Schuetz; Jr." The Planning Commission does not consider the construction of a residence on a lot loca- ted in the center of a block, where it will be surrounded by eleven backyards or fences, to be good planning, but in view of the absence of any objection on the part of the other property owners, the Planning Commission recommended that the permit be grunted. After consideration Commissioner Browne made a motion that the Planning Commission inform the City Council; Commissioner Rapp seconded the motion, and on roll call, the motion carried with all of the commissioners present, except Dr. I[acomber, who was absent. All of the members of the City Council being present at this meeting stated that in order not to unnecessarily delay- Mr. Schuetz while he has the material and priorities, he may proceed v^Yith the work and permission will be granted. Chairman Mitchell addressed the City Council members regarding the program of the City Planning Commission in its desire as far as possible to avoid detrimental de- velopment of property especially in the older sections of the city which has been rather S MINUTES - meeting May 25, 1944 solidly built up for a good many years with two or three spots already showing a tendency toward 'running down hill." Among other things, he referred to the long "ribbon'on California Drive between Burlingame Avenue and Broadway zoned for business, which has no prospect of being used for that purpose and appears to be rather illogical but this zoning was done a number of years ago when it was a matter of policy with the idea of joining the two business sections. It would now seem to be better planning to consider rezoning the lots for residential use. Mr. Mitchell also spoke of the proposed ordi- nance which is being drafted by City Attorney Karmel for the proper control of tree plant- ing and the Commission hopes this can be made effective. fir. Mitchell then spoke of the possibility of new development in the unbuilt-up section North of Broadway with a projected lake or lagoon for flood control and reclamation purposes. The Planning Commission be- lieves it is a great mistake to continue having this area zoned for industrial use while it is located in the city of Burlingame, which is known as a fine place to live, and it would be far more attractive and valuable if developed along the line of the Lake Merritt property. Commissioner Coles expressed the thought that there is more reason now than ever before to consider the development of this area for residential purposes to accommo- date the greatly increased airport personnel and at the same time effect a plan for flood control. Mr. Mitchell indicated that he will refer the matter to City Attorney Karmel for advice regarding legal procedure to'initiate hearings to rezone the industrial area and California Drive. Commissioner Coles made a motion that this subject be referred to the City Attorney and to include the object of rezoning Bayshere Highway from industrial to residential use. The motion was seconded by Commissioner brown, and all commissioners presented voted in favor, except Dr. Macomber who was absent. Mr. Dore appeared before the Planning Commission to seek approval of completion of a dwelling on which construction work was recently startedat a location in the indus- trial area back of a warehouse on Broadway between the railroad tracks and the Bayshore Highway. The job was started without a permit and stopped by the building inspector. On inquiry, Mr. Dore stated that there are already six families dwelling in the immediate neighborhood and he sought permission to complete the building already started. After a brief discussion it was apparent that all of the Planning Commissioners and the members of the City Council present believe that there is objection to this type of activity and Chairman Mitchell stated that the Planning Commission will put; this over for one,month for investigation. City Engineer Longson brought up the rezoning of Donnelly Avenue, between Lorton and Primrose, from apartment to business to conform with the present principal use of that area. Commissioner Brown made a motion -that the commission recommend this to the City Council which was seconded by Commissioner Mitchell and passed by the other commissioners present, except Dr. Macomber.
