Summary:
Richard Hansen is requesting a special permit for three satellite
dish antennas which would be mounted on the roof at the rear of the
building at 845 Cowan Road. The antennas would be used by KPST
Channel 66, which is planning to relocate its operation from their
site at the Bayview Federal Bank building (Millbrae) to this
building.
The three antennas, one 13' in diameter, and two 10' each in
diameter, would be moved from San Mateo to this location. KPST
would occupy approximately 5,000 SF of the 13,552 SF building.
History:
This site was created upon City Council's approval of a final map
in December, 1993. The mapping action divided one parcel into two,
with one building on each parcel. The site was zoned M-1 at the
time and had enough parking to serve the existing uses (32 spaces
required, 34 provided). Because office area was non-conforming (>
20�), Commission requested a condition of approval requiring
Planning Department review of any newly proposed office area, to
insure a special permit or parking variance situation would not be
created.
In January, 1994, zoning changed to O-M and parking requirements
for food establishments in the O-M were reduced. In addition, any
amount of office area is allowed as long as sufficient parking (@
1:300) is provided. Under the new O-M regulations, with no changes
to the building, 30 parking stalls are required; 34 exist. It is
not known what alterations,�if any, would be made to the interior
of the building to accommodate the television production company.
The tenant space would be 5000 SF according to the plans submitted
for this project. Approximately Z of this is existing office area,

any other improvements to the structure and that the antennas
shall not be installed until tenant improvements for entire
building have been reviewed by the Planning Department and any
required parking variance has been granted; and
4. that the project shall meet all requirements of the Uniform
Building and Fire Codes as amendment by the City.

the remainder is warehouse. The surplus of four parking spaces
would be enough to allow the warehouse to be converted to 900 SF or
more of television production area (@ 1:800) + 1600 SF or less of
office area (@ 1:300).
Staff Comments:
Planning staff notes if the proposed tenant (television production
company) alters the building or changes the uses within the
building, parking may be affected. There are four extra parking
spaces available to accommodate the changes in use; a building
permit would be required for any alterations to the structure.
The Chief Building Official noted a building permit is required for
the installation of the antennas and that engineering design would
be required upon submittal for roof vertical loading and for wind
loading. The City Engineer and Fire Marshal had no comments.
Required Findinqs for a Special Permit:
In order to grant a Special Permit the Planning Commission must
find that the following conditions exist on the property (Code
Section 25:52.020 a-c): �
(a) the proposed use, at the proposed location, will not be
detrimental or injurious to property or improvements in the
vicinity, and will not be detrimental to the public health,
safety, general welfare, or convenience; and
(b) the proposed use will be located and conducted in a manner in.
accord with the Burlingame general plan and the purposes of
this title; also,
(c) the Planning Commission may impose such reasonable conditions
or restrictions as it deems necessary to secure the purposes
of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of
existing and potential uses on adjoining properties in the
general vicinity.
Planninq Commission Action:
The Planning Commission should hold a public hearing. Affirmative
action should be taken by resolution. The reasons for any action
should be clearly stated. At the public hearing the following
conditions should be considered:
1. that the one 13' diameter and two 10' diameter dish antennas
be installed at the locations shown on plans submitted to the
Planning Department date stamped June 6, 1994;
2. that application shall be made to the Building Department for
a building permit to install the dish antennas, and the
application shall include engineering design for both roof
vertical loading and wind loading;
3. that application shall be made to the Building Department for
