April 27, 1944 The Regular Meeting of the Planning Commission Was held in the City Bail at 7:30 p.m. Thursday, April 27, 1944. MEMBERS PRESENT: Mitchell ABSENT: Coles OTHERS PRESENT: Mayor Dahl Macomber Rapp City Attorney Karmel Brown " Engr. Longson Stivers Chairman Mitchell presiding. In opening the meeting lie commented that it appears difficult for some of the members of the Commission and others to arrive at 7:30 p.m.; here- after the meetings will be scheduled for 7:45 p.m. Mayor Dahl was present and expressed interest in the work of the Planning Com- mission and hopes, if time permits, to attend the meetings regularly. Mayor Dahl recommended to the Planning Commission a study of plans for a Burlingame War Memorial in commemoration of the citizens of Burlingame who have served their country. The commissioners agreed that this subject would receive the earnest attention which it deserves. C.F. There was presented by fir./Schuetz a plat or plan of a proposed re -subdivision of Lot 5 in Burlingables. He stated the change in the lot lines is desired to enable him to complete a six -room residence to be occupied by himself, for which he has procured sufficent priorities to complete the project, he already owning most of the required materials. The members of the Planning Commission indicated that they could see no objection to the develop- ment on this particular lot, but on account of there being only one means of ingress and egress, it would first be well to confer with the Fire Department and the City Engineer. City Attorney Karmel was present and advised Mr. Schuetz regarding the formal procedure he should follow in filing a regular map with the City Clerk, containing a legal description of the property and showing the proposed re -subdivision of Lot 5 Burlingables as required by ordi- nance and to avoid confusion in tax assessments. Mr. Mitchell brought up the map which has been prepared by the City Engineer in- dicating the present use of the lots on California Drive between Burlingame Avenue and Lincoln Avenue. This is in connection with the study that is to be made as a result of a proposal at the last meeting of the Planning Commission that additional land be zoned for business purposes.. The Planning Commission has in mind that there are many lots in the City of Burlingame zoned for business which have not been used for that purpose for many years and with no apparent prospects for such use. Thus it has been thought it would be better whenever adding additional lots to the business classification to explore the possibility of reclassification of other property nctso used to maintain a better balance. It should result in betterment for everyone concerned if vacant lots were used for residential purposes if there is no demand for them for business and not likely to be if there are too many lots zoned for business in proportion to possible need for them. It is realized that there can be different ideas on this subject, but it is the thought of the Planning Commission that if those interested can be shown the benefit of avoiding an unbalanced classification, the bene- fit would be apparent. City Attorney Karmel read to the Planning Commission a preliminary draft of a proposed tree and sidewalk ordinance which met with the approval of the commissioners present and when this has been typed, the Planning Commission will submit it with recommendation to the City Council. City Engineer Longson presented some new drawings showing the possibility of straightening Chapin Avenue. This would have some relation to the proposed underpass and will require further study, which is being given to the underpass by the City Engineer, Planning Commission, and.other bodies.
