A Conditional Use Permit is required for automobile rental businesses which meet the performance standards of the 0-M zone district (CS 25.43.030 (3)). Applicant: Dollar Rent A Car Systems, Inc. APN: 024-401-500 & 024-390-050, -060, -070, -090, -100 & -110 Property Owner: 1815 Bayshore - Lonaine Arnaudo; 840 Cowan - Joanne Prolo Lot Area: 1815 Bayshore - 0.64 Acre; 840 Cowan Road - 1.64 Acres � General Plan: Industrial and Office Use Zoning: O-M Adjacent Development: Industrial, warehouse and office CEQA Status: Article 19. Categorically Exempt per Section: 15301 - Existing facilities, Class 1(a), interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Previous Use: Automobile Rental, Offices and Repair and Tour Facility Proposed Use: Automobile Rental, Offices and Repair Allowable Use: Automobile Rental subject to performance standards with a conditional use permit. _-- Summary: The applicant, Dollar Rent A Car, Inc., is requesting an amendment to its conditional use permit to reconfigure an existing automobile rental business and change operations at 1815 Bayshore Highway and 840 Cowan Road, zoned O-M. Dollar Rent A Car will be terminating their use and operations at 1801 and 1831 Bayshore Highway. The business will no longer operate its tour facility. The lease for 1801 Bayshore Highway expires on September 30, 2000 and the lease for 1831 Bayshore Highway expires on October 14, 2000. The applicant will continue to use 1801 Bayshore for storage of rental cars and 1831 Bayshore for administrative offices until these leases expire. The rental car business will be relocated to the building at 1815 Bayshore Highway and the volume of monthly rentals from this site will be reduced significantly. In the previous application, Dollar Rent A Car estimated that it would rent 1305 cars monthly from this site. Under the revised operation, they anticipate renting an average of 198 cars per month. The building at 1815 Bayshore Highway will also contain administrative offices and a vehicle maintenance shop. There will be 18 parking spaces for employees and customers and storage for 5 rental cars. The site at 840 Cowan Road will continue to be uses for rental vehicle storage (storage for 300 cars) and employee parking (15 parking spaces). The cars stored at this site will serve the applicant's facility at the airport as well as the facility at 1815 Bayshore Highway. 1815 Bayshore Highway - The automobile rental and repair facility will be open for business seven days a week from 6:00 a.m. to 10:00 p.m. Initially, there will be 11 full-time employees on weekdays before 5:00 p.m., and 2 full-time employees after 5:00 p.m. On weekends, there will be 3 full time employees before 5:00 p.m. and 1 full-time employee after 5:00 p.m. In five years, there is expected to be 12 full-time employees on weekdays before 5:00 p.m., and 3 full-time employees after 5:00 p.m. �On weekends, it is expected that there will be 4 full-time employees before 5:00 p.m. and 2 full-time employees after 5:00 p.in. .�+ � ,_, AMENDMENT TO CONDITIONAL USE PERMIT 181 S I3ayshore Highway & 840 Cowan Road 840 Cowan Road - The car storage facility will also operate seven days a week from 6:00 a.m. to 10:00 p.m. There will be one full-time employee on this site during the hours of operation on weekdays and on weekends. In five years, it is expected that there will be 2 full-time employees on this site during the hours of operation. There will be a maximum of 15 visitors/customers per day to come to the site on weekdays, and 12 visitors/customers will come to the site on weekends. In 5 years, this number is expected to increase to 17 people on weekdays and to 14 people on weekends. A maximum of 19 people are expected to be on site at any one time. There are will no longer be buses or vans stored at the site since the tour facility will no longer be operating. No large deliveries to the site are expected at 1815 Bayshore Highway. During peak months (June, July and August), cars will be delivered by car carrier to the 840 Cowan Road site approximately 3 times a month. On delivery days, 6-8 car carriers would unload cars on the site. During non-peak months, there will be 0-3 car carriers unloading cars on the site approximately 3 times per month. The O-M zoning district specifies that automobile rental businesses require a conditional use permit and must meet the following minimum standards. the use is the sole tenant and only occupant of any building or area on the site; 2. the site has a minimum size of .7 (seven-tenths) of �an acre; parking is provided on site for storage of at least 25 percent of the cars