The regular monthly meeting of the Planning Commission was held in the City
Hall at 7:30 p.m. Thursday evening, February 25, 1943.

Chairman Mitchell presiding.
Louis Lengfeld, Manager, San Mateo County war Housing Center of the National
Housing Agency, appeared to report that there have been received locally 137 applica-
tions for War Homes conversion.
Harry Francis Davis then appeared as a representative of Mrs. William S. Tevis,
Jr., whose application for a variance is on file. 141r. Davis said that it was not in-
tended to file the application for rezoning of the Tevis property from 1st Residential
to Commercial, but from lst Residential to Apartment House, in order to utilize this
house with so many rooms and baths and help meet the war housing situation. City
Attorney Karmel said that it would be in order to show that the application is changed
from Commercial to Apartment House. The following neighboring property owners were
present and voiced their objection to a variance from 1st Residential:

Mrs. H. Waigren, 753 Neuchatel Avenue
Richard C. Lewis, 776 Wiliborough Road
Thomas J. Egan, 732 Neuchatel Avenue
After hearing those in favor and tae objection;;, the commissioners discussed the subject
at length. The following motion. Pa6 made by Chairmtta ' itchell: "The Burlingame City
Planning Commission recommends to the City Council tiiat a per:;+issive variance be granted
to use the property at the Northeast corner of Oak Grove Avenue and Neuchatel Avenue,
known as the Tevis property, for apartments, contingent upon conversion of the property
for such use within one year from the date of such change of zoning. If these conditions
are not met, the property is to revert to 1st Residential zoning without further action
by the Council." After such Notion was thus duly made and seconded by Commissioner Coles,
the question was submitted to vote. Upon roll call said motion was; unanimously adopted;
those voting and signifying "aye" in favor of adoption being as follows:

During the hearing of the objections to -the variance of the Tevis property,
protests were made regarding the hedge at the corner of Oak Grove Avenue and Neuchatel
Avenue. All the commissioners present (Dr. ',acomber having left a few minutes pre-
viously) voiced an expression that we should ask the City kt,torney to loon into the
subject of communicating with the City Council regarding enforcement of the ordinance
affecting the height of hedges.
Chairman Mitchell spoke of a tentative plan for a park area in the Ray Park
Addition, but on account of present war conditions, development has been held up. No
action.
Chairman `Aitcheil also informed the commissioners that there has been made
the suggestion that the city acquire a certain parcel of property on El Camino Real as
a site for future development of a Civic Center. After brief discussion it appeared
to be the consensus of opinion that the asking price of the property will be found too
high and furthermore that no serious thought should be given to this subject without
considering the advisability of long range retention of the present city hall with
such alterations or additions as may be needed, and possibly the acquisition of adja-
cent vacant property for this purpose as a less expensive plan than removal to a new
site. The subject will be discussed by individual commissioners with members of the
council.
Commissioner Coles referred to the proposed plan for Off -Street Parking
Areas and the relation it may have to the proposed Donnelly Avenue underpass. The
parking plan had been considered at the February meeting with the temporary conclusion
that it appears there is less parking congestion as a result of war restrictiono in
the use of automobiles, thus making this something for post-war planning. No action
was taken.
There being no further business, the meeting adjourned at 10:45 p.m.
