494P is hereby approved. 2. Said Special Permit and Variance are approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such Special Permit and Variance are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo. ACTING CHAIRMAN I, Mike Coffey , Acting Secretary of the Planning Commission of the City of Burlingame, do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the $ h day of ,Lute, 1998 , by the following vote: AYES: COMMISSIONERS: COFFEY, LUZURIAGA, BOJUES, KEIGHRAN, VISTICA AND DEAL NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: KEY ee SECRET YY EXHIBIT "A" Conditions of approval Negative Declaration, Special Permit and Variance 1519 Rollins Road effective JUNE 10, 1998 1. that the project shall be built as shown on the plans submitted to the Planning Department and date stamped May 15, 1998, Sheets AO through A2, A4 through A6 and date stamped May 29, 1998, Sheet A3; 2. that the conditions of the City Engineer's April 13, 1998 memo, the Fire Marshal's April 14, 1998 memo, and the Chief Building Inspector's April 14, 1998 memo shall be met and that all goods stored in the below grade parking spaces and all wire cages installed shall be removed and all parking spaces shall be made available for parking use; 3. that union office may not be open for business except during the hours of 8:00 a.m, and 5:00 p.m., Monday through Friday and there shall be no more than 9 union office employees; 4. that union meetings shall be held only the third Wednesday of each month from 7:30 P.M. to 10:00 p.m.; 5. that training classes shall be held only Tuesday and Thursday evenings from 5:00 p.m. to 9:30 p.m.; 6. that the meeting hall shall never be rented to any groups and shall be used only for monthly union meetings and events; 7. that this project shall meet all the requirements of the California Building and Uniform Fire Codes, 1995 Edition, as amended by the City of Burlingame; 8. The project is subject to the state -mandated water conservation program and complete Irrigation Water Management Plan shall be submitted with landscape and irrigation plans to be approved by the city at the time of permit application; 9. that landscape areas shall be enhanced to maximize their impact and replace the lost view of greenery caused by the addition, the Senior Landscape Inspector shall review and approve these plans before issuance of building permits; 10. that the property owner shall maintain the reciprocal easement agreement between 1519 Rollins Road and 1511 Rollins Road which provides for joint access and for use of 25 parking spaces on the 1511 Rollins Road site; 2 Conditions of approval Negative Declaration, Special Permit and Variance 1519 Rollins Road effective JUNE 10, 1998 EXHIBIT "A" Conditions of approval Negative Declaration, Special Permit and Variance 1519 Rollins Road effective JUNE 10, 1998 page -2- 11. that this proposal shall meet all the requirements of the Tree Protection and Reforestation Ordinance adopted by the City of Burlingame in 1992 as amended in 1993; 12, that all construction shall be limited to the hours of construction as stated in the City of Burlingame Municipal Code (CS 18.07.130); 13. that all new utility connections to serve the site and which are affected by the development will be installed to meet current code standards and diameter; sewer laterals will be checked and replaced if necessary; 14. that on -site illumination shall be shielded and directed only on to the site; and 15. that should any cultural, archaeological or anthropological resources be discovered during construction, work shall be halted until the finding can be fully investigated, and proper protection measures, as determined by qualified professionals acceptable to the City, can be implemented.
