Yost, Assistant City Planner The City of Burlingame 501 Primrose Road Burlingame, California 94010 Dear Mr. Yost: Reference is made to our telephone conversation of July 11, 1977, wherein you verbally requested additional information in line with the issuance of a conditional use permit to the existing activities of Purolator Courier Corporation, within the City of Burlingame. I would think this may be some- what embarrassing to the City, inasmuch as Purolator, (formerly American Courier), has been doing business in Burlingame for approximately 10 years, and I should think that a certain amount of integrity to an existing non-conforming use would be shown. Although the building is zoned M-1, light manufacturing and we are not defined as same, it should be apparent that we do not elicit the noise and/or chemical, etc., pollution that might be apparent under an M-1 light manufacturing firm. Per your request, I have attached a site plan of 859 Cowan Road. Further, I have attacheda floor area layout for the building as previously requested. Relative to Purolator Courier Corporation employees, we have 8 full-time employees, and approximately 17 part-time, (less than 40 hours/week, and less than 5 days/week,), employees. Of the 8 full-time employees, 1 is an internal` A.M. dispatcher, 3 are A.M. couriers, 2 are 8 A.M.-5 P.M. employees, l is an internal P.M. dispatcher, and the 8th is a P.M. courier. All part- time employees are couriers and fulfill the balance of courier activity I previously outlined in my letter of June 29, 1977. The City. of Burlingame -2-._ July 25, 1977 Mr. John R. Yost Reference vehicle maintenance, we do minimal internal repair, such as oil changes, brakeshoes, tire rotation, and minor tuneups. More extensive repair is performed by outside vendors. Relative to vehicle cleaning, vehicles are washed at various local carwash outlets. Again, per your request, I.have attached a copy of the current owner's, (Airport Executive Offices), approval of our occupancy at 859 Cowan Road. Further, I have included a copy of the lease agreement for our area at 859 Cowan Road, which under "Premises" defines our 11 parking spaces. I have further enclosed an agreement as signed by the prior and current land- lords of Purolator Courier Corporation"s personal property. With regard to a storage facility at 1320 Marston Road, please be advised that we have had no such facility for the last 8 1/2 to 9 years. During our phone conversation of July 11, 1977, you put Joan Chase, the landlord of 860-70 Mahler Road on the . phone. Ms. Chase indicated that sometime in February/ March of this year our "white" vehicles left "blue" paint on her blue and white building in damaging the buildings power panels. She indicated that the matter was turned over to her-.insurance carrier; However, neither Purolator, nor our carrier, Royal Globe, were ever contacted. Further, she`:indicated that we:recently created a like situation, but again, there was no direct communication. The only thing I can add to the special permit application previously submitted is relative to property legal lots 22 and 23, block 2, subdivision being east Millsdale Industrial Park, Unit No 1, with assessor's parcel number 24-401-510. Be advised that our premises are operated for private use, not public use. We do not draw traffic, we go to our_ customers throughout the Bay Area. Obviously, much more traffic would be generated with commercial, rather than M-1 use, as is the case up the block with a coffee shop. : The City of Burlingame -2- July 25, 1977 Mr. John R. Yost Either myself and/or our counsel will be at the public hearing of August 8, 1977.; Sincerely, PUROLATOR COURIER CORPORATION , ,;/... Tom Monk, District Manager TM/bl Encl:
