A Special Meeting of the Planning Commission, City of
Burlingame, was held in the

1943 at 7:55 p.m., with members of the Recreation Com-
mittee. Chairman Mitchell presiding.

This meeting was held to discuss the advisability of purchasing a property on
El Camino Real within the town limits of Hillsborough for recreational purposes. It was re-
ported that the property, consisting of seven or eight acres and various buildings, had been
offered to the City of Burlingame at a price of approximately $'i0,000 for a civic center
which was not recommended by the Planning Commission or approved by the City Council, and
the thought was,expressed that it would be ideally suited for park and recreational activi-
ties. Chairman Abbott of the Recreation Commission said that he recommended heartily that
the property be purchased for a community center and group gatherings, and pending develop-
ment for its ultimate purpose, the house now on the property probably could be altered to
accommodate approximately twelve families during the wartime housing shortage. It was his
thought that eventually the facilities could be made available for theatrical groups; a
swimming pool and other outdoor activities, to compare favorable with what other communities
have to offer along this line; that the property is well worth $50,000 and that Burlingame
could easily afford a substantial outlay for this purpose, even up to as much as $1.,000,000
over the next six or eight years.
After considerable discussion, Mr. Abbott made a motion, seconded by Mr. Coles, as
follows:
"The Recreation Commission and the City Planning Commission recommend to the City
Council purchase of the property under discussion as a community center at a price consis-
tent with its value to the City of Burlingame." The roll was called with the following result

The Secretary, as a Planning Commissioner in the minority on this motion, believes
it is his duty to point out that he feels obliged to vote "No" on such a nebulous recommenda-
tion, involving a substantial initial capital investment, which would necessarily be followed
by an indeterminable outlay for development and maintenance. As one commissioner, he submits
that more consideration should be given to the extent of such a commitment and that the mat-
ter should be given more study before recommending the project to the City Council.
The meeting adjourned at 10:45.
