The regular meeting of the Planning Commission ryas scheduled for this
evening at 7:30 p.m.

After waiting until 8:33 p.m. Chairman ;lAitche_1 announced that there
was no quorum and asked if those present would be willing to go ahead with a
meeting to hear the petition of Mrs. William Tevis, Jr. in order to hear from
those who were present and the discussion to be reported to the next full meet-
ing of the commission. Mrs. Tevis stated she had no objection whatever to this
procedure. The secretary was requested to read the petition, which was done.
There followed a discussion in which one of the neighbors present asked if the
subject property is rezoned from first residential to commercial, would this
apply to other properties in the neighborhood. In answer thereto it was ex-
plained by Mr. Coleman that it would only apply to the particular property
under discussion, but it is not the policy of the Planning Commission or the
City Council to make spot zones. Mr. Karmel pointed out that this is a well
recognized principle on account of the adverse affect on surrounding properties.
Mrs. Tevis explained that she has a large, old house with six empty bedrooms
and six baths and would like to use the property for defense workers or as a
boarding school for children of defense v:orkero. A neighbor asked the question
if such use would affect insurance rates applying to other properties in the
neighborhood and Mr. Rap stated he did not believe thi:, would have any- influ-
ence oa insurance rates. Ano'.her neighbor stated that there has been complaint
about the overgrown redge surrounding the Tevis property, and Mrs. Tevis said
that she was not aware of this; that it was attractive and would be willing to
cooperate in having thys cared for. :sir.. Mitcheit stated that he thought the
commission would feel it a duty to keep in mind that if the application is
granted for commercial use, the property might not aiwa3-3 be ovrreu by Mrs. Tevis
and it would be difficult or impossibre to get it rezoned again for first resi-
dential use. The secretary, was requested to read the written protests on file,

It was then asked if an,; ;property owner present wished to protest, and the fol-
lowing responded: Bessie Greenwood, 7i2 Neuchatel Avenue; R. H. Wilkinson, 736
Neuchatel Avenue; and T. Cunningham, 742 Neuchatel Avenue, Burlingame.

Following this, it was pointed out that no property owner had written or appeared in
favor of the petition. Mrs. Tevis responded she believed that there are a number of
the neighbors who would be in favor or at least not opposed to the petition, and if
need be, she could provide a representation favorable to the petition. After dis-
cussion, it was agreed that the matter will be put forward to be considered at a
special meeting of the Planning Commission, Wednesday evening, February- 3, 1943, 7:30 p.m
Major Coleman and the members of the commission present directed the secre-
tary to communicate with the Lang Realty Co. regarding shrubbery planting on the
Bayshore Highway frontage of Burlingables - Oak Grove Manor, the plans for which
were approved by the commission on the assurance of Mr. Lang that a heavy planting
of shrubbery would be taken care of by him.
There being no quorum the meeting was closed at 9:50 p.m. without a vote.
