Since there was no appeal to or suspension by the City Council, the May 22, 2000 Planning Commission
approval of your conditional use permit amendment became effective June 5, 2000. This application was to
allow reconfiguration of and change in operation for a car rental facility with maintenance and storage of
vehicles at 1815 Bayshore Highway and 840 Cowan Road, zoned O-M.
The May 22, 2000 minutes of the Planning Commission state your application was approved with the
following conditions:
1815 Bayshore HighwaX (Lot 3, Block 2, East Millsdale Industrial Park No. 1, RSM 50/24 & 25 and
Adjacent Portion of Bayshore Highway Abandoned; APN 024-401-500)
1. that the rental car facility use on this property shall remain in effect only. as long as the rental car
facility uses at 840 Cowan Road is also in operation; if any portion of the rental car use on either
of these parcels is discontinued, then the conditional use permit for the entire operation shall be
revoked;

that this conditional use permit shall be reviewed by the Planning Commission in January, 2005;
that the rental car facility shall operate as shown on the plans submitted to the Planning Department
and date stamped April 17, 2000, Sheet SD1, Site and Floor Plan; �
4. that the uses on this site shall consist of car rental, administrative offices, a repair garage for the
car rental facility, employee and customer pazking and rental fleet vehicle storage as designated on
the site plan for 1815 Bayshore Highway, Sheet SD1, date stamped April 17, 2000;
5. that the maintenance facility shall be lunited to light service and maintenance to the rental fleet and
preparation of new vehicles;

6. that there shall not be less than 10 % landscaping of this property as shown on the site plan, Sheet
SD1 date stamped April 17, 2000;
7. that the conditions of the City Engineer's February 22, 2000 and May 1, 2000 memos shall be met;
and .
8. that the use and any improvements for the use shall meet all the requirements of� the Uniform
Building and Uniform Fire Codes, 1998 Edition, as amended by the City of Burlingame.

1. that the rental car facility use on this property shall remain in effect only as long as the rental car
facility uses 1815 Bayshore Highway is also in operation; if any portion of the rental car use on
either of these parcels is discontinued, then the conditional use permit for the entire operation shall

3. that the rental car facility shall operate as shown on the plans for 840 Cowan Road submitted to the

4. that the uses on this site shall consist of a employee parking and rental fleet vehicle storage and car
carrier loading and unloading as designated on the site plan for 840 Cowan Road, Sheet SD-1, date
stamped April 17, 2000, if complaints are received regarding unloading of car carriers on the street,
or rental vehicles parked on the street, the conditional use permit shall be reviewed by the Planning
Commission; -
5. that on-street loading or unloading of car carriers shall not be allowed;
6. that no cars shall be rented, washed, serviced or repaired on this site nor shall customers be dropped
off or picked up from this site;
7. that the conditions of the City Engineer's February 22, 2000 and May 1, 2000 memos shall be met;
8. that all runoff in the parking lot shall be filtered to remove oil and grease prior to discharge by a
method approved by the City Engineer and such facilities shall be installed and maintained by the
property owner, failure to maintain such filters and facilities in working condition shall �cause this
conditional use permit to be called up for review;
9. that the vehicle storage area shall operate between 6:00 a.m. and 10:00 p.m. daily;

10. that 10% landscaping shall be maintained on this property including a 25' landscaped and bermed
area parallel to the street of sufficient height to screen the view of parked cars from pedestrians and
vehicles passing by on the street, the remaining required landscaped area may be placed at the rear
of the property; an opaque fence no higher than 8' shall be placed along the rear of the 25' deep
front landscaped area parallel to the street and along the remaining sides of the 2.5 acre site; all
landscaping shall be irrigated with an automatic system and shall be maintained by the tenant; and
11. that the use and any improvements for the use shall meet all the requirements of the Uniform
Building and Uniform Fire Codes, 1998 Edition, as amended by the City of Burlingame
All site improvements and construction work will require separate application to the Building Department.
This approval is valid for one year during which time a building permit must be, issued. One extension of up
to one year may be considered by the Planning Commission if application is made before the end of the first
year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. Ifyou wish to challenge the decision in a court of competent jurisdiction, you must do so within 90
days of the date of th�e decision unless a shorter time is required pursuant to state or federal law.

Since there was no appeal to or suspension by the City Council, the September 22, 1997 Planning
Commission approval of your special permit became effective October 6, 1997. This application
was to allow a rental car use at 1801, 1815 and 1831 Bayshore Highway and 840 Cowan Road,
zoned O-M.
The September 22, 1997 minutes of the Planning Commission state your application was approved
with the following conditions:

1. that the special use permit for rental car use on 1801 Bayshore Highway, 1815 Bayshore
Highway; 1831 Bayshore Highway and 840 Cowan Road is only being granted by the City
because of the intenelationship of activity for that use on each and every one of the properties
as described in the plans submitted to the Planning Department date stamped August 26 and
29, 1997 and September 16, 1997, including any letters and staff reports describing the
physical operation and use of these sites individually and together. If at any time, the
supporting activity for car rental on any one of the properties is suspended or revoked, rental
car use on all of the other properties shall also be suspended or revoked unless the City
expressly provides otherwise in writing;
2. that the use of 1801 Bayshore Highway shall be as shown on the plans submitted to the
Planning Department and date stamped August 26, 1997, Sheets A-0, A-1.1, A-2, A-2.2, A-
2.4, A 3.0, M-1, LA1 and Ref, and Sheet A-1, Site Plan, date stamped August 29, 1997;
3. that all rental contracts for cars rented and stored on this site for the tour businesses arriving
at San Francisco Airport shall be written in Burlingame at the facility located at 1831
Bayshore Highway;

4. that 12 parking spaces shall be designated on this site, as shown on the site plan date stamped
August 29, 1997, with spaces X-El through X-E11 designated on this site and space X-E12
which crosses the property line and is partially located on the 1815 Bayshore Highway site, to
be used by the existing warehouse building so long as that use remains on that site, and if the
use in that building changes, the appropriate number of pazking spaces on site shall be
designated for that building;
5. that the remaining pazking spaces on the site shall be designated and used for 18 employee
� parking spaces on this site for the rental car facility and 9 employees spaces which cross
property lines and are shared with the site at 1815 Bayshore Highway; and 12 spaces for rental
fleet vehicle storage, as designated on the site plan, Sheet A-1, date stamped August 29, 1997;
6. that all the conditions of the City Engineer's August 1, 1997 and September 2, 1997 memos
shall be met and/or complied with in the future as required; and
7. that the use and any improvements for the use on this site shall meet all the requirements of
the California Building and Fire Codes, 1995 Edition, as amended by the City of Burlingame
and all the applicable requirements of NPDFS.
