A special meeting of the City Planning Commi6sion and a committee of the
City Council of the City of Burlingame was held in the City, Hall on V,ednesday even-
ing at 7:30 p.m., Councilman Roth presiding.
This meeting was called for the purpose of nearing requests for per
mission, to keep roosters within the city in order to raise chickens during the war-
time food emergency. Mr. R. E. Doss, 722 Linden Avenue, spoke of his desire to add
mature roosters to his flock for the reason that he could not otherwise be sure of
a steady supply of poultry for the family food supply during the vrar. Mr. Doss
stated he keeps hiz chicken yard in a clean condition and did not believe any of
his neighbors would raise objection to poultry raising. :sir. Davis of the Home Food
Production Committee spoke of the value of poultry- as an additional food supply
during the war emergency and urged suspension of the City Ordinance. Mr. Fiexheisen,
representing the County Health Department, addressed the Meeting and stated it has
been definitely demonstrated that poultry raising within built-up cities creates a
rodent control problem; that the normal rat population is about 1 to 1 of the human
population and backyard animal raising increases the rat population to 5 to 1. He
warned that rats are a definite hazard in spreading plague, and if an epidemic
should get started in these perilous war times, no Health Department could do very
much to protect the lives of the people in the community. Mr. Fiekheisen stated
further that the Burlingame city ordinances relating to the keeping of fowls and
animalsar.e lenient compared with others, and if anything is done, the present rela-
tive ordinances should be made more stringent than they are now for the protection
of the public health. Councilman Hunt asked Mr. Doss if he is troubled with rats
in his chicken yard and he replied in the negative and stressed the need to have
properly constructed chicken houses and the maintenance of a high standard of clean-
liness under which conditions he did not think his neighbors or anyone else could
raise objections to raising chickens. City Attorney Karmel said that the Burlingame
city ordinances do not prohibit the raising of poultry, but prohibits roosters over
four months of age. Chief of Police Harper reported that there have been filed
numerous complaints about keeping poultry, but as long as the chicken raisers keep
within the present law there is nothing the Police Department can do about it,
although in his experience he thinks it is safe to say the imjority of the people in
Burlingame will resent roosters and chickens in their neighborhood. kf ter hearing
the discussion, Chairman Mitchell stated that it appeared the City Planning, Commis-
sion should recommend to the City Council a reviet of the ordinances relating to
poultry raising and their revision to provide registration of owners for better
supervi-,ion.
