ZONED M-1 James Saunders, general manager of Dollar Rent A Car, is requesting a special permit in order to pave and fence a vacant 1.36 acre area of the property at 840 Cowan Road so that it can be used to receive new cars to be prepared for rental and store rental cars in preparation for their disposition, zoned M-1. The area would be operated as an expansion of the existing paved area and in conjunction with the Dollar Rent A Car operation at 1815 Bayshore Highway. The newly enclosed and paved area would be used to increase car storage on the site from 125 cars by 175 cars to 300 cars. The additional 175 cars would be new cars being cycled into the fleet and old cars being cycled out of the fleet. The company has a fleet of 700 rental cars which are rented from the Bayshore Highway location. Because this was an old use permit (January, 1978) there was no limit on the fleet size of the 1815 Bayshore Highway operation. In 1979 the car rental use was extended to 840 Cowan Road. That special permit allowed the installation of car wash equipment, provision of employee parking, and a place for off- street unloading of automobile transport trucks. This request and application was submitted on December 5, 1988, prior to the date that Ordinance 1383 establishing criteria for car rental agencies in the M-1 zone became effective. Therefore this application is reviewed under the previous code requirement, e.g., a special permit for car rental uses. A comparison of the guidelines (Code Sec. 25.42.042), however, shows the proposed use complies with all of the criteria including receiving a traffic allocation from the Council for use (February, 1989). Staff Review City staff have reviewed this request. The Fire Marshal (January 3, 1989 memo) and Chief Building Inspector (January 6, 1989 memo) had no comments. The City Engineer (January 16, 1989 memo revision) notes that he has no comment on the use, however site plans need to be approved by the Public Works Department because adequate access to the city pump station across this site needs to be protected and signed to prevent obstruction. Grading on site ne�ds to be corrected so drainage goes to the street and damaged curbs, gutters and sidewalks replaced. E Nectative Declaration Negative Declaration ND-419P was prepared to evaluate the environmental impacts of expanding this use on this site in the M-1 zone. The initial study showed that no negative effects on the checklist would be caused should the project be developed as proposed and conditioned by the City Engineer�s memo and special permit conditions. Traffic generation was not considered a problem because vehicle storage at 175 cars would not generate more P.M. peak hour trips at the critical intersections than allocated to the site for a permitted use. Although not required by code, the site does comply with all the physical criteria established subsequent to this application for car rental agencies in the M-1 zone. The mitigations (conditions of the City Engineer and use permit) will be implemented and monitored as are all conditions on planning approvals by periodic review as required in the conditions and upon complaint. Applicant's Letter In his letter of December 19, 1988 James Saunders states that about 1979 Dollar Rent A Car paved and fenced the eastern half of the property at 840 Cowan Road. Since that time that improved area has been used for overflow vehicle storage. He would like to extend the use to the western half of the site by fencing it with a 6' chain link fence and paving it. In recent years automobile manufacturers have developed a program by which they will repurchase cars used by automobile rental companies for a guaranteed buy-back price. Since these cars are returned in large numbers, they need space to store them. In addition car rental activity in San Francisco and in the Burlingame hotels has increased in the last two years, resulting in an increase in Dollar�s fleet size of about 30�. Because of the car turnover, the buy-back plan and increase in fleet size, Dollar has outgrown the portion of the Cowan Road site they now use and wish to expand. During the months from November to June they are particularly overcrowded. The area is presently unattractive and annually they spend money for weed abatement and to remove debris that people dump illegally on the site. Cars are loaded and unloaded on the site. Cars being temporarily stored for fleet rental are taken through a back gate from Cowan to the Bayshore Highway site, about 100 yards away. The only work done on the new site will be installing new license plates, taking plastic off seats and removing temporary decals used for shipping. No car washing will be done on the western portion of the site. He concludes by pointing out that the use permit is gauged for the long term use. He does not expect the storage to exceed 50 vehicles in the next 12 to 24 months. This lot would go unused 3 between April and December because the company does not buy new cars or return letter). Studv Ouestions used cars during this time (February 14, 1989 The Planning Commission reviewed this request at their study meeting on February 27, 1989 (PLanning Commission Minutes, February 27, 1989). Several questions were asked. The entire site will be fenced except for the rear along the drainage channel. Presently there is a fence along the back portion of the western side of the site. This fence will be extended to Cowan Road and along the frontage of Cowan until it connects to a gate to be located about midway across the Cowan Road frontage (see diagram). The fence will be a 6� high chain link. Planninct Commission Action The Planning Commission should hold a public hearing and review the negative declaration and applicant�s request for car rental storage. If the negative declaration is acceptable the Planning Commission should find that the initial study and any comments show that there will be no significant environmental effects if the project � s conditions are met as required in the use permit by the Planning Commission. The first action should be on the negative declaration and should be a recommendation to Council by resolution with findings. The second action should be on the use permit. Affirmative action should be by resolution with findings. The reasons for any action should be clearly stated. Currently this is a vacant 1.36 acre property which has been used for the illegal dumping of rubish. The proposed fencing in and paving of this property for use as a rental car storage yard would actually improve the aesthetics of the area. The area is fully developed with offices and a variety of light industrial uses, therefore this use should not have any negative effects on the noise level in the area. Vehicles will be traveling about 800 feet to the 1815 Bayshore