Summary: The applicant is requesting design review for a second story addition at 148 Costa Rica Avenue, zoned R-1. The
existing house is two stories and has a one-car detached garage with a total floor area of 2,833 SF (0.45 FAR). The first floor
will not be altered under this proposal. The second floor currently has three bedrooms and two bathrooms and is 808 SF in
area. The proposed second floor addition includes extending the second floor towards the front of the house and enlarging the
three bedrooms and two bathrooms, adding approximately 423 SF for a total of 1,231 SF of floor area. The total floor area of
the remodeled house would increase to 3,328 SF (0.53 FAR), where 3,332 SF (0.53 FAR) is the maximum allowed. The
existing 12' x 20' detached garage is non-conforming because it only provided one covered parking space where the code
requires two covered parking spaces 20' x 20'for the existing five bedroom house. The number of bedrooms would not
increase under this proposal, therefore no additional parking is required.

Staff Comments: See attached. Please note that the project includes installation of new hardiplank siding on all
elevations of the house (existing and new). Hardiplank is a fiber cement siding with 6'/4" exposure. Staff recalculated the
total FAR for this project and came up 2 SF less than originally noted, this correction has been included in the data
reported above.
Design Review 148 Costa Rica Avenue
June 10, 2002 Design Review Study Meeting: On June 10, 2002, the Planning Commission reviewed the proposed
second story addition at 148 Costa Rica Avenue. The Commission asked the applicant to address the following
concerns that were expressed by the neighbor regarding this proposal:
• property owner is a general contractor and understand that he will be doing the addition himself,
would like to see construction hours as set by the Municipal Code adhered to;
• would like to make sure materials shown on the plans and approved through design review are used
when building;
• there are different types of siding on the structure now, currently there is two-inch clapboard on the
original part of the house, T-111 siding is proposed now, there are several types of T-111 siding,
which one will be used?
• will true-divided light windows be used?
• concerned about the distance between the houses and possible damage to her house and plants from
debris coming into her yard during construction, 9'-0" from wall to wall, 5'-9" between chimneys,
2'-6" between wall and Italian cypress trees planted on her property for privacy, insurance agent told
her that unless the neighbor has a comprehensive homeowner's insurance policy which covers
liability, the neighbor would be responsible for all accidents;
• since the property owners will be doing the work themselves, how long will the project take to
complete?
• will the architect follow the project through to the end or is he just drawing the plans?
The applicant submitted a copy of a letter to the neighbor at 144 Costa Rica Avenue, dated June 13, 2002 in
response to concerns expressed at the design review study meeting (see attached). The applicant states that the home
owner will be complying with Burlingame Municipal Code 18.06.050, with construction hours limited to Monday
through Friday 7am to 7 pm, Saturdays 8am, to 6 pm and Sundays and holidays from l0am to 6pm. The exterior
materials to be used will be as stated on the approved plans and any changes will be subject to City approval. The
siding proposed will not be T-111, but will be cement siding covering up the existing plywood siding. The siding
will be laid up with 6 3/4" exposure, and will be applied to the entire house. The proposed windows will match the
windows that have already been replaced and will have dividers between the two panes of glass. The owner has
stated that he plans on using scaffolding where required to protect his neighbor's landscaping and will furnish her
with a copy of his homeowner's insurance policy. The existing first floor of the subject property is 5 feet from the
neighbor's adjoining side property line, and the new portion of the second floor will be 7'6" from this side property
line. The owner anticipates that the project will take between 12-18 months to complete. The architect has stated
that he will provide construction administration series for this project.
The applicant submitted revised sheets A1 and A4 date stamped June 13, 2002, with revisions including a taller
chimney to comply with Building Code requirements, window placement correction on the existing portion of the
second floor along the right side elevation, calling out hardiplank siding finish and the construction hours have been
included on the cover sheet of the revised plans.
Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the
Council on Apri120, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;

