RECOMMENDATION•
City Council review requests and take action on each of the two
requests.
BACKGROUND• �
There are two requests for traffic allocation in February. One is for
an expansion of the Dollar Rent-A-Car storage yard at 840 Cowan Road,
zoned M-1. The second is for a new car rental operation for Payless Car
Rental at 1755 Bayshore Highway, zoned M-1.
Dollar Rent-A-Car
On December 21 the Planning Commission received a request from Dollar
Rent-A-Car to fence and pave a 1.36 acre por�tion of the property which
they rent at 840 Cowan Road. The purpose of the improvement was to
expand the existing car rental storage use into this now vacant area.
The presently used portion of the site accommodates storage of 125
vehicles; the new area would accommodate 175 more vehicles. The rental
location for these cars is located at 1815 Bayshore Highway, across
Cowan Road from the storage areas. .
Public Works reviewed this request and determined that a traff�ic
allocation was required for the expanded storage use. The Planning item�
was held over pending the traffic allocation. The applicant�s request,
however, was made before Council�s action on establishing criteria for
car rental uses in the M-1 zone became effective (January 5, 1989).
The traffic allocation request is for .12� at Broadway interchange
intersection, .23� at the Airport Boulevard intersection and .08� at the �
Peninsula interchange. The peak hour traffic impact on the critical
intersections will be within the amount assigned in the model to this
acreage. Thus the proposed use will not take capacity to which future �
development may be entitled. This represents about 1� of the remaining
capacity of each of the three critical intersections in the system.

Payless Car Rental
The Payless Car Rental company has requested a traffic allocation to
operate a 250 car fleet from the 1.2 acre site adjacent to Sky Chefs
fronting on Bayshore Highway. This is the site for which Thrifty Rent-
A-Car made a traffic allocation application for a 100 car fleet in May,
1988 and for an additional 300 cars in the fleet in November, 1988.
The 300 car addition was denied and the 100 car allocation allowed to
remain. Thrifty Rent-A-Car did not pursue their project with the
approved allocation for the l00 car fleet. Payless is now interested in
the site.
The proposed site is east of 101 and the applicant will be the sole
tenant of the site. Public Works has reviewed the trip generation
information history provided by the applicant and determined that a
maximum of 250 cars could be rented a month (fleet size 250) from this
site and still have the peak hour traffic impact on the critical
intersections be within the amount assigned in the model to this
acreage. � Therefore this use will not be using capacity to which other
development may be entitled. The allocation request is for .7� at
Airport, .4� at Broadway and .2� at Peninsula.
Traffic Analyzer
At the Council study meeting in January we discussed the need to review
in greater detail the policies and planned implementation in the M-1
zoning district. This would be done in conjunction with the Planning
Commission. Since the traffic analyzer is one of the basic concept.s
underlying the land uses in the M-1 and C-4 zones, staff would like to
update Council on the status of various projects with traffic allocation
at the time we discuss policy and planned implementation in the M-1
zone. .

with offices and a variety of light industrial uses, therefore �-��`-�-
this use should not have any negative effects on the-noi�e�-level�- -
in the area. The vehicles will-be traveling about l00 yards to �
the 1815 Bayshore sit�, a short enough distance that there-should-i�-
not be any negative effects on the air quality in the area. There- -
will be no washing or repair of vehicles on this property,
therefore water quality will not be affected.