site, a short enough distance that there should not be any negative effects on the air quality in the area. There will be no washing or repair of vehicles on this property, therefore water quality will not be affected. A traffic allocation was granted for this project on February 6, 1989. Potential traffic impacts of this use on the critical intersections in the area have been reviewed and it has been determined that the roadway system in the area can accommodate the additional trips to be generated by this use. Monroe : In response to my visit with you last Friday, I am herewith enclosing our application for a hearing and approval, for the installation of a six foot high chain link fence at our property at 840 Cowan Road. The property is approximately two acres divided in the center by an easement road leading through the property to a Burlingame City Water station. In approximately 1979, Dollar did black-top and fence the eastern one half of the property, and it has since been used for over flow vehicle storage. Our location at 1815 Bayshore Highway acts as the primary fleet source for the Dollar operations at the San.Francisco Airport. We also do all fleet maintenance at the Bayshore location and all new cars and cars being disposed of through sale are processed at Bayshore. In addition, in recent years the various car manufacturers, in order to stimulate the use of their product, have a repurchase plan where cars•���purchased by rental companies may be returned to the manufacturer at the end of a specified period for a guranteed buy-back price. These cars are normally returned in large numbers. Also, the rental activity in the San Francisco has increased substantially in the last two years. That increase, along with the increased number of hotel rooms in Burlingame, has caused our fleet size to increase by about thirty percent in the last two years. United States, Canada. Europe, Mid-East and Africa s Ms. Meg Monroe Page Two December 19, 1988 Because of the combination of these factors, the overflow lot that we have been using on Cowan Road has now reached its limit. There are many months where we will have very few cars in storage. After all, our goal is to keep every car on rent. In the winter months however, we start taking delivery of our new cars, and at the same time, gather up and prepare the cars going back to the manufacturer. Between the months of November and June, we will take delivery or approximately 1,500 new cars, and return approximately 750 used cars. The one acre plus that we now want to expand into has been a eye sore for several years. It had been the local dumping area for persons unknown for some time and had ten or fifteen large mounds of weed covered di•rt along with micellaneous debris. Each spring, at the insistance of the City, we have spent approximately $500.00 to have the weeds cut and debris removed. On December 13, 1988, we contracted to have the dirt mounds and the entire lot graded , with all debris removed, at a cost in excess of $1,200.00. Although it is now just a dirt lot, the esthetic improvement is quite substantial. The movement of cars into and out of the Cowan lot is done in two ways. Al1 new cars are delivered by auto transport and unloaded on the lot. Cars being taken back to the manufacturer are also taken by auto trans- port. Overflow regu-lar fleet cars are moved from our Bayshore Road through our back gate on Cowan Road to �he Coc�an lot. Thut distance i� only about 100 yards. The only work done on the cars at Cowan the installation of new�:license plates plastic, decals etc from the seats and do not wash cars or perform even light service on cars on the Cowan lot. Cars to the manufacturer are returned in as they are merely stored until picked up trucks. Road would be and stripping windows. It so happens that our major need for over-flow storage is between December lst and March 30th, when we are receiving a major quantity of new cars, while at the same time using the property for the staging of cars to be returned to the manufacturer. At the City Council meeting of February 6th, 1989, Dollar Rent A Car was on the agenda for a Traffic Allocation approval relative to our property at 840 Cowan Road. At the time of your "NO" vote, you stated that you did not feel that car rental agencies were of any benefit to the city. In the hope that I might influence your feelings, I would like to offer some comments about our business. The car rental business was started in 1916 by Joe Saunders (my father) and at one time was a source of transportation for for many of the more unsavory type of characters. Today however the industry has grown up and is now doing revenues in the billions and serving not only the general public, but the elit'e of big business, through both rental and long term leasing. r A major segment of the daily car rental revenues is orginated at the airport rental counters. The City of Burlingame happens to be adjacent to the second largest car rental airport in the country, doing over 135 million dollar in revenue in 1988. This does not include the many "off-airport" companies operating in the surrounding area. There can be no doubt that it is because of the San Francisco Airport, that the City of Burlingame has become a prime location for the major increase in the number of hotels in Burlingame. Bill Wristen, manager of Dallar Rent-A-Car in Burlingame, was present and took part in the discussion. He emphasized he has no .. control.over the convoy trucks and would be willing to provide an on-site area'for� delivery operations; however, enforcing such a condition would be difficult and he felt he should not be fined because of this. He also questioned the condition'of 10 percent landscaping and moving the fence back 18', noting there are not many � similar operations that provide much landscaping. Chm. Jacobs opened the public hearing. Lee Wenger, applicant, was present. He advised they plan to use the accessory structure for an art studio only and have no intention of renting it, they had no additional comments and found the staff report to be very complete. Commission advised applicant of maximum fence height allowed by code if the fence is replaced and code provisions to request a fence exception. In discussing the alternative. of putting the addition over the garage, applicant advised the garage shares a common wall with the living room, there is no door from the garage to the living room, they access their garage from the patio. There were no audience comments and the public hearing was closed. C. Harrison did not find this proposal incompatible, with the situation in the rear, and found there is a need for this use. It would not be detrimental to property or improvements in the vicinity, the proposed use is.in accord with the general plan. C.