rented monthly, based on an annual average for the site; � 4. parking is provided on site for all employees and customers; and 5. the use meets all the other requirements of development in the district, including peak hour trip generation at critical intersections as defined in the Traffic Analyzer and Specific Area Plan for the Bayfront/Anza Areas. . Since there will be a reduction of the use below what was previously at the site, and no new or expanded buildings are proposed, there will be no increase in vehicle trips. Therefore, it was determined that an analysis of the traffic impacts of this project using the Traffic Analyzer is not required. The project is also categorically exempt from the provisions of the California Environmental Quality Act (CEQA). There are two sites which will be used for the automobile rental business, and the use is the sole tenant of each site. The O-M district requires a minimum 0.7 acre site for a car rental facility, but it doesn't rec�uire that it be on one parcel. The combined acreage of the two sites 2.28 acres. Dollar Rent A Car estimates that the average number of vehicles rented from this site will be 198 per month. This results in a requirement of storage for 49 vehicles (25% of 198 rentals per month). There is storage space on the two sites for a total of 305 vehicles. In addition, a total of 33 employee/customer parking spaces are provided on the two sites, where 15 parking spaces are required. Since there will be no additions to buildings and no new buildings proposed, the Bayfront Development Design Guidelines do not apply. In addition, the landscaping requirements of the O-M district only apply when structures are added or expanded. There is approximately 600 SF of landscaping along the street frontage at 1815 Bayshore Highway., and this site is nonconforming in its landscaping requirements (15% of the total site area (4182 SF), 80% of the required 30' front setback (4125 SF); and 10% of the parking area (110 SF) would be required under � ..AAIENDMENT TO CONDITIONAL USE PERMIT 181 S Bayshore Highway & 840 Cowan Road the existing O-M zoning and bayfront design guidelines requirements. The landscaping requirements for 840 Cowan Road which were a part of the previous use conditional permit have been met. Staff Comments: The City Engineer notes (February 22 and May 1, 2000 memos) that the loading/unloading area shall not be used for parking as shown on plans for 840 Cowan Road, and no on-street loading/unloading will be allowed. The Chief Building Inspector and the Fire Marshal had no comments on the project. Planning staff would note in the past, complaints have been received regarding car carriers unloading vehicles on the street in front of 840 Cowan Road, an activity which blocks the free, safe flow of traffic on Cowan Road. A condition of approval of this application will require that all car carriers shall be loaded and unloaded on site, and failure to do so will result in revocation of this.conditional use permit. Planning staffwould also note that any signs on the 1801 & 1831 Bayshore Highway sites shall be removed because off-site advertising is not permitted. This project meets 111 other zoning code requirements. Allowed/Req'd *Conditional use Pennit for Automobile Rental Facility Office - 7 spaces Repair - 5 spaces StorApe - 3 spaces total req'd. - 15 spaces 25% of average monthly rentals = Storage for 49 vehicles History: A conditional use permit was first granted for a car rental agency at 1815 Bayshore Highway in 1969. In 1978, the conditional use permit was amended to include car storage at a parcel located behind 1831 Bayshore Highway. In 1979, a conditional use permit was approved for property at 840 Cowan Road to provide additional vehicle storage for the Dollar Rent A Car business at 1815 Bayshore Highway. In 1997, the Planning Commission approved a conditional use permit application which consolidated all previous approvals and to establish the uses on each parcel. The uses for each site approved at that time are: 1) 1831 � Bayshore Highway, regional offices and a tour center to process car rental transactions for pre-sold tour travelers; 2) 1815 Bayshore Highway, maintenance, cleaning, servicing and fueling facility for the rental fleet vehicles, some car rental storage and customer parking; 3) 1801 Bayshore Highway, customer and employee parking for the facilities at 1815 & 1831 Bayshore Highway and for rental vehicle storage; 4) 840 Cowan Road, rental vehicle storage (storage for 300 cars) and employee parking (15 parking spaces), de-fleeting and in-fleeting staging of the rental vehicles.
