The regular monthly meeting of the Planning Commission was held in
the City Hall at 7:30 p.m. Thursday evening, February 25, 1943.

Chairman Mitchell brought up the subject of the plan for the Pro-
posed Free Off -Street Parking Areas. Commissioners Coles and Stivers, who
had previously been appointed a sub -committee to study the plan and the ap-
praisal submitted by Edward R. Martin, reported that they, as a result of
their investigation, were prepared to submit as an interim report that the
map of the plan and the appraisal of the properties therein appears to have
been competently and carefully compiled, and with only a few minor excep-
tions, was there any occasion to disagree with the valuations in the ap-
praisal report for the purpose under consideration. After discussion the
secretary was directed to communicate to the City Council, as an interim
report, the result of the study of the sub -committee, stating that the com-
mission concurs in our findings, but this does not constitute acceptance of
the commission of the plan as a whole at this time, as under present wartime
restrictions there is much less congestion of automobile parking and this
may be expected to continue for the duration.
In connection with the subject of the off-street parking areas,
there was a brief discussion of the possibility of the effect of the pro-
posed Donnelly Avenue underpass, about which no action was proposed at this
meeting.
The secretary read a communication from Miss Eloise Auerbach re-
questing a variance. for the property at 620 Howard Avenue, Burlingame, and
was instructed by the commission to inform the applicant that it has not
been the policy of the City Planning Commission to recommend a variance for
business use of residential districts, and to advise her as to the procedure
for filing a formal petition if she wishes to do so. Relative to this,
Dr. Macomber suggested that the secretary communicate with the Department of
Professional and Vocational Standards -to ascertain if chiropodists are
qualified as a profession such as under the code may conduct their practice
at home.
A communication was read from the California State Planning Board
suggesting the maintaining of personal contacts between the Planning Board

and the Burlingame City Planning Commission. The secretary was instructed to
communicate with the Planning Board, advising thew of the date of the commis-
sion meetings and indicating a desire to cooperate.
Chairman Mitchell referred to a talk he had with Mr. Abbott on the
subject of long range planning and stated he expected to meet with dr. Abbott
again and vould have something to report on the matter at the next meeting of
the Planning Commission.
Commissioner Coles brought up for consideration the question if it
is not the duty of the Planning Commissior, to communicate with the City
Council advocating that provision be made for derreciat'�on oil the water sys-
tem and the city plant. He pointed out that the city plant and equipment
are wearing out, and as a matter of good planninf_. there should be set up
reserves for replacement. After discussion it vas suggested this be taken
up at a later date with the city attorney and the city Engineer.
There being no further business the meeting adjourned at 9:50 p.m.
