March 30, 19" The Regular Meeting of the Planning Commission was held in the City Hall at 7:30 p.m. Thursday.. March 30, 1944. MEMBERS PRESENT: Mitchell OTHERS PRES&IT: City Attorney garmel Coles City Engineer Longson Rapp Building Inspector Matson Macomber Brown Stivers Chairman Mitchell presiding. Chairman Mitchell brought up the subject of the communication March 18, 19" from the Planning Commission to the City Council regarding Burlingame Avenue widening and the parking on that Atreet, and Mr. Longson stated that the council took note of the communication which was read and placed on file. In response to inquiry on the subject, Mr. Longson said that the present angle of the parking spaces on Burlingame Avenue is the result of experiment and it now appears to be the best that; is possible. Mr. Longson in discussion of public works, mentioned it is believed that the City Council should be requested to create a fund for deferred work, because without such a fund the city is faced with constantly decreasing appropriations for maintenance, which is illustrated by the fact that during the past ten pearsit has been necessary to spend approximately $19,000 beyond the regular budget. In discussing this subject Mr. Longson said that there is state legislation for this purpose known as ACT 8496a. TAXW: AND ASSESSMENTS FOR CAPITAL OUTLAYS FUND. (Stats. 1937, P. 1995). Commissioner Coles moved that the City Council be advised of the above -mentioned act and Commissioner Brown seconded the motion which, on roll call, all the commissioners "Yes." Mr. Longson asked for an expres- sion of the Planning Commission regarding °t►na1 commercial zoning on Donnelly Avenue. In the discussion which ensued all of the commissioners indicated a reluctance to recom- mending a further extension of the commercial zone believing it is apparent that the areas so zoned already greatly exceed the need for this purpose as is Ovideaced by the fact that there is considerable land in the city zoned for commercial purposes which is not in use. The thought was expressed that there is no objection to the zoning of property for its best use, including commercial, if that is indicated, but it should be sought not to increase this classification in the aggregate so much beyond the apparent need of the community and if more land is to be zoned for commercial purposes, it would be desirable to return at least an equal area not used for commercial purposes to resi- dential. The City Engineer informed the Planning Commission that the City Attorney has been working on a tree planting ordinance which is now partly ;prepared. City Attorney garmel, while speaking of the housing shortage which exists in the entire peninsula area as a result of present wartime conditions, mentioned that this has created in many instances crowded living conditions and a temptation to property owners to rent rooms and so-called apartments without proper ventillation and plumbing facilities and that he is considering the drafting of an ordinance to be presented to the City Council requiring the registration of room renting as a health regulation.