3. Architectural style and mass and bulk of structure;
4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.

Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should
be by resolution and include findings made for design review. The reasons for any action should be clearly stated.
At the public hearing the following conditions should be considered:
1. that the proj ect shall be built as shown on the plans submitted to the Planning Department date stamped May
21,2002, Sheets A2 and A3, floor plans and roof plan, and sheets A1 and A4, site plan and building
elevations date stamped June 13, 2002;
2. that any changes to the size or envelope of the basement, first or second floors, which would include adding
or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof
height or pitch, shall be subject to design review;
3. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction Plan and
meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a
demolition permit;
4. that the conditions of the Chief Building Official's, Recycling Specialist's and the City Engineer's May 28,
2002 memos shall be met;
5. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge
and provide certification of that height;
6. that prior to scheduling the framing inspection, the proj ect architect, engineer or other licensed professional
shall provide architectural certification that the architectural details such as window locations and bays are
built as shown on the approved plans; if there is no licensed professional involved in the project, the
property owner or contractor shall provide the certification under penalty of perjury;
7. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural
details (trim materials, window type, etc.) to verify that the project has been built according to the approved
Planning and Building plans; and
8. that the project shall meet all the requirements of the California Building and Fire Codes, 1998 edition, as
amended by the City of Burlingame.

CP Monroe briefly presented the project description. Commission requested that staff double-check the
floor area ratio calculation because the proposed addition is only four square feet less than the maximum
allowed.
Chairman Keighran opened the public comment. John Stewart, Stewart Associates, designer, and Sara
Stenger, property owner, were present to answer questions. Property owner submitted a petition signed by
neighbors in support of the proj ect. Designer noted that the intent is to tie in the previous addition at the rear
with the rest of the house and have all three bedrooms on the same floor. Commissioner asked if wood
siding is proposed; designer noted that hardy board would be installed over the existing siding. Commission
requested that the designer double-check the height of the existing chimney, looks short.
Suzie Cvitkovic, 144 Costa Rica Avenue, noted that she was glad to see the property improved, signed the
petition because she did not want to appear uncooperative, has the following concerns and questions for the
applicant:

Thanked the Commission for their extensive work on the project at 120 Costa Rica Avenue, Commission did
a great job on preserving the character the of the existing house. There were no other comments from the
floor and the public hearing was closed.
C. Bojues noted that the consistent siding will be a benefit to the house and made a motion to place this
item on the consent calendar. This motion was seconded by C. Auran.
Comment on the motion: there were several questions raised by the neighbor which need to be addressed
by the applicant, would rather place this item on regular action. The maker of the motion and second
agreed.

when information has been provided as directed. The motion passed on a voice vote 7-0. The Planning

the Planning Comm�ssion Study Session on 6-10-02.
1. Construction Hours
We have added a note showi�g the allowable construction hours
to Sheet A1. The Owner shall conform to these hours.
2. Exterior Materials
The City has a standard condition that the project shall be
built in conformance with the approved plans and any changes
are subject to the approval of the Planning"Commission.
3. Sidina
The siding will not be T-1-11 plywood. The existing plywood
siding will be covered with cement siding. The siding will be
laid up with 6-3/4" exposure to match the existing siding at
the front. It will not be 2" as you stated at the study �

RESOLUTION APPROVING CATEGORICAL EXEMPTION
AND DESIGN REVIEW
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for desi�n
review for a second story addition at 148 Costa Rica Avenue, zoned R-1, Larry D. and Sara A. Sten�er,
propertv owners, APN: 028-293-290;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on June
24, 2002 at which time it reviewed and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received
and addressed by this commission, it is hereby found that there is no substantial evidence that the project set
forth above will have a significant effect on the environment, and categorical exemption, per CEQA Article
19. Categorically Exempt per Section: 15303 - Article 19. Categorically Exempt per Section: 15301 Class 1- (e)
additions to existing structures provided the addition will not result in an increase of more than 50% of the floor area of
the structures before the addition
2. Said design review permit is approved, subject to the conditions set forth in Exhibit "A"
attached hereto. Findings for such design review are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the of�icial records of
the County of San Mateo.

Summary: The applicant is requesting design review for a second stary addition at 148 Costa Rica Avenue, zoned R-1. The
existing house is two stories a.nd has a one-car detached garage with a total floor area of 2,833 SF (0.45 FAR). The first floor
will not be altered under this proposal. The second floor currently has three bedrooms and two bathrooms and is 808 SF in area.
The proposed second floor addition includes extending the second floor towards the front of the house and enlarging the three
bedrooms and two bathrooms, adding approximately 423 SF for a total of 1,231 SF of floor area. The total floar area of the
